Although there are two references, one to ihtijaaj and one to tafseer of Imam Askari, ihtijaaj simply requotes from tafseer Askari. So there's just one reference. (And anyway, ihtijaj is narrated in a mursal manner).

So in the end it depends on tafseer Askari. The tafseer is not mursal but the sanad is weak due to majhool narrators. However, Sadooq has occasionally relied on the book, including once (or few times - unsure) in Man la yahduruhu which is basically his fatwa book produced in the form of a hadith selection.

Despite allegedly being written by the Imam, Kulayni does not rely on it for Kaafi. 

Ibn Ghadaairi put Astaraabaadi who is the last narrator of the tafseer in his collection of Weak Narrators and called him a liar.
