Sistani's ruling state for someone with (continious) urinary incontinence they must wash the urinary organ before every prayer - would this be interpreted as washing between dhuhr and asr or can they both be prayed with 'one wash' if combined.

Alhakeem's website spells it out more clearly and states that one wash before both is sufficient. Can this be followed if the first is unclear and listed as an obligatory precaution?
