Is listening to a Latmiya during a fast in Ramadan ok? I only ask because latmiya’s are for expressing grief and love for Imam alHussain. Ramadan is a celebration of the holy Quran being revealed to prophet Muhammad ((صلى الله عليه وآله وسلم)).

Latmiya isn't just for imam hussain for example this month ramadan there was lots of latmiya on imam ali AS. So my view not scholars view, I think it's permissible its not like music, Muslims on ramadan they still listen to music.

Salam, I'm pretty sure latmiyas are fine in Shahr Ramadan. You can ask your marja if you want, though:

Sistani website: https://www.sistani.org/english/send-question/
Khamenei website: https://www.leader.ir/en/istifta
Shirazi email: ask@shirazi.ir

And not all latmiyas are expressing grief, here's an example: https://www.youtube.com/watch?v=bCSfKbt6eZQ
