[Resolved]Creating a blog?

Salam everyone, 

I'm a new member to shiachat, hope everyone is well.

For the life of me I cannot figure out how to make a blog? Theres also a blog post ABOUT this made by a super helpful mod but I cannot find the "create a blog" button they speak of! Is it because I'm a new member?  Any help would be appreciated.
