What is the ruling upon making a framed jigsaw puzzle which contains pictures of characters of video games (i.e final fantasy, bleach), is it permissible to be given as a present to a friend?

Is it permissible to give action figures as presents to friends?

O_O Islamic-Laws.com has nothing on jigsaw puzzles so its hallal till proven haraam... but why would it even be haraam? it isn't a method of gambling.

Hmm. I believe I meant like framing a jigsaw puzzle after completing it. For example in the end it would look like this but rather with a video game character on it:
