Didn't he already declare Thursday, 5/17 as first day of Ramadan ?

According the Najaf.org calendar the first day of Month of Ramadhan is 17, but in the site it says: "The beginning and end of Ramadan are subject to sighting of the new moon"

So we are waiting for the new moon.
