Do you mean Shaykh Yaqoobi of Najaf?
He's among the relatively new marjas. He belongs to the Sadrist movement. Don't know much about him apart from that.

Salam in Iranian sites you can see positive comments about him also it seems he is one of pro-WF persons in Iraq that was very active in every movement against Saddam (la) that confirmed by martyr second Ayatollah Sadr

The general opinion of our madhab on the Sufis applies to him as well. I don't see why this fellow should be treated any differently.
