Here are details on it:

Adhan and Iqama are extremely recommended parts before Salat. So much so that it is said to even say Adhan and Iqama even for the Qadha salat. (Look into Sharia and Hadith books on the importance of it)....

Now as far as they not being absolutely wajib, if you are really short of time before salat, say you have only 3 minutes left for Fajr before sunrise, then skip Adhan and Iqama and jump directly to salat. In this case you can even skip dua' qunoot. Which has practically the same critical importance in salat as it is for Adhan and Iqama.

That is, definitely read (adhan, Iqama, and dua' qunoot) if you have ample time to compete salat in its full glory, but skip these if your salat time is slipping out in minutes or seconds. Hope you have very few salat which are read at the last minute anyway.

I believe that if you begin the salat in its proper time, but qadha time passes during your salat, it is still counted as on time, not qadha.

If you are a male, I would strongly recommend you not leave off the iqama. Some have considered it obligatory in fact (though this is not the majority view). Likewise the adhan for fajr and maghrib.
