Hajj Niyabati (substitution) for deceased

Asalam Aleikom,

Someone I know passed away and it was his intention to do hajj but could not afford it. Does anybody know of a group or people who could do this hajj on behalf of the deceased? I once was surfing the web and found a foundation that has a section that offered these services where you pay a small sum to needy people who could in turn do these services. I have since forgotten the website address. If anyone knows any entity that does these services for people please let me know.  I would prefer a country with a less developed economy since I plan on helping the deceased's family by paying for it but I have limited funds and obviously it would be cheaper to hire someone in, say, Iraq than U.K. A shia would have to do the Hajj. Thanks.
