Not really,  most of the people celebrating are doing so more because of Bashar being removed. Many of them aren't particularly religious and just needed something to celebrate, similar to Egypt and Tunisia in the past.

Still, let them put their money where their mouth is. 

If they are cheering for that system then they must be made to enjoy all the advantages of that system. 

Let them know that choices come with consequences. Send them back to their 'free Syria'; they were fleeing Assad, right? Now that he's gone, they don't have any excuse to stay back. Deport them

Same goes for Iraqi Shia back in 2003, but hardly any moved back. The reality is that once a person has moved out and settled in a new country its highly unlikely that they will move back.
