Salamun alaykum. Apparently there is no authentic hadith concerning the time of Istikhara. However, many scholars believe that the times of daily prayers, when Satan is far from believers, are the best times. It is to be noted that Shaikh Abbas Qumi in the marginal parts of his Mafatih al-Jinan refers to specific hours for each and every day of the week (refer to marginal parts of his Mafatih al-Jinan, better known as Baqiyat al-Salihat, second chapter, hours of Istikhara) but he declares that this method is based on the common conduct among scholars and there is no hadith to confirm it.

And it is narrated that this time would be the time of your prayer

Bismillah

Best time is after research, thought and seeking advice, and still not reaching a conclusion :P

Jokes aside, it seems the time of prayers are a good option. In the city of Qum, most if not all of the major scholars who check isthekhara (Isfahani, Giraami, Ameeni etc) usually do so after prayers, but this maybe because of convenience for them and the believers rather than any special attention to the time. We do have times that du'as are more likely to be accepted, and since isthekhara is a du'a asking for the guidance of Allah, it may be worth a shot trying at those times. I believe there is something about friday evening, before maghrib. I remember a hadith which stated that Sayyeda Fatima (sa) would send Hasanayn on the roof of the house to pinpoint a  particular time close to maghrib, when the time would arrive they would quickly inform their mother and she would make du'a at that time.

Sorry i can't remember the exact details, and don't have the time right now to check. Inshallah one of the other members can help.
