and what time exactly should it be done because Ive heard it can be done straight after isha prayers?

METHOD

Salatul-Layl is made up of eleven Rak’ats.

The first eight Rak’ats are prayed as normal in pairs of two Rak’ats each with the niyyah of Nawafilatul-Layl.

The next two Rak’ats are prayed with the Niyyah of Salatul Shaf’a.

 The remaining one Rak’at is prayed with the Niyyah of Salatul Witr.

In the last one Rak’at, Qunoot is recited before Rukuu and the Salat is completed as usual with Tashahud and Salaam.

The last one Rak’at is prayed as follows: Hold Tasbih in the right hand if required, for keeping count of the dhikr mentioned below to be recited. Make Niyyah and say Takbiratul Ihram.

 Recite: Surah Al-Hamd;

Surah Qul Huwallahu Ahad - three times

Surah Qul-Audhubi Rabbil Falaq - once

Surah Qul-Audhubi Rabbin Naas - once.

Note: If one does not know the last two Surahs mentioned above, then it is sufficient to recite Surah Qul Huwallahu Ahad, three times.

Say Takbir and raise both hands for Qunoot.:-
You may recite any Dua. However, it is recommended to recite the following Dua

لآ اِلَهَ اِلاَّ اللّهُ الْحَلِيْمُ الْكَرِيْمُ لآ اِلَهَ اِلاَّ اللّهُ الْعَلِيُّ الْعَظِيْمُ سُبْحَانَ اللّهِ رَبِّ السَّمَاوَاتِ السَّبْعِ وَ رَبِّ الاَرْضِيْنَ السَّبْعِ وَ مَا فِيْهِنَّ وَ مَا بَيْنَهُنَّ وَ رَبُّ الْعَرْشِ الْعَظِيْمِ وَ الْحَمْدُ لِلّهِ رَبِّ الْعَالَمِيْنَ

Then, while holding the Tasbih in the right hand, raise the left hand and pray for forgiveness of forty [40] or more Mu’mineen/Mu’minaat who are either dead or living in the following manner:

Allaahummagh Firli… (Name)  اَللّهُمَّ اغْفِرْ ل...

Continuing with the Qunoot, while still raising the left hand, recite the following Istighfar seventy [70] times:

Astaghfirullah Rabbi wa Atuubu Ilayh  اَسْتَغْفِرُ اللّهَ رَبِّي وَ اَتُوْبُ اِلَيْه

Still continuing further while raising the left hand, recite the following Dua seven [7] times

Haadhaa Maqaamul 'Aaidhi Bika Minannaar  هذَا مَقَامُ الْعَآئِذِ بِكَ مِنَ النَّار

Continuing yet further while still raising the left hand, recite three hundred [300] times

 Al-'Afwa  اَلْعَفْوَ

Following this, the following should be said once: " Rabbigfirli warhamni wa tubalaiyyi,Innaka tawwaburrahim"

Finally, complete the Salat in the normal way by going to Rukuu’ followed by Sajdah, Tashahud and Salaam, ending Salatul-Layl.

If you are talking about Salat Al Layl, it is mustahab, so it can be done at that time, but the preferred time is between midnight and just before fajr.

It is 11 Rakats. It consists of three parts. 

The first part is Salat Al Layl, it is 8 Rakats. The eight Rakats are 4 2 Rakat prayers. So it is basically Salat Al Fajr, 4 times. You can stop between them if you want

The second part is Salat Al Shaa3th. It is two Rakats said after the 8.

The third parts is Salat Al Witr. It is 1 Rakat. In the first Rakat, after al Fatiha, it is preffered to say Surat Al Qadr, Surat Al Falaq, and Surat An Nas (some also add Surat Al Kafiroon). Then the takbir. Then, while still standing (before rukuu), say 'Astaghfirallah Rabi wa atoobu ilay' 70 times. Then the takbir again (while still standing). Then you can do qunoot, any dua you want and ask Allah (سُبْحَانَهُ وَ تَعَالَى) for what you want and need. Then Rukuu, Then sujood (what you would say in the last sujood of salat). Then it's over.
