Zakat and Khums

I know someone that has never paid Zakat or Khums in his life. At this point it's been so long for him that he doesn't know where to start to try to catch up or rectify this. Though he wants to.

How can I guide him in fulfilling his wajibat with paying his Zakat and Khums?

Guest khums

Khums is an Islamic income tax, which is 1/5 (20%) of the remaining of yearly income, after all legitimate expenses have been paid.

Notes:

  • The remaining sum after the 20% reduction does not have to be taxed again for the following years if it has not been used.
  • The amount of tax paid must be given to the Marja’ (jurist) through his offices or representatives (who are authorized in writing), to be distributed, under the supervision of Marji’ for the sake of educating, building and promoting the Muslim community and teaching the true message of Islam in general (i.e. helping the poor and needy, building or contributing toward hawzahs (seminaries, supporting clergy, Islamic centers, Islamic schools, etc.)
  • Sayyid Sistani has issued an important verdict about Khums receipts. (Click here to view the original.)
  • IMAM accepts khums to use for purposes mentioned above in the United States. For larger khums amounts, it is recommend to submit your khums payment by mail by personal or cashiers check, to avoid credit card fees, which I.M.A.M. covers through non-khums funding.

Which Imam authorised that it has to be given to a specific Marja?

I am researching this currently but some of the language is confusing and broad. 

It's not about video game cds but on the other hand is about giving Khums of remained money from your profit after a year.

You are against paying it also you don't believe to it so therefore it's not your business  anyway Imam Mahdi (aj) has given definition of his deputies in time of occultation so threfore when a shia muslim trusts to a specific Marja in all matters so therefore it's rational to give his khums to him anyway there is no obligation to give your Khums to any specific marja which in every Shia source it has been said that any Shia can give his share of Khums to any qualified Marja .

But I also heard items that have not been used for a full year. Is this wrong?

Legitimate means all your expenses for a year. There are some things that I need to pay khums on specifically because these are considered 'illegitimate' expenses for example money spent on gambling or trips for a haram purpose but we'll leave those off now to make it simple. 

1. Pick the date u calculate your khums from. It could be the first of the calendar year (Gregorian calendar) ie Jan 1 or your birthday or whatever date u want. Then on that date the following year calculate all the money u have left over ie your savings from that year. Then take 20% of that money out and pay it as khums. There u go.

Just from that year? So if I paid khums on $2000, and still didnt use it the next year, I dont pay another khums on it, right?

Yes.

On another note, Zakat is the general category and khums is a specific type of zakat paid on money that you earn. Their are other types of Zakat, like Zakat on dates,wheat,etc but those don't apply unless u grow those types of crops, if u are a farmer which I'm assuming your not. 

Zakat comes from the Arabic word Zaka which means to purify. You are purifying your earnings which are given to you by Allah(سُبْحَانَهُ وَ تَعَالَى) by obeying Allah's(سُبْحَانَهُ وَ تَعَالَى) command to give a portion of those earnings in charity
