Salam,

After I urinate, I do Istibraa and try wait for the final pools of urine to come out, and then wash my male genital organ and put my pants back on. 

Then later as I walk around or bend over, urine drops exit my male genital organ and obviously touch my underwear. 

Given I have water on the male genital organ after Istibraa, can I deem the urine drops as Tahir? Or do I need to Taher and change underwear each and every time this happens (which is every single time I urinate)?

You must clean and change your underwear. You must also redo wuthdu and wash your private areas again, for they have become najis. Urine is unclean and anything that touches it becomes unclean. It doesnt work that way. Thats like saying my shirt is wet, and someone dumped dirty water on me. You still become dirty.. You have to properly clean it with running water.

If you have done istibra sufficiently, and have given enough time sitting there for the relaxation of the “system” so all fluid was out to your satisfaction, then anything that comes out later after pouring the water is considered Tahir and doesn’t break your wudhu, and also doesn’t make your clothes najis.

Question: I sometimes doubt, before or after urinating, or even during sexual arousal, a liquid comes out of the urine, what's the ruling on this liquid, is it Taher and does it invalidate my Wudhu?

Answer: The fluid that sometimes comes out of the penis as a result of sexual arousal, called ‘madhī’, is pure. And the fluid that sometimes comes out after the ejaculation of semen, called ‘wadhī’, is also pure, and does not require ghusl. As for fluid that sometimes comes out after urinating and which is called ‘wadī’, if it has not come into contact with urine, it is pure. Furthermore, in the event that a person performs istibrāʾ after urinating and then fluid comes out and he doubts whether it is urine or one of these three fluids, it is pure. The passing of these liquids are pure and do not invalidate wuḍūʾ either.

I actually did not know that. I always recommended on ihtiyat since it was not a complicated issue to repurify yourself. Thanks for sharing! I stand corrected, please follow Ayatollah Sistani's advice.
