Sunset To Maghrib Anonymous

I read somewhere that from the time of Sunset until the time of Maghrib that we should not pray. This might be because other people would see us praying and think either  1) we are praying too early or 2) they would rush to pray Maghrib when it was not Maghrib time yet. Is it true that there is a prohibition of praying between Sunset and Maghrib and we should only make dua during that time? If we are in our private room and nobody can see us praying, can we pray a prayer between Sunset and Maghrib, to make up a prayer that we missed from our past?
