What exactly does this phrase translate to?

Bismillah i Rahman i Raheem

Assalaam o 'Alaikum Wa Rahmatullah i Wa Barakaatuh

Often in Pakistan, at the end of many Majalis, we hear the speaker speak a phrase in Arabic, which I believe is one of the following:

علی لعنة الله علی القوم الظالمین و سیعلم الذین ظلموا أی منقلب ینقلبون
علی لعنت الله علی القوم الظالمین من الأولین و الأخرین

I want to know what exactly does this mean. I know that it is something alone the lines of "May God damn the oppressors" but that's all I know. Additionally, I am not entirely sure if I have written out this phrase correctly, as I just wrote here what made sense to me on the basis of what I have heard them say. Could anyone clarify these two confusions for me?

This part is from verse 227 of Surat ul Shu'araa:

و سیعلم الذین ظلموا أی منقلب ینقلبون

And the wrongdoers will soon know at what goal they will end up.

 

As for this:

 لعنت الله علی القوم الظالمین من الأولین و الاخرین

A rough translation would be: May the la'nah (curse or removal of mercy) of Allah be on the oppressive people, from the first and the last

Oh I understand, JazakAllah thank you. So the "علی" at the beginning shouldn't be there? What does it's presence imply?
