Was it Omar / Uthman?

In Surah 49. Al-Hujuraat Ayah 3, a person told me this was done by Omar/Uthman(He said it a long time ago, so I can't which one of them) But was the Qu'ran really Omar/Uthman who did this sin.

And why does it say you who have belived? and not you who belive?

[2-3] O you who have believed, do not raise your voices above the Prophet's voice, nor speak to him loud as you speak loud to one another3 lest all your works be rendered void, while you do not know.4 Those who lower their voices in the presence of the Messenger of God, are, in fact, those whose hearts Allah has disposed to piety.5 For them is forgiveness and a great reward!

Possibly both? The English translation is in the plural.

There's a Hadith that indicates it was Ayisha who raised her voice.
and the use of plural in such situations is common in Arabic, when plural case is used to refer to a certain individual, specially when the speaker intends to hid his/her identity.
there are other examples for this in Arabic and Qur'an and Hadith.

In majority of sources the two were Abubakr & Uthman that they wanted to appoint new chiefs for some tribes that were converting to Islam due to asking of those tribes from them but they had disagreement about chiefs that lead to raising their voice over each other in presence of Prophet Muhammad (pbu) that caused unrest of Prophet Muhammad (pbu).
