Jeddah as Meeqat ?

Salam alaikum. 

As per Syed Sistani, for Hajj/Umrah, Jeddah is not a meeqat. A person landing at Jeddah airport must go to a meeqat (eg, Johfa) to wear Ihraam.

Answer: Jeddah is neither a Miqãt nor parallel to any of the Miqãts; therefore, it is not in order to put on the ihrãm from there for ‘Umrah or Hajj. However, if one knows that between Jeddah and the Haram [the holy territory around Mecca], there is a place which is parallel to one of the Miqãts —this is not improbable, if one looks for a parallel of Juhfah— he can put on the Ihrãm from there by offering Nadhr. [Nadhr means making a vow in the name of Allãh that he will put on the Ihram from place x.]

 

But I came across this Hajj tutorial lecture by the shia scholar Sadiq Hasan, of Pakistan. He mentions that Syed Sistani states that Jeddah airport (not the city) is outside the boundary...so ihraam can be worn at Jeddah airport without any problem (and without doing any Nazar of Ihraam)? 

Are you aware of any such rule by Syed Sistani? The lecture is in Urdu but here is the link...

Salam it must be done by ding Nazar of Ihram from Jahfa.

Ayatollah Khamenei: It is obligatory for him to go to one of the miqats to become a Mohrem, and if he cannot go to one of the miqats, it is an obligatory precaution for him to enter ihram with a vow from Jeddah.

Ayatollah Sistani: They can not.

Thank you for your answer. I'm still confused. Jahfa is a meeqat. My understanding is that there is no need to do Nazar at any Meeqat. Nazar is only required when ihram is worn before a meeqat. Can you explain a bit more, if possible? Thanks again.
