I have 2 questions:

1. If you married someone Mutah and then decided you would like to marry this person permanently during the Mutah period or after, is there a I’da that needs to be observed or what is the process?

2. If you married someone Mutah but there was no intercourse involved, does the woman have to observe the I’da?

سلام

No need for 'ida. No specific process. Just the typical requirements for permanent marriage.

No. (But do double-check this.)

1.If you want to make Mutah  into permanent  when time of mutah has not finished yet then the man must declares that he has given away the remaining time.

2. keeping of I'da is obligatory  wich woman must keeps it for her two periods in case of having  menstruation  or 45 days in case of not having menstruation buf if she has became  pregnant  during mutah then she must keeps it until birth of child & in case of death of man during time of mutah she must keeps it for 4 months & 10 days similar to I'da time for permanent  marriage .

You either didn't read the question carefully or you didn't read the links you posted carefully.

Here's what Sistani says: (Your very first link)

Ida is necessary only if there was intercourse

It is important for people to know this rule considering there are many marriages (permanent or temporary) in which intercourse does not, cannot, or is not meant to take place for one or another reason.

"O you who believe! when you marry the believing women, then divorce them before you touch them, you have in their case no term which you should reckon; so make some provision for them and send them forth a goodly sending forth."(33:49)
