Baliq age is based on the lunar year. 9 years of lunar year is 98 days is less than 9 years of calendar year. And 15 years of lunar year is 163 days less than calendar year. Each lunar year is less than calendar year by 10 days and 21 hours which is almost 11 days. Another thing is that some may become Baliq earlier or later than the expected age.
