Why is he saying that it is permissible to recite partial surahs?

Salam, this person says that it’s okay to recite partial surahs during prayer disagreeing with the mainstream view of maraaji3, however he uses an authentic narration from the 4 main books to backup this claim.  Can anyone that is knowledgable confirm this narration?

I think it's a minor issue. Some marja claim that the narration (shared in this video) is depicting taqiya; hence, one should not recite partial surahs in salah.

Yeah Shia scholars say that we are not allowed to recite partial suwar in our salah. Also, we cannot recite suwar that have a waajib sujood in them. Other than these, we can recite whichever suwar we like.

In the obligatory prayers, it is preferred to recite a complete surah after Al-Fatiha in the first two rak'ahs. In the 3rd & 4th rak'ah we either recite Al-Fatiha alone or recite the tasbehaat e arb'a. 

In our nawafils, we have the choice to recite partial surah's or some verses after Al-Fatiha. And there are many nawafils & Sunnati prayers which we recite during whole day.

This person seems unaware of our practices.

I understand that but he did use a Hadith to backup his claim so that’s what confuses me the most.
