Iran Navy Strength ranked fourth in the world

I'd guess that this is because the list includes what seem to be quite small craft, e.g. patrol boats. I think if you had a more detailed list that focused on type of vessel, and then compared e.g. aircraft carriers and destroyers, Iran would look less impressive.

Then again it could reasonably be argued that Iran probably does not need aircraft carriers and for the type of asymmetrical warfare that it would need to use, larger numbers of small craft are probably the best way to go.

But in either of the above cases comparing size of fleets is likely meaningless.

The world generals said about Iran's navy that Iran has broken the classic rules of the navy war, the whole world expected Iran to create great battle ships, air craft carrier, while Iran spends time on and resources on producing small boats with high flexibility in a great way that US generals said: Iran can shoot at a spot in sea from 50 spots rapidly without being hit, which means a boat can destroy a great ship for this main reason, the boat cannot be easily eliminated while a great ship is a very  easy prey: in fact all the great battle ships of the world are made only to be destroyed.

A military man in charge from Army was informing us about some of the things they have done, one thing that he said was about their journey to Mediterranean Sea and right in front of Israel by Army's battle ship, he said that when our boys arrived there from Israel a message was sent:"Identify yourselves" and in return Iranians answered only:"Shut Up" and finished the call.

This comparison does not show the other half of the side, which is need.

Iran for example is a major producer and shipper of oil and oil goods. They have in fact one of the largest fleet of oil tankers. They have two major water bodies as water borders. They have pretty much all western hemisphere as their sworn enemy. With these three factors, their navy needs to be twice as large as North Korea may be.

We haven't even added the quality of the equipment here yet. Also add to this the manufacturing strength of the navy equipment. From the couple of larger destroyers Iran has launched, you could tell even in pictures that some of the manufacturing quality is way lower than their competitors. Pick any random Iranina made destroyer, do google search, look the pics., zoom. What you will see is those welding dots all over Iranian made ships. It gives away the quality of steel they are using. Nobody knows the strength of the engines or the electronics on board. Add to that an almost non existent satellite support system for finding targets or shielding against the incoming attack, and you have a very sitting duck sort of navy at Iranian hands.

Enough of the bad news, the strength of the iranian navy is, which very few could beat is, its an innovative navy and its an indigenous navy. Meaning they are open to equipment that is custom built to their own defense needs, they can for most part manufacture it themselves, and they can improve on their research and manufacturing both however and whenever they and circumstances allow. This is an advantage may be only Iran and a couple other countries have over all others who purchase everything from others. This also adds element of unpreparedness from their opponents because they won't know what would hit them for example those quietest shallow water mini submarines and motorcycle engine propeller kamikaze planes they have. End of the day, they are not a deep water navy which is not a good thing. But they have all the fundamentals right to become one in next few decades.

By tonnage, the US Navy is larger than the next 8 Navies combined.  Admittedly this is because our ships are huge, and we have a lot of them.  I don't think our Navy counts fishing boats with guns strapped on to them as naval craft like it would appear the North Koreans do.  We also don't count our riverine patrol boats.
