This might be off topic but I’m not sure where to post. Would it be fair to say that breaking shelter in place and doing non-essential travel or gather right now is haram? 

im seeing lots of people “go back to normal” and have gatherings and parties because “everyone else is doing” (or in other words feeling FOMO)

have our maraja given guidance on this?

100% agreement, and I'm not a scholar but this should go without saying because previous prophets have argued the same point ("Render unto Caesar...")

You do NOT want to get on the wrong side of the law, even if through "good intentions". Trust me on this. Obey your local authorities, as Allah (سُبْحَانَهُ وَ تَعَالَى) has ordained them for their positions over you.
