Sit and offer Salaat

What are the guidelines to allow one to sit and offer salaat. 

It is increasingly seen these days in mosques the high number of people taking to sitting and offering salaat.

Can someone throw light on the border line to make a decision on when is one allowed to sit and pray?

Qiyyam (standing errect) is rukn in salat.  If they can stand up during fatiha and sura then they must do so.  If their health condition doesn't allow them or have unbearable pain standing then they can sit.  

You can write down on an index card on each table they use as a reminder. Some people do not know qiyyam is wajab.  If you tape down the index card  on the tables, you would being awareness and knowledge they had not known before.  If that is too much to do, bring it up to the sheikh to remind them before salat.
