We read Friday (jumu`ah) prayer timing starts with zuhr, and if there is too much time before the khutbas are recited, then jumu`ah cannot be said,and must be replaced by zuhr.

Is there evidence for this? Why can Friday prayer not be said before or after this time?

Q 626: In our city, Friday prayer is held one and a half hours after the noon adhān. Does this prayer discharge us of our obligation to perform the noon prayer, or is it necessary to perform the noon prayer too?
A: The time of Friday prayer begins at shar‘ī noon, and according to caution it should not be delayed more than about an hour or two after the beginnings — according to common view — of shar‘ī noon.

Thanks, is this a fatwa from al Qaed?

I was at an Iraqi center last year and the sheikh arrived late due to traffic - half an hour or so after zuhr - and they decreted it was too late for jumuah so we prayed zuhrain.

Also here at a sunni mosque they hold two jumu`ah -say, one.at 1pm and one at 2pm-  which is weird I know but for some, jumu`ah time is independant from zuhr time. I was curious to have some narrations regarding this.

Yeah it's from sayed al qaed.
