Yes, they do. But one of the often claimed benefits of the British Empire was the building of the railways in India and what the paper I referenced shows is that the railways contributed to famines in colonial India. It was the same economic orthodoxy that also contributed to Britain exacerbating of famines in Ireland and Iran.
