Can wudhu be done with leave-in conditioner still in your hair?

I’ve been told that a leave-in conditioner would help me with my course, dry, frizzy hair, but it’s something you don’t wash out and you let it dry naturally. 
 

My question is, does having leave-in conditioner in your hair block water from reaching it? If so, that means I can’t do wudhu with it on and have to wash it out beforehand. 
 

Or is it ok if the conditioner has already dried?

Salam whether wet or dry you must remove any obstacle which prevents reaching water to your skin for doing Wudhu.

Even if it's something like vaseline or ointment?

Salam @guest 2025 , if anything like vaseline or ointment prevents reaching water to any part for doing Wudu then you must remove it first.

Isn't this the general rule, if anything prevents water from reaching the skin it should be removed except in the case of wudu jabirah.
