I hope so. But I couldn't find any prompt way to contact the office of Grand Ayatollah Sistani and the only way is sending questions through their website that takes quite long to get your answer.

Works fine for me. Almost instant answers.

Save the number. Message on whatsapp contacts. It's an active number. Sends messages, updates status.

Yes, the number is active and answers in less than a day Alhamdulillah. And also I receive messages from it almost every day. 
For me, it's a blessing to be in contact with my Marja' that easily.
