How do we justify this :

50km (half an hour) drive at time of zhuhr in a car with A/C : break your fast is obligatory otherwise you fast in vain and anyway you have to offer a day of qadha fast for it. 

450km leaving after zhuhr by bus+taxi+ending on a camel's back : keeping your fast is obligatory otherwise you are liable to pay fidya for that day. 

How does this go with the Quranic text 

أَيَّامًا مَّعْدُودَاتٍ ۚ فَمَن كَانَ مِنكُم مَّرِيضًا أَوْ عَلَىٰ سَفَرٍ فَعِدَّةٌ مِّنْ أَيَّامٍ أُخَرَ ۚ وَعَلَى الَّذِينَ يُطِيقُونَهُ فِدْيَةٌ طَعَامُ مِسْكِينٍ ۖ فَمَن تَطَوَّعَ خَيْرًا فَهُوَ خَيْرٌ لَّهُ ۚ وَأَن تَصُومُوا خَيْرٌ لَّكُمْ ۖ إِن كُنتُمْ تَعْلَمُونَ ‎﴿١٨٤

Fast for a specified number of days, but if any one among you is ill or on a journey, let him fast the same number of days later. For those who can fast only with extreme difficulty, there is a way to compensate -- the feeding of a needy person. But he who does good of his own accord shall be well rewarded; but to fast is better for you, if you only knew. (184)

It's a question of timing rather than method of travel. For those who want to safeguard their fast, plan your trips accordingly.

For those whose journey makes it dangerous to fast, fasting is not required (although one must evaluate if such a journey was really necessary at such a time)

Dear brother @Mahdavist 

I think that's taking the issue backwards. Allah (سُبْحَانَهُ وَ تَعَالَى) exempted travelers from fasting like He did for the sick. So hardship is at stake here, the question of timing as you said seems quite irrelevant, the hardship does not depend on travelling before or after 1:45pm, rather it depends on how the traveller feels. 

Actually the 22km limit does not bother me as much as the before or after zhuhr issue. It does not fit with the initial purpose of the exemption.
