Abu Bakr, Umar, Adressed As Believers Hujarat 1-3

In sura 49:1-3 Allah( SWT) adresses the sheikhains as believers, according to bukhari the 2 raised their voices.

In the verse in question, if Abu Bakr and Umar are NOT Believers.

Why Does Allah (SWT) address them as Believers?

Would like some thoughts on this.

[49:1] O you who believe, do not place your opinion above that of GOD and His messenger. You shall reverence GOD. GOD is Hearer, Omniscient.

[49:2] O you who believe, do not raise your voices above the voice of the prophet, nor shall you shout at him as you shout at each other, lest your works become nullified while you do not perceive.

So if something isn't in the Qur'an then it means that it's not true? Anyway, the point is Abu Bakr and `Umar's crimes came after the death of the Prophet (pbuh), and after the Qur'an was revealed. Apart from those who want to insist that Abu Bakr and `Umar were always pure evil from the day they were born, I don't see the problem in accepting that at a particular point in time they were believers who later became misguided.
