According to Shafaqna, Grand Ayatollah Fayadh's fatwa on the age of girls' duties has changed.
According to the new fatwa, the age of obligation for girls is 13 years old, if that the signs of puberty has not been appeared before this age.
Therefore, girls who have not yet shown signs of puberty and are less than 13 years old are not Obliged .
Girls who have reached to the age of 13 lunar years are obligated, even if they do not show signs of puberty.

I see.  Have your heard the opinion of Ayatollah Muhammad Taqi Al Modarresi on this?  This is his Farsi risalah but I couldn't find it.  If you find the specific part it's stated can you tell me the page number?

Im reading his "risalah" in English but there is a part regarding age of bulugh for girls which I don't understand if it's Ihtiyat wajib or ihtiyat mustahabb.
