Which lake and why? Wouldn't it be better for you to drop the letter into the zareeh of one of the Imams (عليه السلام)

Asking this because I am in touch with a sister living in Karbala and I can ask her to do specific duas at the shrines.

they don't have contradiction with each other & Hajj is for people that can afford it's price by themselves but for going to Ziarat of Imam hussain (عليه السلام) even recommended to loan money if you are poor person that is not qualified for Hajj due economical problem.

What is the purpose of throwing letters in lakes and into graves?  :confused: 

This is very problematic and sad that some Shias would be jump roping with shirk. 

I say this for your own good, stay away from these primitive rituals which have no role in Islam.

Salam,

I agree about how Imam Hussayn (a) cannot grant us anything, but there is no problem in just visiting him (without doing dua to him)? Likewise there is no problem if you visit the grave of a relative?

Salam,

I don’t believe it is haram to visit him or anyone dead with the right intention of love. I just don't want to infringe on a major tenant of our belief system. So what is appropriate?  Well it's easy, treat any grave visits as if that was your mother or father. You pray for them and express your grief in the appropriate manner. 

The other issue is do we really know who is buried in these shrines?  We really can't say conclusively and saying otherwise is wishful thinking. 

Also perhaps unrelated, but I find the Shia's infatuation with grief over the death of someone so unrealistic as if death is selective or that it only happens every other millennium. 

We have to be careful in associating purity of faith with our own additions.
