It's possible to justify why cartoons anime and video games may be ruled haram. Research shows that movies, dramas and video games can have temporary or even permanent effects on us. Then it means everything is haram? I mean spending time with family,going out with friends,working and studying. If watching Naruto, Bleach, or One Piece will lead to haram acts then they should be avoided --- the same goes with video games and cartoons etc. But the shows themselves aren't haram just because they have characters who can cut buildings in half with swords, or can cause explosions with their boogers. If you know the content is reasonably decent (morally), then it is OK. However, even if it is not explicitly haraam to see every scene of a given movie, one must be careful that if there is some subversive element that one not become influenced by it. I think for people who lack a certain deal of mistrust / suspicion / critical thinking toward visual media, certain shows or films could be considered haraam even if they have no sexually suggestive scenes or excessive violence. And of course, for anyone, regardless of their ability to see through subversive content, if something draws them away from God then of course it becomes haraam on them. This is a principle of fiqh. In my opinion, stay away from visual media which has bad content, because seeing certain things can be harmful to one's soul. Also: learn how to view every movie or series with a critical eye, even if you like it. As long as you do this, you should be good to go.
