Yes, I also read that the number of deaths from Ebola is 11,000, with nearly 30,000 infected survivors. There is a new vaccine and the World Health Organization is expected to approve it in 2018. If an outbreak of Ebola happens again, the vaccine has already been stockpiled and is ready.

I do not know "who" at the moment. What the radio interviewee said was the vaccine is given in clusters around persons who "may have had contact" and this greatly reduced transmission and protected them.

Even better: the vaccine when given shortly after contact(the transmission of infection) is effective and halts the hemorrhagic virus' progression.

The interviewee went on to same is to develop a long term or even permanent vaccine.

The npr.org news story that I posted has a link to a rerport in The Lancet, a medical journal. The full text of the study on the Ebola vaccine shows that many doctors were involved, but perhaps you could call it a Canadian-developed vaccine:
