The verse states: 'If We ever abrogate a verse or cause it to be forgotten, We replace it with a better or similar one. Do you not know that Allah is Most Capable of everything?'

If the Quran affirms that Allah (سُبْحَانَهُ وَ تَعَالَى) abrogates or replaces verses, how do we reconcile this with the belief that Allah, being all-knowing and all-powerful, is free from error? Allah (سُبْحَانَهُ وَ تَعَالَى) does not make mistakes, for His wisdom is perfect and complete. Why then would Allah (سُبْحَانَهُ وَ تَعَالَى) reveal a verse only to later replace or change it, when He knows from the beginning what is best and could reveal a verse that would not require any replacement?

Well, there are variety of reasons why Allah (عزّ وجلّ) repeals one verse instead of others. One of the reason is that people are not mentally able to accept the law which Quran is going to introduce to them because they lack reasoning. Second reason is that at particular time, the condition of masses is such that if a law be applied, they will all be held accountable because majority of them is engaged in that particular sin so a strict law is not introduced until such sin becomes rare. Finally, Quran is book of wisdom and it teaches people as to how should a society frame laws. By introducing abrogated and abrogating verses, it teaches us to make laws feasible in accordance with the changing circumstances.
