Why slave girl can be taken in marriage irrespective of whether they have husbands in the country or not?

Does this verse mean that you can marry slave woman even if they have husband?

42:24

And [also prohibited to you are all] married women except those your right hands possess.

in shia feqh or Islamic rules , the servants or Amah are as respected as the level of wife for men.

Rule Num 1: if you had Amah or servants and she married, she is haram for her owner and he can't marry her until she divorce.

Rule Num2: if you married your Amah, then she is in level of your wife and she is free and not a servant anymore. [she is called Ommi walad]

Rule Num3: if you had a girl with her mother as servants, you can't marry both of them or else the Aqd is invalid.

etc...

so in shia we have not such rule you say,

yes exactly, a man can have either

3 free wives + 1 Amah or

2 free wives + 2 Amah

1 free wife+ 3 Amah

* Amah or slave or servant are the women that used to be the servants of people which used to be sold to each other.

but today we have no such rule , at least in Islamic countries.
