Salaam

I've read in couple of places and even fatwa of Ayatollah Sistani that one can offer recommended prayers while there are obligatory prayers pending.

But I've come across this saying of Imam Ali probably from nahjul balagha.

Alī ibn Abī Tālib (A.S) says..."Recommended prayers cannot attain the pleasures of Allah for you when obligatory prayers are left unattended."

Can anyone throw some more light on topic?

the arabic for that saying is:

 لاَ قُرْبَةَ بِالنَّوَافِلِ إِذَا أَضَرَّتْ بِالْفَرَائِضِ

 

and a more accurate translation is:

 

"Supererogatory worship cannot bring about nearness to Allah if it hampers the obligatory."

so, if performing the nawafil obstructs the performing of obligatory prayers, e.g. when the time of obligatory prayers is restricted, then they should not be performed and the obligatory prayers should be performed. this extends to all worships.

this does not contradict the basic ruling amongst the fuqaha that if there is an obligatory prayer pending, then nawafil are still permissible. and this does not negate the fact that it is always best to hasten the obligatory prayers, and they should have priority
