Ws,

Shrines are where the Imam(عليه السلام) and other personalities are buried.

Maqaam are places where certain incidents happened...like the place where the arms of Abbas(عليه السلام) were severed or where Hazrat Ali Asghar was martyred etc. (lanat x infinity on Hurmala and the rest of the army of Yazid(la))

Sura 2 - Ayat 125

وَإِذْ جَعَلْنَا ٱلْبَيْتَ مَثَابَةً لِّلنَّاسِ وَأَمْنًا وَٱتَّخِذُواْ مِن مَّقَامِ إِبْرَٲهِــۧمَ مُصَلًّى‌ۖ وَعَهِدْنَآ إِلَىٰٓ إِبْرَٲهِــۧمَ وَإِسْمَـٰعِيلَ أَن طَهِّرَا بَيْتِىَ لِلطَّآئِفِينَ وَٱلْعَـٰكِفِينَ وَٱلرُّكَّعِ ٱلسُّجُودِ

"And when We made the House a pilgrimage for men and a (place of) security, and: Appoint for yourselves a place of prayer on the standing-place of Ibrahim. And We enjoined Ibrahim and Ismail saying: Purify My House for those who visit (it) and those who abide (in it) for devotion and those who bow down (and) those who prostrate themselves."

مقام Maqam has several meanings in the Arabic language. 

In the context of shrines, Maqam is a location and resting place such as Maqam Ibrahim (عليه السلام) in reference to where he stood.

Or Maqam Al Sayeda Zainab (عليه السلام) in Sham, Syria in reference to where she's (عليه السلام) buried.

All the shrines are referred to as Maqams as they are the resting places of said personalities.

If you read up on the said personality, you'd know the significance of their Maqams or the Maqams associated with them.

For instance, in Aleppo, Syria there's a Maqam called Masjid Al Nuqta (Masjid of the spot or drop), it houses a stone which has a stain of what's said to be the blood of Imam Hussain (عليه السلام). The significance of that Maqam relates to Imam Hussain's (عليه السلام) status, sacrifices and principles. We seek those Maqams to take from the Baraka, energy and blessings that surround them and to remind ourselves to strive to be true followers of the best role models (عليه السلام).
