Which Country's arabic are you willing to learn? Dialects are different. Quranic arabic is very different than spoken arabic.

there is a quran app you can download on your phone.

it has the arabic with the transliteration and english translation,

you can also tap on each word to see the individual definition of each word,

and finally, you can download entire recitations of chapters in a matter of seconds so that you can follow along.

However it's probably best to get the basics of the language in check (plenty of free websites, particularly the learn to read quran websites), such as letters, tashkil, etc. After that you can move up to reading etc.

You can definitely learn efficiently completely free but you need to be extremely dedicated.

Good luck!

Salam Arabic with Egyptian accent is the most popular Arabic after that for shias it's with Iraqi Accent that has some Farsi loan words.

Salams,

I made a post mentioning all the books I've come across that I've liked here. Many of them can be found on library genesis to be downloaded for free, otherwise they're rather inexpensive on Amazon. Check out Arabic Verb Tenses, you can download it, though the edition online is older and not nearly as good as the one on Amazon (which is under $20, I think). It's great for learning MSA well and doesn't require a lot of commitment. You can also do the Standard Arabic Course afterwards, but it's a much greater commitment in time and requires a great deal of diligence.
