Q: Paying Khums to aid Muslims of Lebanon

Salam Aleykum

Imam Khamenei (r.) gave permission to pay a portion of the Khums (1/2 of Sahm Al Imam) to "aid the Muslims of souther Lebanon" 

My Question:

Does that mean I can pay the said portion to any Muslim in South Lebanon that I think is in need of it? Or does it have to be payed to an authorized organsation that redistributes the money?

From the Article:

"Imam Khamenei, the Leader of the Islamic Revolution, has granted permission for Muslims to donate half of their Sahm al-Imam (Imam’s ((صلى الله عليه وآله وسلم)) share of the Khums tax), which is equivalent to one-fourth of their total Khums, to aid the Muslims of southern Lebanon."

if you know all the qawaiden Al kubra general rules and are able to evaluate people are really in need and not do something bad you can make the decision who to give your self 

if you don’t know and understand all the general rules, I have the knowledge of what’s going on the ground. You should find an organization, but the key is you must find an organization that you even feel satisfied or doing the work correctly or two just people confirm and to just people don’t reject their confirmation.

The fifth rate is a very important obligation you have to be sure
