Not the most flattering comparison

I've made some text bold.

One day Saudi comes and say we want to build a city in desert and blah blah blah. The other day they come and say it's too expensive and not possible. The other day they come and talk about building nuclear facility (but they know they need their bully permission). Every once in a while they come and say something impossible to do. "Do something and tell others that we did it, don't come and say we want to do this and that in the future".

Saudi is dependent on US almost in every aspect of life. A country with no moral that attacked the poorest Arab country, Yemen, for 8 years. Even in that, Saudi wasn't fair. They surrounded Yemeni people and didn't allow anything go into Yemen while getting everything they want from west. Who cares what Saudi says and does.

RIght, and today oil is sitting around $76 per barrel. 

So they need to do something to bring it up. Since natural demand is not going up, due to electrification of cars and transportation, alternative ways to generate electricity for the grid (wind, solar, etc), etc, they need to do something else, which means start conflicts in ME and keep existing ones going. That is the agenda. We see that clearly from these numbers they are putting out. 

There is also hope here. The petro dollar scheme will eventually fail because demand for oil will keep dropping. It may not happen this year or next year but it's definitely coming. The govt of KSA is completely and totally dependent on this scheme. Once it fails, they will go back and crawl under the rocks in the desert they once came from.

Aren't all gcc countries depend on oil too?

It varies with the GCC countries. Some are fully dependent and some aren't. Let's take Dubai for example. They decided in the 90s to switch their economy away from petro dollar and toward other forms of trade and tourism, etc. They have pretty much done this and are now not dependent on this. Kuwait is also now trying to do this and they are making progress. 

While other GCC countries are also dictatorships ruled by a single family they have not fully bought into dependence on the petro dollar scheme which involves controlling the oil revenue and using this income to (mostly) buy weapons from the US in exchange for US protection. KSA is both a dictatorship ruled by a single family and also fully a US military proxy via the petro dollar scheme. That is why I said they are fully and totally dependent on this scheme in order to retain power whereas the other GCC countries, although they may be dependent on it (with maybe the exception of Dubai) they started many decades ago to transition away from this and toward a more normal economy. At the same time the other GCC countries are still dictatorships, dictatorships are inherently unstable,  and not democracies and are dependent on US for protection. Whatever affects KSA will also affect them, but it might not destroy them. It also might, it's hard to say at this point. 

KSA is trying to do the same thing as Dubai did, but I think they realize now that this might not be possible for them. They are / were trying to make themselves into a bigger, flashier version of Dubai but they were not intelligent enough to realize that this model will not work for them. There are many reasons for this. One is that they are a much bigger country with a much more diverse population. Another reason is that Hijaz has the two Holy Sites and Muslims around the world would not tolerate the kind of debauchery that goes on in Dubai in the land of the Haramain. This is a 'bridge too far' and they are starting to realize that. 

So now that this reality is starting to dawn on them, I think they will try to keep the status quo as long as possible until they can figure something else out. The status quo is the petro dollar scheme and propping up (artificially) oil prices by creating and sustaining continuous conflict in the ME. That is why they are almost openly now collaborating with the main creators of fitna in the ME (i.e. Zionist State) in order to do this. Whenever things start to calm down, and the oil price starts to drop as a result, they will do something via a proxy (Zionists, ISIS, etc) to ramp up conflicts and keep old ones goings. You can expect more of this in the near future, like I said until the petro dollar collapses totally which i think will happen within the next 10 years or so. 

Like I said in the past, there is a solution for them. It is the Japanese model adapted for Muslims. Turn hijaz into a center/ hub for technology, education, and scientific research for the ME. This would be acceptable to Muslims, would allow Hijaz to maintain it's Islamic character, and also generate enough revenue to sustain the government and social services and would cut the countries dependence on the petro dollar scheme. 

I don't think this will happen under the current dictatorship because it would require them loosening their absolute grip on power and would require them to bring in outsiders and experts who they would actually have to listen to.

MBS had an idea and engaged western consultants to (virtually) realise it and they were happy to do so.

It's a mad idea, but if you get paid by the hour (as the consultants were) you go along with it.

Yeah. I think it might be a pump and dump / exit scam. This happens alot on Wall Street in the US. A group of guys open a company and talk up a stock / project, grab a bunch of money from investors then grab the money and disappear without doing anything, is the project they were raising money for. 

MBS and his crew probably realize at this point that the Petro dollar scheme that has kept Al Saud family in power in Hijaz is coming to an end. They might want to ' take the money and run' as the song goes
