Well, the answers are obvious you know. One answer is general and one refers to the particular instances. General one points out to the fact that when you are drawing a picture, it is obvious that it may affect a lot of people so it is said it is impermissible. The second instance refers to a particular instance such as you wanna draw that image for people who will not feel attracted to it such as woman themselves, it will be permissible for them but not for the other section of the society. So, both are answering two different answers.

The first question's answer addressed to general audience, the second question's answer addressed to a particular audience. In the first question, the responder gave answer keeping in mind that picture may be available to general public where there is high chance of getting attracted to such picture and hence it was declared impermissible. In the second question, the responder gave answer keeping in mind that the picture may be available to particular group which might not get attracted to it such as the picture of female was in magazine for females wherein there would be no effect upon the females so, it will be allowed for that particular instance.

I did not mention the audience in both case however? I assume in both case its for general public like a comic

The answer is clear for your ambiguity in the mind.

In the first instance you are drawing an actual person who are revealing the parts that should be covered and this is always impermissible.

In the second you are drawing a fictional character,  and this would be impermissible depending on the nature of drawing.

You may have asked without referring to audience but the answers show the limitations that whether it is for general or specific audience.
