Secret counsel between 3 & 5

Allah pointing towards which specific secret counsel between 3 persons & 5 persons in the following verse?

"Surah Al-Mujadila, Verse 7:

مَا يَكُونُ مِن نَّجْوَىٰ ثَلَاثَةٍ إِلَّا هُوَ رَابِعُهُمْ وَلَا خَمْسَةٍ إِلَّا هُوَ سَادِسُهُمْ وَلَا أَدْنَىٰ مِن ذَٰلِكَ وَلَا أَكْثَرَ إِلَّا هُوَ مَعَهُمْ أَيْنَ مَا كَانُوا ثُمَّ يُنَبِّئُهُم بِمَا عَمِلُوا يَوْمَ الْقِيَامَةِ إِنَّ اللَّهَ بِكُلِّ شَيْءٍ عَلِيمٌ

Nowhere is there a secret counsel between three persons but He is the fourth of them, nor (between) five but He is the sixth of them, nor less than that nor more but He is with them wheresoever they are; then He will inform them of what they did on the day of resurrection: surely Allah is Cognizant of all things."

Interesting point is that neither Allah mentioned secret counsel between two persons nor He mentioned the secret counsel between four people. Only 3 & 5 numbers are mentioned.

It makes me more curious that Allah is saying that "He will inform them what they did on the day of resurrection", means those 3 & 5 were not discussing or planning good about Islam or Prophet (pbuh).

Is this the point towards Saqefa? If anyone knows about this verse, please share the details.
