Ayatullah Khamenei: I personally will not be unhappy [with providing Saudi Arabia with weapons by the Western governments] because I know that in a not-too-distant future, it will all fall into the hands of Islamic mujahids!16813.jpgThe following is the full text of the speech delivered on March 21, 2019 by Ayatollah Khamenei, the Supreme Leader of the Islamic Revolution, in a meeting with a large gathering of pilgrims at the holy shrine of Imam Ridha (عليه السلام) in the city of Mashhad. The meeting was held on the first day of the year 1398.

All praise is due to Allah, the Lord of the Worlds, and peace and greetings be upon our Master and Prophet, Ab-al-Qassem Al-Mustafa Muhammad, and upon his pure, immaculate and chosen household - those who guide the guided, and who are infallible - especially the one remaining with Allah on Earth

Allah, bestow as many greetings upon Your representative – Ali ibn Musa ar-Ridha - as Your knowledge encompasses. Bestow Your greeting upon him, one that is as permanent as Your dominions and Your authority. Allah, send as many greetings to Your representative – Ali ibn Musa ar-Ridha – as Your knowledge encompasses. I would like to congratulate you on the birthday anniversary of the Leader of Justice and the eternal Commander of the Faithful throughout history – Hazrat Ali ibn Abi Talib - which is the real Nowruz. Also, I wish to congratulate you on the arrival of the new year and the Nowruz eid. Beautiful Iranian taste has chosen this day as the beginning of the new year and the Iranian solar year – the Iranian hijri year – begins from the outset of spring and from Nowruz.

Also, I would like to congratulate the enlightened hearts of the mutakefin [those who engage in itikaf] on the occasion of the days of itikaf [an Islamic practice during which one retreats a particular number of days to the mosque for prayers and studying the Holy Qur'an]. I hope that God’s mercy, blessings and attention to the pure souls of our mutakefin will be extended to all the people of Iran and all individuals from different social backgrounds – particularly our youth.

I thank Allah the Exalted for giving me another opportunity to meet with you dear people, residents of this city and pilgrims in the shade of the light of the Holy Shrine of Imam Ridha (عليه السلام).

I have prepared four issues to discuss with you dear brothers and sisters and I hope that I can discuss them with you dear brothers and sisters in brief. One issue is about the current year – the year 1398. Another matter is about our issues with the west and western governments. The third matter is about the economy and this year’s slogan which is boosting production and the economy. And the fourth and last issue is a word with our dear youth about the issues of the country, future affairs and the affairs of the Revolution.

As for current issues, one witnesses that some spokespeople, writers and pundits have referred to this year as the year of threats. I do not agree with this in any way. I believe that by Allah’s favor, the year 1398 is the year of opportunities: the year of abundant resources and achievements. Of course, those who say otherwise and constantly speak of threats are knowingly or unknowingly under the influence of the bragging expressed by the enemies of this nation. In addition to what they do in reality, the enemies of this nation have also waged a psychological war. They express certain viewpoints and they boast. These boasts and brags should be understood for what they are. Throughout the year 1397, they were making the same boasts and they were trying to make some people lose heart.

One of those first-rate idiots, whom I introduced a while ago [Supreme Leader’s speech in meeting with the people of Qom, delivered on January 9, 2019], said in the beginning or in the middle of the year 1397 that if they- the US- get out of the Bar-Jaam [JCOPA], there will be riots in the streets of Iran and that the people will not even be able to buy bread. Another one of those first-rate idiots said that in the year 2019, these American gentlemen will celebrate Christmas in Tehran. Well, these are the statements they made.

I do not know. There are two viewpoints: one is that their analysis about regional matters and the affairs of the country is so weak and shallow and that they actually say these things seriously. In other words, such statements originate from foolishness. Another viewpoint is that they want to wage a psychological war in a malicious way. They promote these ideas in global media in order to wage a psychological war. It is not clear to me which viewpoint is correct. Both might be correct: both foolishness and malice.

I said that the year 1398 is the year of opportunities. I wish to explain this a little bit. At the moment, the main problem of our country is the economic problem and the issue of the livelihood of underprivileged classes. Part of this problem is related to the sanctions imposed by western powers– the US and Europe. And part of it stems from our internal shortcomings and our own managerial weaknesses. Sanctions can become an opportunity– later on, I will expand on this. And witnessing these shortcomings and weakness can provide us with precious experience for the future and for the management of the country in the future. Both these can be opportunities.

 Sanctions can be an opportunity. Why? Because experience has shown that whenever the revenues of countries benefitting from natural resources such as oil decreases, they think of implementing economic reforms and they become motivated to develop these reforms. They become motivated to liberate themselves from dependence and they adopt appropriate measures. This happens when the revenues from natural resources are reduced. Later on, when those resources return to their prior state and when their financial resources increase again, they forget about continuing those reforms. So, the pressure stemming from a decrease in the revenues of natural resources has this great advantage, not only for us but also for all countries similar to us because it will save them from dependence on this natural resource, from being a one-product country and from this oil-based economy.

One of the main problems of our economy is that it is based and dependent on oil. This is really the truth of the matter. In the present time, extensive research is being conducted both at a governmental level and at a research-based and academic level in order to find ways to manage the country with non-oil revenues. This is a very important and good measure. When oil revenues are abundantly available to us, neither government officials nor others will naturally think of doing something else.

We have tangibly and vividly experienced something similar to this in the area of the defense resources of the country. In the Sacred Defense Era, during the war that was imposed on us, the materialistic powers of the east and the west– both capitalist and socialist and communist powers– would give the best weapons and resources to Saddam, while our hands were tied. As everyone knew at that time, they would not even sell us barbed wire. This was of course difficult, but this difficulty made our youth, our thinkers and our talented and creative personalities think of liberating us from our dependence on foreign weapons. 

By Allah’s favor, today our condition in the area of defense resources is better than almost all countries in the region. Our enemies too are stressing this. They too are acknowledging this in order to use it as a tool to exert pressure. Of course, it will not be used a tool to exert pressure. Despite their foolish desires, we will continue to strengthen our defense capabilities. At that time, if they had sold us weapons, if they had given us tanks, missiles and ammunitions, we would not have thought of producing them on our own.

Well, if we had had them, we would have continued to be dependent and our need for others would not have been removed, similar to many other countries in our region which you are familiar with. Their countries are a warehouse of weapons, but these weapons belong to others and their use is contingent on the willpower of others. They themselves have neither power nor the scientific and practical capability to use them correctly. We would have become like them.

Today, by Allah’s favor, this is not the case. Therefore, need generates movement and motivation in us. When we cannot access oil revenues in their completely, we will naturally search for alternatives. This is a task that has been initiated and by Allah’s favor, it will produce results. The Iranian nation will taste the fruits of these endeavors later on. They will witness the results in the future.

I stress that we should not keep nagging about the sanctions. We should not have high expectations of those who impose these sanctions – the US and Europe – either. In the section related to the west, I will explain why. We cannot expect anything from them. We should sit and devise the plans for confronting sanctions and we should pursue them seriously. This is our responsibility. This is the responsibility of government organizations, of the research committees in the legislative branch and of our youth, thinkers and intellectual personalities in the country.

They should examine and find the ways to confront sanctions by considering the affairs of the country. There are many ways to confront the oppressive and malicious sanctions imposed by the enemy. Of course, I have received a report showing that high-ranking executive officials are preparing the ways to confront sanctions. They should address it in a more serious, urgent and practical way. The affairs of the country should not be delayed.

Today, everyone agrees that the enemy is waging an economic war against us. Everyone knows this. Of course, I have always repeated that the enemy is at war with us, but some people would not believe it. However, today everyone believes it. All officials have realized and agreed that the enemy is at war with us. War is not only about cannons and guns. Economic wars, security wars, intelligence wars and political wars: these are all different forms of wars and they are sometimes more dangerous than a military war. The enemy is at war with us.

Well, this war manifests itself through economic matters. Today, everyone has accepted this. Of course, we should defeat the enemy at this war and by Allah’s favor, we will defeat him. Yes, we will defeat him, but this is not enough. However, I want to say something else and my demand from all the various activists of the country – including in the government, in universities and among the people – is something else. What I want to say is that as well as defeating the enemy, we should create deterrence. This is what I want to say. Sometimes, you defeat the enemy, but he waits for another opportunity to deliver another blow. This confrontation is of no use.

We should reach a point which has a deterring effect. In other words, the enemy should feel that he cannot damage our dear country from the area of economics and that he cannot pressure the nation. We should reach this point: deterrence. This is possible. I would like to mention the military again as an example. Fortunately, we are in such a condition in the area of the military. One day, the enemy’s planes would bombard our cities at a high altitude while we could not do anything about it. We did not have enough defensive weapons. He used to fire missiles, but we did not have any weapons to respond.

After that, we developed our defense capabilities. Today, our enemies – at least the ones in the region or the ones who have forces in the region – know that the Islamic Republic can confront and strike every enemy in the region with its accurate and active missiles. They have realized this. This is deterrence! This means that the enemies who are sometimes tempted to launch a military attack should realize that it is not possible, that the Islamic Republic has a mighty fist and a strong hand which can retaliate. This is deterrent power. We should reach this point in the area of economic matters. So, this is an opportunity which is available to us because of the sanctions imposed by the enemies. Today, we can work on this. This was the first matter.

I said that we should not pin our hopes on westerners. Now, I want to enter into the second discussion which is about our confrontation with western powers and governments. We have many things to say in this regard. What I want to say is that in order to gain this deterrent economic power, we should completely forget about the help and cooperation of westerners. We should not wait for them. This is because westerners have shown that they cannot be expected to help. We can expect them to hatch plots, to act in a treacherous way and to stab us in the back, but we cannot expect them to help, to show sincerity and to cooperate.

Whenever you see that westerners help a government and a country, they are in fact preparing the ground for their own work. Westerners used to help the taghuti [Pahlavi] regime, but they were not actually offering help to him, rather they were helping themselves to sell their own weapons. They were serving their own unconditional dominance over the country’s oil. They were helping 60,000 military advisors in the country. The day when the Revolution achieved victory, there were about 60,000 American forces in the country –mainly in Tehran. They would feed from the public funds of Muslims and they would work for themselves. If they help somewhere, they are in fact serving their own goals and their own cause. They cannot be expected to help.

This is not particular to us either. It is not the case that westerners behave like this only towards the Islamic Republic or towards Iran. It is not like that. Western countries behave like this towards all countries which they can bully. Notice that three centuries of colonialism – the colonialism of weak countries – crushed hundreds of millions of people. It destroyed their lives and exerted great pressure on them. The Europeans – at that time, the Americans were not there – used to colonize Asia, Africa and Latin America and suck up their resources. They would loot their wealth, would prevent them from making scientific, practical and technological progress and would keep them backward. The phenomenon of colonialism was not particular to us. It happened to all those countries which could be bullied by those powers. 

As for Iran, they began to deliver their blows from the mid-Qajar era. In the Iran-Russia wars, the English betrayed Iran. They entered the scene as mediators, but they stabbed us in the back. They acted in the same away on the issue of the tobacco monopoly and on the issue of Amir Kabir and the way they treated him. It was the pressures of the English and European embassies in Tehran which forced the foolish king to shed Amir Kabir’s blood, thus eliminating a man who could have transformed Iran. They behaved in the same way on the issue of bringing the dictatorial regime of Reza Khan to power. The Europeans and the Americans behaved in the same way on the issue of eliminating the government of Mosaddeq. They acted in the same way in different economic, political and security matters, on the issue of the imposed war and after that on the issue of the sanctions. We should not forget these events.

Westerners have always behaved like this towards us. We cannot have any hope for their help. On the recent issue, the issue of the Bar-Jaam, what was the duty of the Europeans? Well, a seven-sided agreement had been signed– six countries on one side and Iran on the other side. One of the parties– the US– got out of the deal. What was the duty of the other parties? Their duty was to stand up against the US and to state that they would be committed to the deal. Their duty was to lift sanctions completely. They should have stood firm, but they did not do so with different excuses. Not only did they not stand up against the US, but they also got out of the deal in practice, despite the fact that they would constantly say to us that we should not get out of the Bar-Jaam. They have even imposed new sanctions on Iran. This is how Europeans behave. What can we expect from them?

Recently, it is constantly being said that they have created a financial channel. Well, it sounds more like a joke! Of course, it is a bitter joke. This financial channel does not make any sense. There is a world of difference between what constitutes their duties and what they are saying in the present time. On our last international issue, the Europeans stabbed us in the back, just like what they did in the past. They betrayed us. They cannot be expected to do anything. We cannot have any expectations of them.

I will tell you that this is how things are, generally speaking. This is the result of extensive study and it is based on our own experiences and those of the others: I will tell you that politics and power in the west and in western countries – mainly the US and European countries – are oppressive, bullying, illogical and greedy. They know nothing about logic. Logic is not in their vocabulary. Deep inside, western politicians are savage individuals in the true sense of the word. You should not be surprised at this. They wear a suit, they wear a tie, they put on perfume and they carry a Samsonite brief case, but they are savages and they act in a bestial manner in practice.

Notice that in the recent incident in New Zealand during which Muslims were killed, an individual enters two mosques and fires many rounds of bullets at tens of individuals, killing and martyring more than 50 people in the process. Well, is this not terrorism? The Europeans– neither their politicians nor their press– were willing to refer to this as a “terrorist act”, rather they referred to it as an “armed attack”. Is that an “armed attack”? What then is terrorism? Whenever a crime is committed against even one single individual who is favored by them, they rally all human rights efforts and label it as a terrorist act in order to confront it, but in such a clear and vivid case, they do not call it a terrorist act. They are like this.

I do not know of a country in the region and perhaps in the world which is as bad as the Saudi government. The Saudi government is despotic, dictatorial, oppressive, dependent and corrupt. They provide nuclear resources for such a government. They have announced that they will build a nuclear power plant for them. They have announced that they will build centers for producing missiles. It is alright there, because that country is dependent on them. It is alright because it belongs to them. Of course, they are only announcing this. Even if they build such things, I personally will not be unhappy because I know that in a not-too-distant future, it will all fall into the hands of Islamic mujahids! [Crowd chants: “Death to America!”]

Therefore, malice and mischief is in the nature of western powers and there is no difference between the US and Europe in this regard. Of course, the US is more malicious. For different reasons, the US is more malicious and it is not particular to the person who holds office in the US administration, rather their whole politics is based on this. They delivered a report to me showing that in recently, the US Congress– these are interesting figures– has either passed or presented 226 bills and drafts against the Islamic Republic in the years 1396 and 1397. Two hundred and twenty six bills in order to show their opposition and malevolence against the Islamic Republic! This is malice.

Of course, I have a complaint about our own Majlis: how many bills and drafts has our own Islamic Consultative Majlis presented or passed against US malice? So, western powers are like this. We cannot have other expectations of them.

Of course, some people inside the country embellish the image of westerns. They justify malicious acts of westerners. They airbrush their image and prevent public opinion from realizing how much malice and malevolence exists in the nature of these apparently decent governments - governments such as France, England and other such governments. There are people from the press and the media among them: the likes of Taqizadeh. During the time of taghut, an individual like Taqizadeh said something like this: that Iran should become westernized from head to toe. He meant that the lifestyle in Iran should be westernized. Today too, new Taqizadehs make such statements. Of course, they do not say it with such naked clarity, but that is what they mean.

Those who keep injecting and promoting western thoughts, western lifestyle, western methods, and western nomenclature in our literature, our thought system, our universities and our schools are the new Taqizadehs. Those who stand behind the 2030 Education Agenda – the 2030 Education Agenda means turning the Islamic lifestyle into the western lifestyle – are today’s Taqizadehs. Of course, by Allah’s favor, our pious youth and our revolutionary people will not allow these Taqizadehs to establish their ideas.

You should pay attention to this point. I am saying this because some people misrepresent my statements. These comments do not at all mean breaking off our relations with western countries. It is alright to establish relations. During the term of different administrations and throughout all these years, I have always encouraged administrations to establish relations with different countries: with our neighboring countries, with Islamic countries, with different movements and orientations and with European countries, all in different ways. In the present time, I still believe this. It is alright to establish relations, but what is problematic is following and trusting others. What I am saying is that we should not trust them.

Many or at least some of our problems originate from trusting westerners. There is nothing wrong with establishing relations. You can establish relations, but you should know the other side. You should not confuse the path and take the wrong direction with their smiles, their deceit and their false statements. This is what I am saying. Otherwise, it is alright to be in contact. Of course, fortunately, our government officials have reached the conclusion today that one cannot take the same path as that of westerners. They have felt this. In the future, our behavior and conduct might differ as a result of this new knowledge, God willing.

Now that we have spoken about the west, I would like to add that there are two opposing orientations about the west, both of which are wrong: one orientation is based on unreasonable bias and prejudice and reluctance to see western positives. Westerners launched a good movement in the area of science. They endeavored hard and they made progress with persistence. The same is true of technology and some behavioral traits. I have spoken about them at length in different speeches. These things should not be denied. We should learn every good thing wherever it is in the world.

I have mentioned frequently that we have no objections to being pupils. We will learn from anyone who knows more than us and this is alright with us. However, we should not be pupils forever. Therefore, having a reactionary attitude towards the west and having an unreasonable bias against the west which makes us reject whatever comes from that region – no matter what it is – is renounced by us.

The opposite point to this is “westoxication”. Westoxication is a grave danger. In the heart of the westoxicated Pahlavi regime, an intellectual who was deep-rooted in religious matters – the late Jalal Al-e Ahmad who was the son of a clergy and who had deep religious connections: he used to be in contact with us and he would express his respect and love for Imam [Khomeini] during his exile – brought up the issue of westoxication. Today, the issue of westoxication is an important issue. We should not forget it. Therefore, both prejudice and bias on the one hand and westoxication on the other hand are wrong. As I said, the west cannot be trusted. We should keep in contact, but we should not rely on them. We should benefit from their science and their positive aspects, but we should not trust them in any way. This is what I wanted to say in this regard. This was the second matter.

Now, let us move to the matter of the economy. Now that we cannot trust the west, what should we do for the economy of the country? The issue of the economy of the country is an important issue. This is what I want to say in this regard: for the blossoming of the country’s economy, we need an endeavor which is both jihadi and scientific. The issues related to the economy of the country will not be resolved with laziness, with lack of energy and with lack of motivation. A jihadi endeavor should be made. Jihadi management should dominate the economic affairs of the country and decision-making. We should make a jihadi endeavor.

Jihadi endeavor means an endeavor accompanied by effort, tirelessness and purity. In other words, we should clearly see that such individuals do not work for the sake of filling their own pockets and that they work for the people and for God.

An endeavor should be like this as well as being scientific. They should sit and find the correct ways with scientific and precise methods. They should be knowledgeable and competent and they should have different resources at their disposal. Such individuals should sit and work. If this happens, the economy of the country will definitely be in full blossom.

I am not an economist, but I study and I ask for their viewpoints. I listen to their viewpoints carefully. Our experts believe that the capacities of the country for developing the economy are very rich and complete capacities. We have no shortcomings. Our human resource capacity is very good, our natural capacities are very good and our geographical capacity is also very good. In the statement on the ‘Second Phase of the Revolution’, I explained some of these capacities. So capacities exist and furthermore, there is money in the country.

Also there is constant complaints about cash liquidity. Of course, this is correct. If liquidity does not receive attention, it will deliver a blow. However, if it is managed efficiently and if it is guided towards investment, it will help the country blossom and it will develop the economy. Therefore, there is an abundance of capacities in the country.

Some executive organizations have performed well. Some people think that no tasks have been carried out. This is not the case. Some executive organizations have performed well in different areas including in the area of agriculture, water, soil and areas related to developing underprivileged regions and infrastructural tasks. Of course, in some areas too, this is not the case. There is lack of energy and negligence in some areas. Sometimes, tasks are carried out with delay.

In a letter which I think was written to me in the year 1393 or 1394, a high-ranking official said that they were preparing a bill related to reforming banking transactions and the banking system in general – one of our economic problems is the problem related to the banking system – and he said that the bill would be examined by the Majlis a few months later. However, they have reported to me that after the passage of four years, that bill has not yet been delivered to the Majlis. Well, this is a long delay and holdup!

The units that have performed well should be rewarded and encouraged and the units that have delayed work should be warned. I myself have issued warnings in this regard. I say these things in public and among the people only when I have already discussed them in private with the gentlemen themselves. These issues should become an inseparable part of public opinion and they should turn into a public demand.

Production should be supported. We named this year, “The Year of Boosting Production”. This year should be the year of boosting production. Last year, when I brought up the issue of supporting Iranian products, a good movement was launched. The people and some producers gave it a good reception. I have been informed that when the people – the majority of the people - go to different stores, they ask for Iranian goods and products. When the salespeople bring their foreign counterparts, they do not accept it. This means progress. However, I cannot claim that the slogan was completely acted on. The reports do not confirm this. Therefore, the slogan of supporting Iranian products continues to be equally important, but the main and the most important issue is to boost production.

If production is boosted, then there will be a huge transformation in different areas. If production is boosted, it influences employment and inflation, it affects the balance of the budget and it helps increase the value of the national currency. Notice that all these are our important economic problems. Experts and those who are well-informed about economic matters confirm that if production is boosted in the country, there will certainly be such advantages and results. This should be accomplished and it should be included in the agenda: both in the agenda of the administration and the Majlis, and in the agenda of those who have the capability to enter the arena of production.

We know certain individuals who had money and resources, who could have put the money in the bank to benefit from the interest without any trouble for many years, but they did not do so. Instead, they invested it into production, saying that they want to help the country move forward. Such people will be rewarded by God! The people who act like this will be rewarded by Allah the Exalted.

Producers, investors and economic activists – honest and sincere economic activists – should be assisted. Those who generate wealth for the country should be assisted. There should be an endeavor to improve the business environment. This should be done with necessary laws, methods and procedures.

Another condition is that we should be wary of those who take advantage of the situation. Some individuals took advantage of the situation and they continue to do so. Opportunists exist and there are different types of them. Just as Iranian creativity and the Iranian innovative mind can be utilized in good ways, it can also do mischief from time to time. One witnesses mind-boggling methods for taking advantage and we see it in the reports. Well, officials should be careful. The executive branch, the judiciary branch and other supervisory organizations should watch over the matter.

I discussed the matter with the honorable President. He said in one of his public speeches that they want to sell such and such a factory. I said to him that they should be careful because some people buy the factory from you not with the purpose of continuing the work and boosting production, rather they buy it in order to sell the machinery, fire the workers and turn the land into a skyscraper! One should be wary of such individuals. One should be wary of such opportunists.

Some people establish banks by benefiting from the law for establishing banks – one of the wrong measures adopted in the country was to allow people to create banks one after another – and then, they collect the people’s money, set up fake companies, give the people’s money to their own companies as debt, loans and banking facilities and thus fill their own pockets. They do such things. We should be careful of such people and we should not ignore them.

If they are prevented from doing these things and if we support honest entrepreneurs instead and boost production, then the problem of unemployment will be solved on the basis of what experts say. The problem of inflation, poverty among underprivileged classes, the banking system and the value of national money and even the issue of the administration’s budget deficit will be resolved through a boost in production. These problems can be solved this way. Therefore, the issue is an important one.

And when I speak about production, I do not only mean industrial production. Industrial and agricultural production, stockbreeding, developing large, medium-sized and small industries and even developing handicrafts, home-made products and animal husbandry – breeding livestock in villages – will greatly help the expansion of public welfare in societies. They should plan for such tasks. Of course, knowledge-based companies play a big part in this regard. They should receive due attention.

Unnecessary imports should be prevented. One of the important areas and articles of the economy of resistance – which I brought up and which is being discussed at length and clarified by others including the officials in the government and other individuals – is the issue of domestic production. And the condition for boosting domestic production is curbing unnecessary imports. They have reported to me that they are doing such and such things for the economy of resistance and that they have prepared such and such plans. Very well, surely these reports are compatible with reality. In other words, they have really done these things, however they have not showed themselves in reality.

The reason is the existence of imports. One witnesses that the market is full of imports. This will lead to the failure of domestic production! They import those goods which are produced inside the country. This will cause domestic production to fail. Officials should prevent this. These are important matters. If this happens, the economy of resistance will be implemented in the true sense of the word.

To sum up, I stress that government organizations should focus on boosting production this year. If there is a need for certain laws, they should ask the Majlis to take action. If there is a need for the presence of the judiciary branch and other supervisory organizations, they should ask them to take action and to cooperate – they gather in the meeting that I mentioned: the meeting between the heads of the three branches of government. Production should be boosted no matter what! This was the third issue.

My last point today is addressed to the youth. It is actually addressed to all the people, but particularly to the youth. First of all, I want to mention that the response to my statement on the Second Phase of the Revolution – the statement on the occasion of the 40th year of the Revolution – given by people from different social backgrounds including academics, the masses of youth, students, seminarians, the clergy and others was a very appropriate and gladdening response. This shows that there is a need for elucidation and that the level of preparedness throughout the country, particularly among youth, is good. The officials of the country should make the most of this preparedness. What I want to say to youth is that they should shoulder both small and big responsibilities. This is the cure to the problems of the country. In the second phase of the Revolution, we should place the country’s progress on the shoulders of the youth.

In the first phase of the Revolution, it was Imam who guided the people, but it was the youth who launched the movement and who turned on the engine of progress. It was they who launched the movement. Today, your efforts are focused on ensuring the independence and dignity of the country. It is you who are paying the price for it today. The price that the Iranian nation and our youth are paying is with the purpose of achieving complete independence – in different areas – national dignity and the dignity of the Islamic community.

Future generations will benefit from your achievements. In the past too, youth accepted to pay the price for fighting against the taghuti regime by going to prison and being beaten until the Revolution thankfully achieved victory and the taghuti regime was destroyed. Or during the imposed war, families paid the price for defending the country and so today, you are living your life with complete security. Today too, you should pay the price for standing up against the enemy so that future generations will benefit from your achievements.

The main point that I want to raise is that what should happen in the second phase of the Revolution is primarily gaining an understanding about our assets and taking them seriously. We should know what assets we have and we should take them seriously. We should know our advantages and capacities and those of the country and we should be serious about them. We should utilize them and benefit from them. The country has extensive capacities. Secondly, we should identify diseases and pests. We should identify the ways that the enemies use to penetrate and we should stand up against them in a serious manner.

Today, the second phase of the Revolution is this: identifying capacities and assets and benefiting from them. Similarly, we should identify maladies, rifts, shortcomings and setbacks and we should roll up our sleeves to solve them.

You should know that the west and the US have reached the conclusion that if the Iranian nation wills something, it will definitely achieve it! They have reached the conclusion that they cannot fight against the national willpower of the people of Iran. If they will something, then creating obstacles and mischief will be of no avail. So, what should they do? They have reached the conclusion that they should do something so that the Iranian nation no longer wills anything, to do something to weaken its willpower. They are thinking of this.

Today, billions of dollars are being spent in the world in order to create a rift in the political and religious beliefs of our youth with the purpose of destroying its determination to move and to rise. They want to destroy our willpower. They want to prevent you from making a decision. Their effort is focused on preventing the willpower of the Iranian nation from being shaped in the direction of progress, confrontation and the establishment of an Islamic society and an Islamic civilization. They know that if this willpower is solidified, it will certainly achieve its goals.

Of course, they did so in the past – many years ago – as well. During the time of the taghuti regime, they used to promote the idea among the youth of the country that if you want to achieve civilization and progress, you should put aside religion. They would say that religion, piety and religious faith is not compatible with science, progress and the like. Today, they should open their blind eyes and see that our best, our greatest and our most advanced industries – we are at the top of the list in these industries and competing with top-tier countries in the world – are being developed by youth who read Dua Kumayl, who say night prayers, who engage in itikaf, who are interested in Dua Nudbah and who are very pious! We are top of the table in advanced industries in today’s world: in nanotechnology, in nuclear technology, in missile-related technologies, in biotechnology and other advanced technologies in the world. We are on the frontline of such technologies.

The main people who do these tasks are pious youth whom I know up close. Youth should increase their efforts in the arena of science, intellectuality, politics and hard work. They should not attend to trivial and unimportant matters. They should not attend to matters which lead to discord. They should pursue unity, focused work and pious and jihadi actions. They should highlight our borders with the enemy in the areas which were discussed today.  They should not create borders with insiders and with domestic forces because of slight differences of opinion.

As Imam said, they should let out all their cries on the enemies and on America! The administration, the Majlis, the judiciary branch and others should help youth as much as they can in order to achieve this progress. And I will tell you – as I have told you many times – that by Allah’s favor and grace, the future of the country will be very much better than our present-day condition!

Dear God, by the blessedness of Muhammad and his household, make what we said and what we do serve You and Your cause and accept it from all of us

Make us the real soldiers of Islam and true mujahids on the path of the truth.

Send our greetings to the Imam of the Age (may our souls be sacrificed for his sake). Help us benefit from the prayers of that noble personality.

What the enemies do against Iran today are their last resorts of enmity

Distinguished masters, reciters and memorizers [huffaz] participating in the 36th International Qur'an Competitions met with the Leader of the Islamic Revolution—Ayatollah Khamenei—this morning April 15, 2019, in a gathering of bonding with the Holy Qur'an held at the Hussayniyah of Imam Khomeini ((رضي الله عنه).).

In this meeting, the Supreme Leader of the Revolution stressed that the Holy Book of Islam, the Qur'an, is the book that leads mankind to worldly and heavenly bliss and held: The Qur'an is the book of prosperity and bliss in this world and the hereafter, provided that we act based on its principles. The Qur'an says, “stern to the disbelievers;” [Qur'an; 48:29]. Some Muslims forget that, like those Muslim countries who compromise with the U.S. and the Zionists, to shed the blood of Palestinians and violate their rights. They abandoned being “stern to the disbelievers” [Qur'an; 48:29] and they became servants of the disbelievers. Today, the officials of many Muslim states represent examples of that.

Ayatollah Khamenei criticized Muslim states that engage in wars against their Muslim brethren and asserted: Another group has forgotten the principle of “compassionate among themselves” [Qur'an; 48:29]. They reject and excommunicate [takfir] the believers in Allah, the Qur'an, and the Ka’ba. When “compassionate among themselves” is abandoned, internal wars may arise. You see the current situation in Yemen and Syria; Yemen has been bombarded for 4 years now. Those who bombard Yemen are Muslims in appearance, but they do not show mercy to Muslims.

The Supreme Leader of the Islamic Revolution praised those who gave their lives for the sake of Allah as role models for selfless volunteering and maintained: The Martyrs have taught us many lessons. The initiative taken for providing relief for the victims of the recent floods in Iran is what the martyrs have taught us. The great movement of the people from different regions towards the flooded areas is an extraordinary phenomenon. The people and youth go there and along with the young local people contribute to the relief operation using their physical strength, facilities, and money.

Ayatollah Khamenei described Iranian nation’s devotion to volunteer in helping the flood victims as a lesson learned by the martyrs of the 8-year Sacred Defense and added: The great movement which is taking place is rare in the world: that the people take the initiative to assist those in need is a lesson from our martyrs. During the 1980s and the Sacred Defense also the young individuals took to the fields with the same enthusiasm and sense of self-sacrifice.

His Eminence called enemies’ hostile measures against the Islamic Republic as futile and counterproductive by saying that: What the enemies do against Iran today are their last resorts of enmity. The sterner they become against us, the stronger our willpower will become; the more they intensify their measures against us, the more powerful we will become; the more furious they become at our commitment to Quranic teachings, the more our reliance and commitment to the Qur'an will become. Reliance on and sticking to the Qur'an will bring us bliss, strength, and dignity.

The following is the full text of the speech delivered on May 1, 2019, by Ayatollah Khamenei, the Supreme Leader of the Islamic Revolution, in a meeting with a group of teachers on the occasion of Teachers’ Week.


In the Name of Allah, the Beneficent, the Merciful

All praise is due to Allah, the Lord of the Worlds, and peace and greetings be upon our Master and Prophet, Ab-al-Qassem Al-Mustafa Muhammad, and upon his pure, immaculate and chosen household, especially the one remaining with Allah on Earth

You are very welcome dear brothers, dear sisters and you honorable and esteemed group of people. I would like to congratulate all you dear participants – the honorable officials of the educational system, the dear teachers, the dear personnel and the esteemed Minister of Education – and all teachers throughout the country on Teachers’ Day and Week.

In my opinion, this meeting is significant in a number of ways: one is that it is about our most important civilizational matter which is education. Another reason is that Teachers’ Day is basically marked with the name of martyrs and martyrdom. And there are different other reasons which I will draw on during my speech. Our dear martyr, the late Mr.. Motahhari (may God bestow paradise on him) was a sympathetic teacher in the true sense of the word. He would think well, speak well and pursue matters well. He did not speak just for the sake of fulfilling a duty. We used to see him up close, how sympathetically he would try to instill deep Islamic thoughts in the minds of the youths of those days – despite all the restrictions that existed. And he was martyred for that. This is the important point. That martyrdom was the definitive signature of Allah the Exalted on the report card of that dear martyr.

Well, teachers are really an honorable and esteemed group of people. The reason is that human resources are the most important resource of every country, every civilization and every nation. If you have money without good and efficient human resources, you will get nowhere, like many of these rich countries that you see around you. Notice how they spend their money and what kind of people have access to it. Their big and money-filled pockets are shamelessly made available to treacherous hands against humanity. How has this happened? This is because they have money, but they do not have manpower. They have money, but they do not have thinkers and human resources. Their human resources are poor. If we have many underground resources without human resources and this will be of no avail.

Our country used to sleep on a sea of oil, but we did not know of it, nor did we know how to use it. What was the result? The result was that those who knew about it and who knew how to utilize it dominated our oil resources. They used to take away our oil to build their own civilization, set up their own factories and benefit from it to ensure their victory in the war that had broken out in those days. And they used to give us very little out of that source. This was how things were during the time of taghut. This is the result of not investing in human resources.

Well, you are producing these human resources in the present time. Notice how significant your work is. You are cultivating and preparing human resources. I am not interested in complimenting others for no good reason. What I have been saying, in the course of the past years, about the role of teachers and students or the role of teachers and the educational system originates from this sentiment. It originates from the belief that teachers have such a role. In fact, you are the founders of the new civilization. This is because without efficient manpower, there will be no civilization. You are warriors in a battle against ignorance and illiteracy. Notice that you bring children and teenagers from the land of illiteracy and darkness to the land of light and knowledge and you do so by fighting. This is a difficult job.

You are actually creating cultural identity. Creating identity is very important. It is very important to create identity in a society. Humans should have a sense of identity. Our identity lies in our culture, our knowledge and our lifestyle. Civilization depends on culture. If there is a lack of strong and rich culture, there will be no civilization in the common and ordinary sense of the word. What is culture? It means all the elements which constitute one’s thinking and action. This is what culture is. Where does it come from? Culture depends on thinking, on intellect and on a worldview: in other words, the way we interpret the world, the universe, existence and the like. This is the main basis of culture and the main basis of civilization.

My dear ones, pay attention: in particular, the dear and honorable officials who are present should pay careful attention. This is where the significance of the 2030 Education Agenda becomes clear. The main gist and kernel of the 2030 Education Agenda, which has an important chapter about education, is that the educational system should teach the lifestyle and the philosophy of life to children on the basis of western principles. This is the gist of the 2030 Education Agenda. What does this signify? It signifies that you pious people, you who are interested in your country and your future – should build soldiers for the west in your classroom [In response to the slogans that the audience chants, the Supreme Leader says, “This is the place to listen, not to chant slogans, please pay attention]!

When they place so much emphasis on the Education Agenda and when they explicitly and implicitly try to impose it on other countries – including our country – this is what it means. The instructions, recommendations and main points of this agenda specify that the educational system should shape students’ thought system in a way that their philosophy and concept of life will be molded according to the western philosophy. As I mentioned, they want you to build soldiers for England, France, the US and the rest of those tie-wearing, perfumed, shallow savages. They are the same people who kill others and who assist assassins without a frown on their faces.

When they ask them why they help the Saudis, they answer, “We help them because we need their money.” They know what the Saudis are doing in Yemen, but they are helping them anyway! They want to sit and watch us in Iran and in Asian countries – West Asian, Islamic and other such countries – build soldiers, advocates and subjects for them. This is what the 2030 Education Agenda is all about.

A point which should definitely receive attention is that the society of teachers – teachers and cultural employees – have accomplished great feats in the past 40 years of the Revolution. They have carried out fruitful tasks. You should pay careful attention. There are some individuals who wish to portray the educational system as invaluable for different political reasons. This is unfair and it is untrue. Of course, I am aware of the existing shortcomings in the educational system. I am aware of the gap between the current educational system and the ideal one, but I am also aware of the gap between the current educational system and the despicable one that existed before the Revolution.

In the time of the Revolution – during the past 40 years – the educational system has accomplished great feats. The various scientists who helped your country to be among the first five countries in the world in the area of nanotechnology were cultivated in the educational system. The third and fourth generations of the Revolution who have neither seen Imam, our well-known martyrs nor the eight-year Defense Era stand firm and powerful in the face of the enemy in the present time. They insist on defending the holy shrines of the Imams and they manage to do so. One is martyred, but ten of them return safe. The motivation to do jihad is not a minor achievement. Who has educated them? The educational system. And it has done so in such a world. That you build youth like this in the world of the internet, in the world of different moral perversions and in the world of satellite, this is a magnificent accomplishment!

Who has organized these jihadi camps? What kind of individuals participate in them? It is youth who participate in them. It is the educational system which has educated them. So many scientific breakthroughs have been made in the country and there are so many symbols and signs of true piety in society. I have said many times that today’s youth live with the Holy Qur'an, with Dua Nudbah, with the month of Ramadan, with tears, supplication and reliance on God and by marching on foot to Karbala and the like.

Before the Revolution, when did these ideas exist? We have so many student martyrs. We have several thousand student martyrs. We have a large number of martyred teachers. Who educated those martyred students? It was teachers who did so. It was our educational system that did so. You should not underestimate the post-revolutionary educational system. It has done a lot in different eras.

Of course, shortcomings exist. As I mentioned, there are many shortcomings and flaws. We are working hard and by Allah’s favor and grace, we will eliminate these shortcomings and flaws. We will reach the ideal point regarding the educational system, God willing. The nation will reach that point. When I say that “we” will do so, I do not mean this humble person and other such individuals because we are no ones. When I say, “we”, I mean that this nation, this group of people and this system will help the educational system reach the desired level.

Notice that this is the ideal point that we want to reach: the educational system should cultivate individuals who are wise, capable, intellectual, pious, religious, moral, efficient, creative, courageous and active. They should not be afraid of the enemy and of threats and they should not be stagnant and negligent. You should educate such individuals. If this happens, then our country will reach the point that I mentioned and promised. And by Allah’s favor, it will reach that point. In a few decades – on that day, I said that in 50 years – we will have reached a point where everyone who wishes to have access to new scientific borders will have to learn Farsi. Cultivating such individuals and such youth is the main pillar for the future respectable Iran. This is the main pillar for the new Islamic civilization.

Now, I would like to offer some recommendations. The first recommendation is about the transformation plan on which the honorable Minister [of Education] delivered a report. I received a written report on this matter as well. My dear ones, the transformation plan is like building a railway. The transformation plan can help the educational system reach the desired destination. We should do something to make this happen. Well, they said that they have issued a formal notice to organizations in charge. This is true, but issuing a notice is not enough. This is merely the first step.

We must do something to implement this plan. Last year, I said that you should do something to make the body of the educational system read, understand and digest this plan so much so that they realize what you want to do in the educational system. The plan is a very good one, but it requires follow-up and work. The first thing that is necessary – it is actually the main need for this movement – is having a revolutionary spirit.

God will not forgive those individuals who try to weaken the revolutionary spirit in our people and our youth with their pens and with their words! The Revolution was achieved thanks to the lives that were laid down on this path. It was the Revolution that managed to liberate the country from the scourge of a government that had seized power in our country with the support of foreigners and that was working for them.

My dear ones, the Pahlavi regime, which was overthrown by the Revolution, had two kings: Reza and Mohammed Reza. Reza was brought to power by the English and Mohammed Reza seized power with the help of the English and the Americans. How is the relationship between a government that comes to power with the help of foreign hands and its people and how is the relationship between this government and those foreigners? Reza Pahlavi – Reza Khan – was brought to power by the English. Later on, when the war broke out, because of the trouble that Hitler used to stir and because his nature and temper was like that of Hitler, he leaned towards the Germans and he was inclined towards them. He wanted German architects and engineers to enter the country.

These things made the English angry. They themselves had brought him to power and they themselves said to him that he should leave- and he did so. Well, there is no greater humiliation for a country and a nation to have someone at the top who is brought to power by the English and who has to leave when they grow tired of him and he has to obey!

Very well, the English sent a message saying that you should leave. If you are a real man, if you are a true human being and if you there is a tinge of pride in you, you would disobey! Let them kill you, but he did not do so! Instead, he went to visit Mohammed Ali Forughi - who was the agent of the English and who acted as a go-between – at his house, saying to him that he was ready to leave. They provided him with a car, driving him to Isfahan. And then he travelled to the sea through different routes and they made him board the ship and took him away. Is there a greater humiliation than this for a nation?

The Revolution came and overthrew this regime. The Revolution emerged and pulled the country out of the hands of these mean, small and oppressive individuals. The revolutionary spirit is the life and soul of this nation. Will a pen that weakens this spirit in the people and that makes them doubt it be forgiven by God?

In order to transform the educational system, there is a need for revolutionary spirit. “Revolutionary spirit” means not being fearful, not having certain considerations and not being conservative. When you make a decision, you should take action and move forward. You should not be satisfied with stagnancy and you should not do things in an ostentatious manner. Sometimes, you do something, but it is a mere formality and it is carried out in a showy way. This is poisonous! This should not be the case. You should do tasks in a serious manner. These courses of action help implement transformation and they make it possible. Of course, when I say that you should not be stagnant, that you should move forward and take action, this does not mean that you should not listen to criticism if it is legitimate. This should not be the case because this is a revolutionary move. You should appreciate and listen to well-informed criticism. You should receive critics warmly. This is the first point.

The second point is that the research and educational planning organization is the heart of the educational system. You should appreciate the value of this heart and you should attach great significance to it. Educational planning is a very important matter. The educational texts and materials that are produced in this center and organization should be compatible with the regulations of the transformation plan. This is a necessary task. Of course, I have heard that they are working on it. I have received a report showing that they are carrying this out, but it should be done at a faster pace and in a more serious way.

According to the report that I have received, they have set a 12-year timetable in order to do this, no? Twelve years is not acceptable! Should the compatibility of educational materials with the transformation plan occur after 12 years? No, it should not be like this. The present time is an era in which hours play an important part in the progress of societies. It is about hours, not about 12 years. You should set a timetable, but it should be short. You should increase your endeavors and seriousness.

These educational materials should cultivate youth in the same way that I explained. One of the points that should definitely receive attention in the preparation of these materials is that revolutionary messages and teachings should be included in them. Revolutionary teachings should not only be seen in the ethics textbook and the like or in the literature textbook and other such textbooks. Revolutionary teachings, concepts and lessons can be included in all books and texts.

I have said many times that a math or physics teacher might sometimes utter one word in the classroom which might exert more influence than one hour of speech by this humble person. This is how it is. Revolutionary teachings should be inserted. This is another matter. Therefore, you should take a serious approach towards the research and educational planning organization and you should attach great significance to it. You should fill that organization with knowledgeable, well-informed, intellectual, pious and revolutionary personalities.

Another issue is about Farhangian University [teacher education university] and the University of Shahid Rajai. Mr.. Minister pointed this out. I too am aware that there has been progress in terms of quantity and it should be so. Quantity is not enough yet. The educational system is still suffering from a vast wave of retirement which should be made up for. Both quantity and quality should be improved. Everything that is done at Farhangian University and the University of Shahid Rajai should be in line with the religious and revolutionary cultivation of teachers.

You should do something to help schools and classrooms benefit from teachers who teach religion, piety, morality and revolutionary values in the true sense of the word. You should not give in to this and that person’s pressures either. I have heard that sometimes different centers of power exert pressure. You should not submit to these pressures and you should observe the law. You should move on the basis of the law.

Another issue in this regard is about exceptional talents schools which is a very important matter. It is very important to build outstanding personalities. Exceptional talents schools should not be undermined. You should strengthen them as much as you can. The country’s position in international competitions should be preserved. I have heard that we have been demoted in a number of fields. We have been demoted in mathematics, physics, computer sciences and chemistry. These things should be made up for. One of the sources of honor for the country is the children who participate in international competitions and who achieve a high rank. You should not allow their rank to go down.

Another issue and point is about vivacity and enthusiasm in the school environment. I have repeated this many times whether regarding university students, the youth of the country in general or school students. They should be in an energetic and enthusiastic environment. However, many people misunderstand this. When we speak about being energetic, they think that there should be an atmosphere of jumping up and down and dancing. Being energetic does not mean this. Being energetic means that youth should be lively so much so that they do not wither. This should be provided with sports and with instructive and attractive extracurricular plans. It should be provided with these things, not with things that have reportedly happened in some schools.

Of course, you should take care of these issues and you should pursue them. The educational system is directly in charge of these affairs. I have heard that some schools are not in good condition in this regard. They do certain things in the name of liveliness. Liveliness means doing something to help youth become fresh, enthusiastic, hopeful, motivated, ready to work and energetic so that they study their lessons.

Sometimes, pressures related to studying are against this liveliness. In some schools, they pressure teenagers and youth so much that they become exhausted. Let us hope that they do so with good intentions, but some people say that they do these tasks to enhance their reputation regarding the university entrance exam. They do not think of teenagers. They only think about the interests of their association so much so that they can say that they have had such and such number of admissions or such and such a number of candidates whose rank was below a hundred and other such intentions. They pressure youth and teenagers for the sake of their own name. In my opinion, you should think about these matters. All these are matters that require working, thinking and pursuing. This was another important point.

I just mentioned the issue of the entrance exam. You should think about the entrance exam. Of course, I do not want to express my personal viewpoint in this regard because I am not an expert in this matter, but educational experts should think about it. Now that our universities say, “we have empty seats” – every year, it is announced that university classrooms have empty seats – you should see if it is better to have the entrance exam or not or to continue it in the same way or not. You should think about it in a proper, deep and practical way and then you should follow it up with action so that you can resolve the matter.

Another very important issue is the issue of the deputy of moral education. In recent years, I have stressed the deputy of moral education many times. There used to be a tacit – and sometimes written – policy to eliminate this deputy. In recent years, this has thankfully not been the case and certain measures have been adopted. The deputy of moral education continues to exist, but I believe that what has been done so far is not enough. The deputy of moral education has certain shortcomings in the area of its bureaucratic structure, motivated and revolutionary personnel and financial resources. Mr.. Bathayi, the honorable Minister of Education, should pursue the matter so that the deputy of moral education can fulfil its potential throughout the whole educational system in the true sense of the word.

I would like to raise two additional points and after that, I will discuss a general matter. The first point is about teachers’ livelihood problems which was touched on by the honorable Minister. Teachers are respectable, honorable and well-credited individuals. Therefore, their dignity should be preserved. We should adopt such an approach towards the financial income of teachers that their dignity will not be jeopardized. Some individuals who work on different partisan and political matters and who possibly have connections with foreigners are trying to take advantage of this weak point for the sake of their own goals. This is one issue, but even excluding this matter, you should act in a way that teacher’s dignity be safeguarded.

The second point is about flood-stricken students. You should not allow them to fall behind in terms of education. Regarding the renovation and building schools, certain promises have been made, God willing, which should be pursued in a serious way, but in the natural course of events. School-building benefactors, who form a good orientation in the country to be fair, should help carry this out. Many schools have been destroyed. Building and renovating them requires great endeavor and large sums of money. This should be fulfilled with the help of the administration, the people and benefactors. As long as this has not been done, those flood-stricken students who stay in temporary places and camps or wherever they are, should not fall behind their educational schedule. The issue of education is very important.

As for the general issue which I wanted to discuss, thankfully there are many organizations in charge of scientific, educational and research affairs. Today, we have many organizations in charge of research and scientific affairs. They should be proud of managing to foil the false temptation to create a confrontation between science and religion. Materialistic powers in the world have been working on this for two, three centuries in order to prove that science and religion do not get along. Today, the flag of religion in the Islamic Republic is taller than all other countries. In terms of science too, the country is one of the leading countries in the world. Not only have secular countries, countries obedient to the US and countries whose policies follow western and American policies fallen behind in terms of religion, but they have also fallen behind in terms of science!

I have heard that an Arab journalist has said, addressing his own rulers, “The difference between Iran and you is that Iran builds reactors while you build bars. They enrich uranium while you distribute wine and promote western forms of perversion and corruption in your society.” This is our country’s great source of honor and pride.

Today, thousands of researchers and thinkers – whether in universities or in other centers – are busy teaching and working. I am saying this based on reliable information. Most of them are young, pious and very religious with a religious and Islamic identity, and with an identity demonstrating a glorious Iran. They are working with motivation in different areas. They innovate, educate, do research and produce science. And they produce technology on the basis of that science. Of course, because we used to suffer from grave backwardness, the movement that has been launched in the country today should continue for many years. It is a very good and intense movement, but it should continue for years to come so that the results will be completely seen. This is one issue.

Another issue is about acquiring expertise which I had insisted on before. This means implementing scientific findings and passing this to school and university students. Of course, the main center for this task is the educational system. This should start from high schools. It should start from schools. If the spirit of acquiring expertise is kindled in youth – that is to say, if they learn how to implement scientific findings - then the fruits of it will be many in the future.

The last issue that I want to discuss with you dear ones is that you should notice that our enemy is busy attacking from all sides today. You can already see his attack in the area of the economy. In terms of intelligence too, they are busy hatching a plot to infiltrate in the area of intelligence. In the area of cyber space too, they are planning on striking the country. Anyway, it is the enemy. The enemy primarily means the US and Zionism.

The enemy is not particular to the current US administration. The previous ones had the same approach, but in different ways. The help that the person currently in power in the US has given us – for which we should be grateful – is that he has displayed the naked truth about the US. As I had mentioned before, the previous ones used to wear velvet gloves over their iron fists.  Many people did not see this, but they were wrong.  But these idiots are taking off their gloves and showing their iron fists to everyone.

They are making an explicit move. The enemy is entering the arena from all sides. The officials of the country, all capable personalities and the masses of the people should do whatever they can in the face of this enemy. They should prepare themselves in every area and field that they can and they should be present in the arena. They should have a sense of responsibility.

The enemy is in battle formation. He is in battle formation in the area of the economy. He is in battle formation in the area of politics. In the area of the military, he is apparently not in battle formation, but our military is focused in any case. As I mentioned, he is taking on a battle formation in the area of cyber space. In the face of this enemy who has taken a battle formation against the people of Iran, the people should take on a proper formation. They should prepare themselves in all areas.

One of the most fundamental tasks is preserving unity and solidarity. The masses of the people should take care not to stand up against each other because of small differences of opinion and disagreements. They should know that the power of this nation lies in unity: the unity of the masses of the people, the unity of various social groups, the unity of the different tribes who live in the country and the unity of the officials of the country with the people and the unity of the people with the officials of the country.

This is what empowers the country, as it has empowered it until today. Thankfully, this power exists and it should be preserved. And they should know that by Allah’s favor, the plots that the enemy is hatching and all the schemes that he is devising against the Iranian nation, will end up to his own disadvantage despite the vast propaganda campaigns that they have launched in order to disturb minds and to distort the realities.

By Allah’s favor, you dear youth will see the defeat of America. By Allah’s favor, you will witness that the Zionist regime will be brought to its knees. By Allah’s favor, you will be witness to the greatness and ultimate dignity of the Iranian nation.

God’s mercy be on our magnanimous Imam. God’s mercy be upon our dear martyrs. God’s mercy be upon all the mujahids on the path of the truth.

There will be no negotiations and no war

The following is the full text of the speech delivered on May 14, 2019 by Ayatollah Khamenei, the Supreme Leader of the Islamic Revolution, in a meeting with the government officials of the Islamic Republic on the 8th day of the month of Ramadan.

In the Name of Allah, the Beneficent, the Merciful

All praise is due to Allah, the Lord of the Worlds, and peace and greetings be upon our Master and Prophet, Ab-al-Qassem Al-Mustafa Muhammad, and upon his pure, immaculate and chosen household, especially the one remaining with Allah on Earth

You are very welcome dear brothers, dear sisters and honorable officials. I hope that all you and the entire Iranian nation will benefit from divine blessings, God willing, and that the month of Ramadan will be an auspicious month for all you, in the true sense of the word.

The month of Ramadan is the month of piety. We who are officials – all of us – need piety more than others. I would like to say certain things on this matter for a few minutes. Well, there is a holy ayah which says, “Oh you who believe, fasting is prescribed to you as it was prescribed to those before you, that you may become pious” [The Holy Qur'an, 2: 183]. “That you may become pious” means hope. It means that there is hope that this will happen.

Well, in the case of Allah the Exalted, hope does not make sense because He is aware of all the secrets and everything in this world. Hope does not make sense. Therefore, the ayah means that God has created the month of Ramadan – this divine sharia – to prepare the ground for the promotion of piety. And it is addressed to everyone. Piety should be promoted among all people. Therefore, the month of Ramadan is the month of promoting piety.

What does piety mean? According to the translations, which are correct, piety means showing fear or in common language, showing consideration. For example, they say that such and such a person shows consideration for another person. It means that you show consideration for such and such a person. “Fear” means this. Showing fear and showing consideration are the meanings of piety. “And fear Allah” [The Holy Qur'an, 2: 189]. It means that you should show consideration for God and fear Allah the Exalted.

In the great movement of human life, you have been shown a straight path which is filled with problems. Take the case of a piece of land which is filled with mines here and there. Then, they open a path and say that this is the safe path and that you should take it. This is the straight path. Showing consideration for God - “and fear Allah” - means taking care not to deviate from this straight path. You should not deviate from it lest you get stuck and face serious problems.

If you take this path, then you will reach good results. God has specified what these results are in numerous ayahs in the Holy Qur'an: “And fear Allah, that you may receive mercy” [49: 10]. This is about divine mercy. “And fear Allah. That you may prosper” [2: 189]. The Arabic word “falah” means salvation. If there is piety, one will achieve salvation. “That you may be guided aright” [2: 53]. This has been repeated in certain ayahs. Piety leads to guidance. When you show piety, problems and dead ends will clear in front of you and the correct path will be shown to you.

If you show piety, you will achieve furqan: “He will grant you a criterion to judge between right and wrong” [8: 29]. “Furqan” means the power to distinguish and to make decisions. This is very important. In all affairs of life, we need the power to distinguish the correct path from the incorrect one and the truth from evil. With piety, we can achieve furqan and the power to distinguish. There is another point: “And for those who fear Allah, He prepares a way out” [65: 2]. The Arabic word “makhraj” means breaking dead ends. If there is piety, there will be no dead ends in your affairs.

In all aspects of life, if you have piety, show consideration to and fear Allah in the same way that has been mentioned, there will be no dead ends ahead of you.

Piety leads to insight as well. These are Quranic promises in the case of piety. “And whose word can be truer than Allah’s?” [4: 122]. No one can give promises as genuinely as Allah the Exalted. When Allah the Exalted promises something, it will definitely happen and there is no doubt about this.

In the Qur'an, after inviting people to show piety – from start to finish, we have been invited to show piety time and time again: we have been invited to this efficient and helpful truth – there is talk of piety for those other than God as well.

I think, this is in Sura al-Nahl: “And to Him is duty due always, then will you fear other than Allah” [16: 52]. It asks if we fear other than God. Well, what does “other than God” mean? Does it mean our fathers, our mothers? But piety for these individuals is good. Piety in the face of one’s religious brother is very good. This is not what it means by “other than God.” It means powers other than God and powers working against God.  

So, when we are committed to piety, we fear God’s power, but we do not fear powers other than God. “Not showing fear” means not showing consideration to them. This does not mean that we should not be careful about them. We should be careful, but we should not fear them. We should not think that our lives, our happiness and bliss, our future and our destiny are in their hands. This is a requirement for piety.

Notice that all these are ways for the victory of a nation. When there is piety in an Islamic Ummah and when they think and act like this, there will naturally be blossoming, progress, advancement, transcendence and improvement. In such circumstances, the ayah “to proclaim it over all religion” [48: 28] will materialize. Allah the Exalted has repeated this many times in the Qur'an.

 

Piety is vast in scope. In other words, deep in your hearts, you can show piety by not allowing various forms of lust and doubt about the truth to dominate you and by drifting away from selfish desires. These are the problems that we are faced with. Last night, there was a program on television about Imam (may God bestow paradise on him). Well, Imam was a hakim in the true sense of the word. When he would talk, wisdom would emanate from his heart in a continuous manner. Of course, we were present in that meeting, but it is necessary to advise anyway. In that meeting, he said, “The month of Ramadan helps us distance ourselves from different kinds of lust, in particular spiritual lust.”

Spiritual lusts are more difficult. Seeking power and pursuing ambitions are samples of spiritual lust. When we try to impose ourselves and have authority in all arenas of life, this is an example of spiritual lust. As for worldly, materialistic and moral forms of lust, they are important in their own right. Piety begins from this point and it is extended to social affairs. In war, there is piety. In political activities, piety exists and makes sense as well. The same is true of economic activities. In these circumstances, the moves, words, actions, intentions and decisions of us officials of the country – who are in charge of different managerial positions – affect the fate of the people.

This is where piety matters! That is why I said that piety for us is more important than ordinary people. We should be careful and show piety. Government officials are subject to close relations with the people’s rights. So, if they are impious, their rights will be trampled upon and then, there will be no time to make up for it. When we commit a personal wrongdoing and an act of oppression against ourselves, we repent, this way we make up for it, but when the people’s rights are trampled upon, how can you compensate for that?

You should consider this as a managerial criterion. When you want to appoint someone for a particular position and when you want to entrust them with a task, you should consider this characteristic – having piety and commitment regarding the affairs of the people – as part of managerial competence. A criterion for managerial competence is to see if they are pious or not – that is to say, if they are trustworthy or not when you entrust them with a task. If this happens, then God will be the most important criterion in all our decisions. When we work for God, this is what will happen.

In this condition, all your actions will become an act of worship. One of the advantages of working for the Islamic government and the Islamic administration is that if you work for God, your work will turn into an act of worship. The things that you sign, the piece of paper on which you write and the words that you say will turn into an act of worship.

There is a sentence in Dua Makarem al-Akhlaq which says, “And help me when you ask me questions tomorrow.” This is the twentieth dua in Sahifa al-Sajjadiyyah, which is a very good dua. I advise you to read it more. Of course, the friends in the meeting read it, but they should read it even more. They will criticize us on Judgement Day, asking why we did not do such and such a thing. We do certain things that we should not – well, all of us know this – and we should do certain other things, but we ignore it and show laziness. We show consideration for this and that person and we do not do it. They will ask us on these matters on Judgement Day.

This is one of the areas where piety should show itself. One is the issue of observing public funds. Another is self-edification in the face of personal chaos and tumult. Accumulating wealth, moral problems, and inclination towards a luxurious and aristocratic lifestyle are the other things that we officials of the Islamic Republic should be very careful about: “And you dwelt in the dwellings of men who wronged their own souls” [The Holy Qur'an, 14: 45]. Well, if we rule in the same building that taghuti powers used to rule and if we act in the same way as them, this cannot be done. Under these circumstances, we are not different from them. Our methodology should be different from that of the servants and followers of Satan.

There are two outlooks and attitudes in coming to power. This is the case about all those who come to power: one outlook is related to materialistic individuals who anticipate gaining power and holding office in order to satisfy their own personal desires. On the basis of this outlook, individuals try to become president because through the presidency, they will have the opportunity to have a better life. In other words, gaining power is a means to satisfy selfish desires and to achieve wealth, lead a lustful life and gain the things that their selves demand. This is one outlook that has often been adopted by the followers of power. Because they were materialistic and pursued worldly desires, power would bring them those desires only and the results of such power are merely confined to this world. This is one outlook adopted by those who gain power.

Another outlook is that of the Prophets. There is a narration about the Holy Prophet which says, “He would sit down in the manner of slaves and eat the foods that slaves would eat” [Mustadrak ul-Wasael, Vol. 16, page 228]. He would sit down in the way that slaves and servants did. Despite the greatness of his status, he did not hold any privilege for himself in the way that he ate or in his friendly relations with others.

The Commander of the Faithful says, “Realize that your Imam has contented himself with two shabby pieces of cloth out of the comforts of the world and two loaves for his meal” [Nahjul Balaghah, Letter 45]. Such was the life of the Commander of the Faithful. This is another example. Of course, this does not mean that you and I should act like the Holy Prophet and the Commander of the Faithful because we are not capable of doing that in any way. Hazrat himself says, “Certainly, you cannot do so.” You cannot act in the same way: “But at least support me in piety and exertion” [Nahjul Balaghah, Letter 45]. You should work hard to behave in this way and you should not follow the path of those who follow materialistic power.

Therefore, one of the things that those who have certain responsibilities in the Islamic Republic should be committed to – as it is one of the requirements for piety – is to avoid pursuing a luxurious and lavish life. They should live an ordinary life and they should not be extravagant and the like. Of course, many things can be said about piety, but this is the main thing that I wanted to discuss. Of course, I myself am addressed by these statements more than everyone else and I need this more than you. We should consider piety as our main goal, our main path and our main instrument and we should pursue it. This was the main thing that I wanted to discuss.

As for the issues of the country, there are many points about economic matters and I will raise some of them today. When Mr.. President said that management and planning should be more serious and that they should change, these are correct statements. These things should be done. They should really pursue these tasks. As was mentioned, they should truly pursue serious activities in the areas that were discussed. And the path is clear.

Well, today, the main problem of the country is the economic problem- for the time being. The reason is the pressure that is exerted on the people, the pressure on the people particularly on underprivileged classes. Even the middle classes of society are under some pressure, but it is underprivileged classes which are under more pressure. Naturally, when a country has economic problems, the people and weak classes in society will be under pressure. In these circumstances, the enemy becomes greedy.

One of the problems is that the enemy becomes greedy and gets his hopes high. The country’s reputation will be damaged as well. If there is an economic problem and if there is lack of a good economic plan and economic progress in any country, its reputation will be damaged. Therefore, we should attend to the economy in a serious way. And I will tell you that there are no dead ends in the true sense of the word. There are really no dead ends in any way. There are problems and obstacles, but there are no dead ends.

Well, our enemies – headed by the US – have intensified the sanctions hoping that they can harm the Islamic Republic this way. As they themselves say, they have imposed unprecedented sanctions. They are right, the sanctions that they have imposed on the Islamic Republic are unprecedented. However, the important point is that the Islamic Republic is made of solid metal. A number of international analysts have acknowledged that if these sanctions and pressures had been imposed on any other country, they would have severly impacted them.  But the Islamic Republic is solid thanks to its people, to divine grace and to the determination of the officials who are busy working in every corner of the country.

Otherwise, pressures exist and they have done their job. The enemy has done his best and he has fulfilled his duty. He has proved to be not short of malice and malevolence. And their goal is to make officials surrender so that they change their calculations in a way that they are forced to surrender. In other words, they want our officials to surrender to the US and they want to pit the people against the Islamic Republic. This is the goal of the enemy.

This is a wrong calculation. America’s calculations are wrong. In the past as well – during the past 40 years – the Americans have made certain calculations which have not brought them the desired results. They suffered a loss because of those calculations and they have failed to deliver the desired blow on the Islamic Republic.

The same is true of the present time. They will definitely lose this time as well. There is no doubt about this, but the grudge that they bear against Islamic Iran has blinded them. In other words, it has wrecked their calculations and therefore, they cannot make correct calculations. Their grudge has really blinded them, otherwise, there are many individuals inside the US itself who are opposed to this malicious and savage way of treating Iran and Muslim and resistance groups, but their hands are tied. We read their articles and writings and we are aware of their actions and what they say, but American officials do not understand. The current politicians in the US do not really have a correct understanding of these matters.

I would like to add that no one should be intimidated by the outward appearance of the US. No one should be intimidated. This is really a mistake. We feel that some people are taken aback and intimidated by this outward awe and by the fuss and uproar that the US kicks up. It is wrong to be afraid of this outward appearance. Superpowers further their goals like this: by kicking up a fuss. They are not as powerful as their uproar suggests. They are much less powerful, but they create an uproar, kick up a fuss and issue threats. And they frighten this and that. No one should be afraid.

We should neither be intimidated by them, nor by the wealth of these Persian Gulf qaruns. The qaruns surrounding us cannot do a damn thing. They have spent billions against us in different areas, but they have reached nowhere. They have not really gotten their hands on anything.

In the year 1357, the year of our great Islamic Revolution, the US was much stronger than the present time. Jimmy Carter, who was president at the time, was much wiser than this person who holds office now and he was much more powerful than him as well. The current president is both less powerful – in both financial and political areas – and less intelligent. And they had an agent in Iran who dominated all affairs: Mohammed Reza Pahlavi was their agent. He would work for them and he would support them. He was in charge of all affairs. They had such an agent.

Nonetheless, the people managed to defeat the US with empty hands. You might say that those achievements occurred during the revolutionary era. Well, in the present time too, the Revolution still thrives. In the present time, enthusiastic revolutionary youth are not fewer in number than the day when the Revolution achieved victory, and they have more depth in terms of revolutionary thinking. This is how things are. You can see the examples of this during the various events that take place in the country such as revolutionary commemorations and celebrations. Today, that revolutionary move and enthusiasm is showing itself in the right place. Therefore, no one should be terrified by the outward grandeur of the US. At the end of my statements, I will expand on the issue of the US if there is time, God willing.

The issue of the economy of the country is our important issue for the moment. We should attend to this problem. Our economy is one of the largest economies in the world. Our economic infrastructures are good. As was pointed out, we should organize and sort out management in a way that we can make the most of this asset. They should really employ abandoned and forsaken capacities. Our economy suffers from a few maladies. If we can cure them at this point in time – at a point when we are faced with the issue of oil and with sanctions and the like – in my opinion, our economy will take a big leap.

One malady is our dependence on oil. The grave flaw of our economy is dependence on oil. We extracted this substance from underground and we sold it in exchange for dollars without creating any value-added for this cash money – it is like cash money. And we used it for daily affairs. This is wrong! The National Development Fund that we established was for the sake of separating ourselves from oil step by step. In the present time, there is a good opportunity to do that. One of the tasks that should really be considered alongside macro planning by our economic officials is this: we should do something to decrease our dependence on oil on a daily basis.

Another malady is the issue of the unnecessary intervention of government organizations in the area of the economy. This is one of our problems. The policies of Article 44 of the Constitution were formulated for the sake of putting an end to this problem. Certain measures have been adopted, but what should really have been done in this regard has not been done yet. The role of the administration should be confined to supervision, control and guidance regarding those activities that do not need its direct involvement. The administration has to enter into certain activities and it has no other choice because no one other than the administration can do those activities, but it does not need to be involved in many other activities. This is one malady.

Another malady is damaging the business environment. The various twists and turns and bizarre mazes and corridors in government organizations lead to damaging the environment of finance and business. This is another problem that we have. I have heard that in some countries in the world, it takes only half a day to set up a production business. However, there are many problems in our country. It is the administration, the Majlis and officials who are in charge of such affairs. They should facilitate the conditions of business. Later on, I will address the issue of production to point out how important this matter is.

Another problem is carrying out structural reforms to the budget which was touched on by the President. I confirm what he said as well. It was decided that the Majlis and the administration would eliminate, in cooperation with one another, the structural hurdles regarding the budget in the first four months of the year 1398. Two months have already passed and only two months are left. This is one of those important and fundamental tasks that needs to be accomplished. And there are many issues on reforming the structure of the banking system, but this is not a good time to address this problem. I have frequently discussed these matters with officials.

We are able to work on reforming the structures at this point in time. This requires some brave management. Executive officials should get involved in this area with courage. They should not have considerations which violate their duties, the law and the interests of the country. I have written in my notes: courageous, hopeful and jihadi management accompanied by presence in the field in order to resolve problems. There are many problems which cannot be understood sitting in one’s office and at one’s managerial desk. We should be present on the scene and in the arena in order to touch the problems.

I have also written: activeness in the face of the enemy and refusal to condition the economy of the country to the decisions of this and that person. This is an important issue. We should not make the country dependent on the whims of the Americans regarding renewing the waivers. We should not think of these matters in any way. This has been one of our problems since the beginning. This has happened frequently in recent years. We who are government officials, have delayed pursuing many of our activities to see what decisions the other side will make – something that is not in our hands.

Well when we do this, such and such businessperson, investor and entrepreneur will act in the same way. Many important and necessary construction projects have been left idle to see what decisions others will make. This should not be the case. The economy should not be conditioned to the decisions of others.

Another point is that we should really activate the capacities of the people. I have said this many times and I would like to repeat it now as well. This is because I have thankfully become familiar with and aware of these capacities. We have vast popular capacities. We have excellent youth who are knowledgeable, educated, entrepreneurial, intelligent and creative in different areas and therefore, we should trust them. We should invite them. We should summon them for different tasks so that they focus on one particular area.

For example, the administration should focus on the issue of the value of national currency and it should ask youth to participate, to think and to work hard so that they put forward solutions and take action. These are capacities. And you should rely on God. You should accomplish these tasks with reliance on God. In my opinion, these will be carried out.

Another matter which is absolutely necessary is that the administration should confront the destructive forces in various economic areas. Everyone should support the administration in this confrontation. Today, we are faced with smuggling, hoarding and very detrimental brokerage deals. We have received reports about the treasonous purchase of wheat, meat, public foodstuffs and the like and I have shared my concern with officials. These are treasonous acts which should be confronted. They import certain products and keep them in stores. This is hoarding and it should be confronted.

Of course, when you confront them, some noise might be made. Some individuals will cause a commotion and create an uproar. So, everyone should stand behind the administration and help it so that the punitive divisions of the administration can fulfil their function in the true sense of the word.

I have written down a number of fundamental tasks that should receive attention. All officials are thankfully present here. Members of majlis, high-ranking executive officials and judiciary officials are present. It is you who are in charge of these tasks. If we accept these fundamental tasks as an indisputable thought, then we will be able to help and add to one another.

A significant task is eliminating the obstacles ahead of production. We chose “Boost in Production” as the slogan of the year. This is the key to many of our economic problems. Production is like this. If we can really boost production, if we can eliminate the hurdles – which are many in the country – in the way of production, something which is possible with jihadi determination and by employing skilled youth, many problems such as the issue of employment, inflation, public welfare and the people’s income will be resolved and exports will be boosted. Production is the mother of all important economic matters in the country. And in my opinion, this is possible.

Whenever we trusted and relied on our youth, whenever we provided them with facilities and resources – minimum resources: most youth are able to work with minimum resources – we managed to advance. You have witnessed the examples in recent years. One example is in the area of our military production. Well the issue of military production on which the enemy is very sensitive, is a very important matter. Our accurate missiles – whether ballistic or cruise missiles, which can be launched at a distance of 1,500, 2,000 kilometers and which can hit the target with an error rate of five, six meters at most – are a very important achievement. The reason why they cause a commotion on the issue of missiles and the like is because of these achievements. Who has made these achievements? Our own youth! Our pious and motivated youth work tirelessly.

Another example is the day when we needed 20-percent enriched uranium for the organizations which needed it in Tehran and other cities for pharmaceutical and medical purposes and the like. Well we used to import 20-percent enriched uranium before that. We had imported some, years before that and we were running out of our sources. They would run out finally and consequently, our nuclear medicines that were produced through radioactivity and that are used for different purposes would be left laying idle.

So officials were informed of the matter and they pursued it in a diligent way. The other side said at first that they would be willing to sell. Later on, they set different terms. As a result, we witnessed that there would be many problems with those terms and that they were not willing to sell. Consequently we asked our officials to produce it on their own. We said to them that they should pursue it on their own. No one would have believed it, but they pursued the matter and they managed to accomplish such a great and important feat. They managed to achieve 20-percent enriched uranium. 

It was at the same time, in the same meeting I suppose, that I said that the most difficult part of the enrichment process is achieving the 20 percent. After that, the subsequent stages would not be a problem. It is much easier. So they managed to accomplish this difficult part of the job. Who did so? Our youth. Therefore, why can they not be able to solve the problems of our industries? Why can they not find the missing pieces of the puzzle regarding our financial and industrial affairs? They can do this and they must be trusted. This is a fundamental task.

The issue of boosting production should be taken seriously. The honorable officials should be very sensitive about the closing down of production factories and centers. We sometimes receive news which is really sad. For example, such and such a factory – that manufactures many products – is closed down because of a certain problem. Of course, I had written this down to discuss it later, but I am discussing it now. The officials in charge of the Ministry of Industries should really look and find the shortcomings in the areas that need help – whether the area of machinery and components, intermediate goods or necessary resources for production. They should prepare a list, issue a call and ask the various officials in the country to help.

Now that it is difficult to buy from abroad, they can produce many of these substances inside the country. There are certain products that have nothing to do with the nuclear matter and other such issues, but they have put a ban on selling them to us out of sheer malice and they do not allow us to have them. Very well, we can produce them inside the country. Our youth are prepared and creative. They should ask them to do so. They should hold permanent exhibitions and define the needs and the necessary products there. This is one issue.

Another important task in the area of the economy is the issue of self-sufficiency. From the beginning of the Revolution until today, we have been discussing the issue of self-sufficiency. In the early days of the Revolution, “self-suffiency jihad” was launched in different divisions of the army and the military. Later on, the Islamic Revolution Guards Corps stepped up and various courses of action were adopted in this respect. Youth were after these tasks in Construction Jihad and the ground was really prepared for self-sufficiency in the country.

After that, the officials in charge of agricultural matters were asked to help bring about self-sufficiency in the area of wheat. They showed determination and we thankfully achieved that. This has happened in the last one, two years. Before that too, we were self-sufficient for one, two years. Self-sufficiency can be achieved in all areas. We can work hard on these. And the main areas are foodstuffs: wheat, barley, oil seeds and animal husbandry. We should achieve self-sufficiency in these areas.

Unfortunately, a new thought and idea infiltrated our decision-making organizations which drove us away from self-sufficiency. It was an idea about economic profitability. They would say that producing wheat and self-sufficiency in that area is not economic and that it would be profitable to import wheat. Well, it is clear that importing wheat might be economic at a certain point in time, but when they prevent you from importing it, when they impose a ban on imports and refuse to sell you wheat, what do you do? Which wise government in the world would do that? At that time, they were saying that they should plant saffron and import wheat instead because it would be more economic and profitable.

The same is true of the area of oil and petrol. Mr.. President pointed this out. The natural gas condensate refinery that has been established in Bandar Abbas called “Star of the Persian Gulf” is an example of self-sufficiency. In the present time, about a third of petrol consumption – which is extravagant – is being provided by the same refinery. The present consumption patterns are excessive. The current figures – 90, 100, more or less, million liters per day - are excessive and it should not be like this.

However, about a third of this rate is being provided by the same refinery, anyway. The refinery began to work in the year 1386, but it stayed idle for a while and after that, it resumed work, again thanks to the Islamic Revolution Guards Corps. In the present time, it continues to work. Self-sufficiency means this and we should attach great significance to it. We should think of self-sufficiency in all areas. The power of the country lies in self-sufficiency. The country’s power and reputation lies in self-sufficiency. We should be able to satisfy our main needs on our own.

The third issue, which is another fundamental task, is the issue of facilitating the environment of business. I touched on this issue before. There are really so many contradictory laws in this and that organization, making production difficult. I have already brought this up two, three times in my meetings with government officials. I have demanded this from them, but there have not been enough efforts. I firmly request that you take this matter seriously. You should do something to encourage production. Well, today, everyone knows that the money volume has increased to a large extent. This money volume can be a source of disaster and inflation. It can invade everywhere and bring about destruction like a flood. However, it if directed towards production, it can be a source of divine mercy like a lake or a pool.

Why is not directed towards production? One of the reasons is that because producers are in a difficult situation, they do not find it economically profitable to engage in productive work. I said in my new year’s speech – on the first day of Eid – that there have been some individuals who have gotten along with the problems related to production, for the sake of God. I myself have seen someone saying to me that he could put his money in the bank and receive the interest – in a long-term deposit account with very high interest and without any trouble – but that he wished to engage in production for the sake of God because the country needs such production. Well such individuals are few in number. We should do something to help increase the number of such people by eliminating the obstacles in the way of production.

An important matter on the issue of the economy of the country is prioritizing agriculture. Agriculture is of primary importance both because it provides the people’s food and foodstuff and because it provides the most employment opportunities in the present time. According to a report, about 30 percent of employment is created by agriculture. Besides, if the issue of agriculture receives attention and if you pursue the problems of villages and villagers by moving processing factories and industries to villages and help sell products through villagers, this will in my opinion, help the progress of the country to a large part.

This is where it becomes clear how important agriculture is. Sometimes, we hear news showing that some production units have closed down, which is a very sad news every time one hears it. Important tasks should be carried out in this regard and I have written some of them down, but it is not necessary to bring them up here as there is little time left.

In the area of industries and mines, as I mentioned, we sometimes need such and such a component, substance and material for a particular industrial project and we have to import it from the outside. However, it is not possible to transfer money through banks because there are problems which make it impossible. Well we should show determination and produce it inside the country. One of the tasks that should definitely be carried out in the area of economic matters – the Ministry of Industries is in charge of this – is to do something to help our industries and mines to pursue their work smoothly.

Today we thankfully have many research groups. There are perhaps thousands of research groups in the country – both inside and outside universities, most of whom are young. I am in close contact with some of them. They come and go and I ask them questions: all of them are motivated with very good ideas. They discuss certain matters with us. When they say that they can produce such and such things, I – who am aware of executive work – know that this is exactly what government organizations need. It has sometimes occurred that we have acted as intermediaries to connect them together. My office has sometimes undertaken this task. I asked them to connect those research groups to such and such a ministry, helping them to further their goals.

We have a great source of wealth in this regard today. We have a unique source of wealth which is efficient and motivated manpower. Youth are motivated, indefatigable and patient. They are creative as well. The youth whom I know up close and with whom I am in contact directly or indirectly are like this. Most of them are pious, revolutionary, enthusiastic and energetic as well. The administration should benefit from such youth. The Ministry of Industries should present a clear plan. They should find the missing pieces regarding industries. They should issue a call asking them to work and providing them with the necessary resources. Such youth are usually able to achieve the goal with little money.

In the present time, one of the opportunities that exists is making up for the flood damages. Well, the recent floods inflicted many damages to the facilities and living conditions of the people. Our factories should resume work. One of the most important tasks is to adjust, plan and direct the funds that we have considered for flood-stricken areas in a way that they will lead to the development of the country’s factories. Production is this. We should not resort to unnecessary imports again. For example, we want to send such and such a product to flood-stricken areas, but we are short of that product or it does not exist at all in the country. In these circumstances, we can resort to imports, but this should not be the case. Instead, we should refer to domestic producers. We should coordinate facilities and funds like this. This was one issue.

Another issue is about housing development. As it happens, housing development is an entrepreneurial field in the country. One of the areas where we showed negligence in recent years was failure to attend to housing. Building houses creates many industries. It helps many industries to resume work. In other words, it leads to employment and production. It causes a boost in production. In the present time, we need housing in flood-stricken areas – whether the houses that need to be renovated or the ones that should be built. This is an opportunity which should be grasped. There are many organizations which can help the administration in this regard. The private sector can participate in this area. You can issue a call to the youth whom I mentioned. You should ask them to come and help. This way, there will be a great movement in the country regarding employment creation.

Notice that in confronting the enemy, the slogan of the Islamic Republic and the Islamic Revolution is resistance. The enemy wants to transgress and advance. There are two ways in the face of this enemy who constantly wants to advance: one is that you retreat. As soon as you retreat, he advances. The more you retreat, the more he will advance. And another way is to resist. Our own experience in the Islamic Republic – let alone experience obtained from history, the early Islamic era and the like – shows that resistance against the enemy pays off. Whenever we resisted, we achieved a positive result including in the Sacred Defense Era, in various areas, in the case of their security provocations and on economic matters.

One day, our annual oil revenues – the only way to earn revenues – reached about six billion dollars. Is there a hardship worse than this? Of course at that time, the population of the country was much smaller but nonetheless five, six billion worth of revenues is nothing for a country. However, we managed to stand firm and resist. The people stood firm. And it was not very difficult. It was not very difficult to stand firm. So resistance is very important.

Well it is one thing to resist in the area of the military, but it is quite another to do so in the area of the economy. In the area of the economy, resistance means what I have already said: strengthening the domestic economic structure, solidifying the fundamentals, taking issues seriously and pursuing them as well. One of our problems is failure to pursue matters. Matters are left laying idle. We begin something well, we start to move forward, but after that it is gradually abandoned. We should do follow-up. All the issues that were discussed are instances of resistance.

You should not pin your hopes on the outside in order to improve the affairs of the country. Others will not help us. They only inflict harm. Foreigners only do us harm. Take the case of Europe for instance. European countries are not America. We did not have a fight going on between us. We did not have a disagreement. We even had so-called good relations with some of them, but notice how they behaved on the issue of the Bar-Jaam [the JCPOA], their commitments and the like.

What is interesting is that they keep saying that they are committed to the Bar-Jaam. What does the commitment of Germany, France and England to the Bar-Jaam mean? One should ask them, “What do you mean when you say that you are committed? What are you doing to preserve it? What commitment do you have to the Bar-Jaam? What commitment have you honored?” They keep saying that they are committed. What does it mean? Well, things are like that. Therefore, we should not pin our hopes on the outside. We should look at the inside to improve the affairs. This is the main point.

Thankfully, there is not a shortage of forces. There are many forces. The country is big, the population is large and there are many young forces and human resources. The people should play their part on economic matters. I am not only addressing the administration and officials. A large part of economic work falls on the people. The people should help. They should help the administration.

For example, in the area of production that we spoke about – boosting production – the people can really invest and help. They can buy domestic products. Last year, the slogan of the year was about producing domestic products. Well, many people acted on this and good courses of action were adopted. This should not stop, rather it should increase on a daily basis. Domestic products and domestic productions should truly be preferred to foreign products in the eye of every Iranian. If they want the economy of the country to improve, this is one of the tasks.

One of the necessary tasks is to avoid buying things to an excess. Sometimes, we witness that on the basis of a rumor spread in such and such a social network – by malicious and untruthful individuals – suggesting that such and such a product might become expensive, the people rush to buy it. What is the necessity of doing so? They should not buy to an excess. They should not heed rumors and they should not consume in a wasteful manner. There are really some instances of wastefulness in certain cases, but it should not be done. These are the people’s roles.

Regarding economic matters, I had written down some points about banks and other such issues, but by Allah’s favor, I will discuss them with banking officials later on because there is no time now.

Now I want to speak about the US. There is no doubt that the enmity of the US – which began to show enmity from the first day of the Revolution – has taken an explicit form today. Notice that we should not think that the enmity of the US has intensified today. This is not the case. Its enmity has become explicit today. Before, there were the same enmities, but they would not speak so openly. However, the current politicians speak outspokenly. They say that they want to do such and such things and they issue threats. Well one should know that he who threatens in a loud voice is not as powerful and strong as his loud voice suggests. We should be more afraid of those who do not issue threats, not those who do so.

Therefore, today the Americans have made their enmity explicit. They care about the interests of the Zionist regime more than any other government. It should be said that the Zionists are at the wheel of many American policies, of course not necessarily the Zionist government in occupied Palestine, rather the Zionist cohort. It is the Zionist cohort that dominates their affairs.

And they need this. The current US government needs to cause a commotion and rant and rave. Notice that he [Trump] has been repeatedly saying, “Our policies have changed Iran. Today, Iran is different from the past.” It means that it is his policies that have influenced Iran. Of course, he is right. Iran has changed. The change is that the hatred of the people towards the US has increased tens of times. The hatred of the people towards them has increased.

And their approach towards seizing the interests of the Islamic Republic has become more and more unattainable. Our youth have become more determined to keep the country prepared. Our military forces are careful. Our security forces are more careful today. Yes, when he speaks about changes, these are the changes. Notice how wrong their calculation apparatus is. Their president says, “every Friday, there is a demonstration against the US in Tehran.” First of all, it is not Friday rather it is Saturday. Second, it is not Tehran rather it is Paris [referring to the ongoing demonstrations in France]! “Praise be to God Who made our enemies from among the fools” [Quoting a famous revayat. Supreme Leader and audience laugh]. This is how their enmity is. Well this enmity exists.

There is a point which is usually ignored which is the fact that the US is suffering from grave social, economic and other such problems inside its country. Of course, they have had some achievements in economic areas, but experts say that they are short-term and that they will not continue. However, their important social problems still prevail. And their government does not have a stable condition. The contradictory statements that they make – one says something, another says a different thing: today, they say something, but tomorrow they contradict it – shows their agitation.

I have written down something about the report that the United States Department of Agriculture has released: 41 percent of the Americans suffer from hunger and lack of food security. This is the condition of the US. So these commotions, rantings and ravings and their so-called economic pressures on the Iranian nation are exerted by such a government in whose country there are 41 million people suffering from hunger, according to the figures that they themselves have released.

As for their social condition, they have a center that tracks the vital statistics of the country. This center states that about 40 percent of births in the United States are illegitimate. There are over two million prisoners in the US which is unprecedented in the world! Compared to their population, it is unprecedented. In no country in the world are there such a large number of prisoners, considering population. The highest rate of consuming addictive drugs belongs to the US. Notice that these are social problems. So they are suffering.

Around thirty-one percent of public shootings in the world occurs in the United States. Every day, you hear, see and read in newspapers that there has been a shooting in such and such a school, club and subway station. This is their social condition. They are suffering. One feels pity for their people. In these conditions, what kind of person has become their president! Individuals who are far away from the truth and reality. Therefore, some people should not portray the enemy as very great and dangerous. The enemy is an enemy who is suffering.

Of course, we do not want to neglect the enmity of the enemy: “The enemy cannot be regarded as poor and weak” [from a poem by Sa’adi]. However, we should not regard him as very powerful and great so much so that others feel they cannot do anything in confronting him. This is not the case. The enemy is not such a strong enemy. The enemy is one who is suffering. His policies are wrong. Almost all of the policies that the current president has adopted – in political-security areas - in recent years have ended to their disadvantage.

Their regional policies are like this, their European policies are like this. And their policies in confronting Asian powers have ended to their disadvantage as well. Their policies are such that they have not been able to help them. The issue of the seven trillion dollars that he was speaking about during his presidential campaign continues to exist [referring to the expenditures of the US in West Asia]. They continue to spend. Of course, their hands are in the pockets of the Saudis. Therefore, they have not had any success in their policies. 

As for their policy of confronting the Islamic Republic, I will tell you that the US will definitely be defeated and it will end to our advantage. In the present time, certain experts in the US are issuing warnings – published in their press – saying that their pressure on Iran will lead to a great economic leap in Iran. They are saying this which is the truth of the matter. They will be defeated.

They are behaving in a reactionary way. The increasing strength of the Islamic Republic will thankfully intimidate the other side. So in reaction, they are resorting to such measures. Therefore, you should pay attention to this point.

Well, one sees and hears that he speaks about negotiations. Inside the country too, some individuals say, “what is wrong with negotiating?” Negotiation is poison! As long as the US continues to be what it is now - as Imam once said, “as long as he does not act like a decent human being”: this is how he worded it - our negotiation with the US is poison, even more so with the current administration.

Negotiation means reaching a deal. You give something and get something in return, but what he wants in this deal is exactly the strong points of the Islamic Republic. They try to negotiate on these issues. They will not say, “let us speak about climate conditions, natural resources and the environment.” Rather they will say, “let us negotiate on your defensive weapons. Why do you have defensive weapons?” Well, defensive weapons are necessary for every country. They will say, “let us negotiate on these.” What does “let us negotiate” mean? It means that if we are building missiles with such and such a range and precision, we should be lowering the range so that they will not hit their bases so much so that if they strike us one day, we will not be able to respond! Well they want to reach a deal on this!

Would you accept this deal or not? It is obvious that you would not. When you do not accept it, there will be the same game, there will be the same conflicts and commotions. The issue is not about religion, the Revolution and the like. No ardent and intelligent Iranian will enter a deal on their strong point. They will not do a deal with someone who wants to snatch those strong points from them. We need those strong points.

Our strategic depth in the region is very important. Well, it is important to every country. Strategic depth in the area of politics and security is the main criterion for the life of all governments and nations. Thankfully, our strategic depth in the region is very satisfactory. They are upset about this. They say, “let us talk on regional matters.” In other words, they want us to lose our strategic depth. They want to negotiate on these matters.

Therefore, negotiation is essentially wrong. Negotiating with a decent person [from the other side] is wrong, let along these people who are not decent. Negotiating with people who break their promises, who go back on their commitments and who are not committed to anything – they are not committed to morality, to legality, to international conventions and to anything – is ridiculous.

Of course, there is not anyone among our wise personalities who pursues this matter. As for the people, it is clear how they think. Of course, there are some people who make a noise here and there. Therefore, negotiations are absolutely meaningless and as I have mentioned many times before, such a thing will not happen.

In the previous US administration, when their politicians had a supposedly more clean-cut appearance, Obama wrote us a ‘love letter’ which we responded to after some time. He immediately wrote the second letter. Then I wanted to respond, but the fitna [sedition] of the year 1388 occurred. They happily resorted to the seditionists and defended and supported the sedition. They had a neat and decent appearance, but in reality they were like that. As soon as the fitna broke out here, all the things that they said, all their expressions of respect and love were completely forgotten and they joined the fitna orientation against the Islamic Republic. As for the current ones, it is clear how they are.

Therefore, the definite option for the Iranian nation is resistance in the face of the US. In this confrontation and resistance, he will be forced to retreat. And when speaking of resistance, resistance does not mean a military confrontation. When some people bring up the issue of war in the press, in cyberspace and the like, this is nonsensical. No war is going to be waged. By Allah’s favor, no war will be waged. We are not after a war, nor is it to their advantage to pursue a war. They know that it is not to their advantage.

As for us, we do not begin wars. We have never begun a war and in the present time, we will not do so either. This battle is the battle of willpowers. This confrontation is the confrontation of willpowers. And our willpower is stronger than theirs! As well as having a strong willpower, we are reliant on God: “That is because Allah is the protector of those who believe, but those who reject Allah have no protector” [The Holy Qur'an, 47: 11]. They do not have a protector, but we are reliant on divine willpower.

Therefore, the future will be a good future, God willing. And difficulties and hardships are not and will not be like what some people portray and describe them. By Allah’s favor, our own administration and the officials of the country will confront incidents and achieve a victory with determination, with power, with a strong will, with correct management and – as they mentioned – with new and fresh measures and thoughts.

Does Ayatollah Khamenei write his own speeches? They are quite a rarity in modern leadership either way. We don't hear the 'Custodian of the Two Holy Mosques' speak in such a way. Certainly puts Trump to shame too. This is a useful thread.

Salam , yes he always writes his own speeches & beside Islamic books he reads historical & political Novels like as Pride and Prejudice  by Jane Austen , The Red and the Black from Stendhal that describes it as story of Prophet Yusuf/Josef (عليه السلام) & majority of books of Romain Rolland

last book that he read is "A Peace to End All Peace" by David Henry Fromkin

The following is the full text of a speech delivered on May 20, 2019 by Ayatollah Khamenei, the Supreme Leader of the Islamic Revolution, in a meeting with poets and literary personalities. The meeting was held on the occasion of the birth anniversary of Imam Hassan Mujtaba ((عليه السلام).).

In the Name of Allah, the Beneficent, the Merciful

All praise is due to Allah, the Lord of the Worlds, and peace and greetings be upon our Master Muhammad, and upon his pure household especially the one remaining with Allah on Earth

I have written down certain points to discuss with the friends in the meeting if there was a chance for me to speak. However, before that, I would like to speak about certain issues which I have in mind. I will tell you that tonight’s poetry recitation was very good. The friends who read out their poems really did a good job, each better than the other. Tonight, this meeting outperformed itself which was thankfully beyond my expectations of this meeting and of the young poets who had not recited their poems on this occasion before.

I am very grateful and I thank Allah the Exalted for helping the movement of poetry in the country make progress, as manifested by a gathering like yours. Of course, there are many groups in Tehran and in other places who engage in poetry and the like. I am more or less in contact with them and I read their poems. They have not made as much progress as you have. They compose purely romantic and earthly poems which are devoid of wisdom and understanding, and which fail to touch on national and revolutionary interests – those friends are after such poems. And they might engage in ‘naked’ poetry. They have not made any progress. When I look at your poetry, I see that your themes, your lofty words and your innovation in utilizing content are really very impressive. I am very hopeful about revolutionary poetry – which is your poetry.

What I have written down to discuss is related to two issues and I will try to make it as concise as possible, God willing. One is about poetry in general and another is about the Farsi language. What I want to say about poetry is that the phenomenon of poetry is one of the miracles of creation. One of the miracles of the universe is the phenomenon of poetry, just like language itself. Language too is one of the most important miracles created by God in the universe. That you are able to convey your thoughts and your mental images to others in the form of words is a very important incident. It is a very great phenomenon.

Because we have gotten used to it, we do not pay attention to its greatness. This is much more important than the creation of the sun, the moon, stars and many other things on which Allah the Exalted swears. “[Allah] Most Gracious! It is He Who has taught the Qur'an. He has created man. He has taught him speech” [The Holy Qur'an, 55: 1-4]. The first thing that Allah the Exalted mentions after creation – the creation of man – is teaching speech. “Speech” is the miracle of the creation.

Among the different forms of speech, poetry has the characteristic of enjoying beauty. Not every speech is beautiful. Every form of speech is a miracle and it is important, but beauty exists in poetry. That you are able to convey a prominent concept to the audience in the form of the words that you put together is beautiful. It has beauty. The reason why it is categorized as art is that it has an aesthetic aspect.

Now that it is like this and that it has the privilege of beauty, it has turned into an efficient medium. Poetry is a medium, one that is very efficient. It is more efficient than other non-poetic means for conveying the concept. Most forms of art are like this. Of course, they are different from one another. Poetry for instance, has special characteristics and advantages - as is the case with other forms of art - which make it unique, but I do not want to enter into such discussions.

Well, the power of influence that exists in poetry brings about certain responsibilities. Generally speaking, all objects, all individuals and all phenomena that have a higher status, have a higher responsibility as well. If you - among other groups in society - can exert influence with your words, opinions and votes, then you have more responsibilities than those who cannot exert such influence. Therefore, poetry brings about responsibility and commitment due to this power of influence.

Poetry has a commitment. What is this commitment? It is putting oneself at the service of the divine enlightenment movement throughout the history of humanity. There have been two movements throughout history: the movement of clarity and the movement of deception or the movement of guidance, and the movement of deviation and aberration: “We sent aforetime our apostles with clear signs” [The Holy Qur'an, 57: 25].

This is one movement throughout history and “Then, by Your power, I will put them all in the wrong” [The Holy Qur'an, 38: 82]. This is what Satan has said and this is another movement. The duty of poetry is to be at the service of the first movement. And the reason is clear: this has been given by God. It belongs to God and it is a divine blessing. We are the servants of God. So, we should utilize all His blessings at the service of the orientation of nubuwwat and divine guidance. This is the commitment of poetry.

Of course, there are many notions in this regard. Some people have an erroneous logic on the basis of which they separate the aesthetic and artistic aspect of poetry from its didactic aspect. They divide poetry into two forms: one is poetry which has a mission, responsibility and commitment and poetry which is purely poetic. They say that the former is not poetry and they refer to it as a slogan. This is a completely false argument which originates from either ignorance or lack of knowledge.

Notice who the peaks of Persian poetry are: Sa’adi, Hafiz, Moulavi [Rumi] and Ferdowsi. They are the peaks of Persian poetry. Notice in which direction the poetry of these individuals, who are the artistic and poetic peaks of our entire history, has moved. One of the works of Sa’adi is the “Bustan” which is his best work – “Gulistan” is the best after the Bustan. If you take a look at the Bustan, you see that this extraordinarily outstanding artistic work has always been at the service of morality, instruction and commitment. The Bustan is like this from start to finish. In other words, the art of poetry is at the service of morality in that work:

“Oh Sa’adi, if you want to be in love and enjoy your youth,

 know that the love of Muhammad and his household will be sufficient” [From the qasidas of Sa’adi].

 

Or, “I am happy in this world because of Him who is the cause of such happiness in the whole world

I love the entire world because of Him who possesses the entire world” [from the ghazals of Sa’adi]

 

Or, “I will swiftly take the poison because the witness is the Saqi

I will eagerly endure the pain because the cure is with Him” [from the ghazals of Sa’adi]

 

The same is true of the poetry of Hafiz. Of course, I believe that there are some earthly poems in his collection, but mystic poetry is undoubtedly the prominent and outstanding aspect of his work. Great personalities like the late Allamah Tabatabai used to interpret the poetry of Hafiz for their pupils and they have written and collected them. The poetry of Hafiz enjoys such mysticism.

 “Your love will come to your aid if like Hafiz,

you read the Qur'an by heart in fourteen different narrations” [from the ghazals of Hafiz].

 

Hafiz is like this. We can hardly read the Qur'an from the book, but he could read it by heart in 14 different narrations. There were seven well-known qura [reciters of the Holy Qur'an], each of whom had two narrations. So, it makes 14 narrations. They were like this. This is the peak of poetry.

The same is true of Ferdowsi. Ferdowsi is known as “Ferdowsi the Hakim.” Notice that among our poets, there is someone known as “Ferdowsi the Hakim.” The wisdom of Ferdowsi is a divine wisdom. Wisdom has been inserted in the depth of his poems. There is wisdom in all or almost all of his stories. That is why they describe him as Ferdowsi the Hakim. We describe very few poets in history as hakim, but he is known as Ferdowsi the Hakim.

As for Moulavi, well it is clear how he is. His poetry is completely imbued with mysticism, spirituality, the truth, original Islam and purely monotheistic teachings. He is the same. They are the peaks of Farsi poetry. If we think that the artistic and aesthetic aspect of poetry is separate from its spiritual, didactic and instructive aspect, we should eliminate all these poets from the circle of poetry, saying that their works are not poetry, whereas their works are among the best Farsi poems.

The same is true of Arabic poetry, as far as I know. Sayyid Hemyari, Farazdaq, De’bel and the like - who are the outstanding personalities of Ahlul Bayt and Imami poetry - are the same. They are the best poets. I think that I have once spoken about “The Book of Aghani” which is the biography of poets. In that book, there is a section on Sayyid Hemyari. It says that Sayyid Hemyari was the outstanding poet of his time - perhaps it says that he is the best poet of his time. After that, it says that his only flaw was that he had insulted the great personalities of the early Islamic era. If it were not for that flaw, it says, we would have spoken more about him.

After that, he [the author] begins to recount his biography. I think that his biography is longer than all other poets: about 50, 50-plus pages. This is how great Sayyid Hemyari was. As for Farazdaq, it is clear how his poetry is. The same is true of the poetry of De’bel. They are the peaks of [Arabic] poetry. Their poetry was at the service of spirituality, Ahlul Bayt and the like. Therefore, we should say that those who separate original and pure poetry from its artistic aspect do not have literary and poetic knowledge. In other words, they use a fallacious argument. They understand certain things for themselves and they mention them without any reason.

I should add that this is a mutual interaction. When we put our poetry at the service of lofty moral concepts, monotheism, the virtues of Ahlul Bayt, moral values and the constituents of national and revolutionary interests, it is not the case that we have merely rendered services to those values and those teachings. By doing so, we have also rendered services to our own poetry. Poetry is improved this way. I think that - as far as I remember - all your poems tonight were committed and dutiful poems and they were, fairly speaking, at a high and good level. To be fair, their level is different from that of poems which are purely on romantic love - purely earthly love. These poems enjoyed a special transcendence and a special level. Therefore, there is a mutual interaction.

Of course, I believe that poets can include their own personal worries, annoyances and pains in their poems and there is nothing wrong with that. I am not saying that poets do not have the right to compose a ghazal about their own feelings of sadness, their desires and their agitation. This is not what I believe at all. They can compose such poems, but they are only one chapter among the different chapters of poetry. The main chapter of poetry is the one on commitment.

Fortunately, today, we have many committed poets in the entire country. Of course, I am not saying that everyone is like this. There are some individuals who are completely out of this circle. I am not totally unware of their condition, their poetry and the value and influence of their poetry. However, the main poetic orientation of the Revolution is thankfully a committed orientation, including religious poetry, moral poetry, political and revolutionary poetry, poetry on moral and monotheistic values, and hekmi [wisdom] poetry. Of course, hekmi poetry is unfortunately rare. I have offered some words of advice in this regard before, but few of our poets enter this arena.

This group of poets have fortunately made good progress today. Those who do not consider these as poetry, who say that this is a slogan and ideology, who sound as if they were opposed to the utilization of ideology in poetry use deviant matters and deviant ideologies in their poems a lot more than you do! They are not opposed to the utilization of ideology in poetry, rather they are opposed to the ideology that you use in your poems no matter what form and what language you use! Their approach is the same if you use such ideology in the form of poetry, in the form of films and in the form of storytelling. Therefore, you should pursue this direction.

The poetic orientation and the kind of poetry that you compose has thankfully made great progress. And it does not matter which poetry you compose: be that poetry on Islamic teachings, on advocating Ahlul Bayt, on revolutionary teachings, on the current issues of the country, on the important events of the country - such as the poems that the friends recited on Yemen and various other matters of the world of Islam - or on praising the behavioral beauties of the nation.

Notice that our people have beautiful dispositions. The way our people behaved on the issue of the floods in the north and south was very beautiful. Those who are aware of the developments – including in Golestan, in Khuzestan, in Khorram Abad and in Ilam: these were the important areas which suffered from the recent floods - and those who are aware of the presence and sacrifices of the people know what a beautiful epic and glory our people created. 

Well you can include and describe this in your poetry. When you include such concepts in your poetry, it becomes in fact the flag of national identity. It becomes the flag of the identity of your nation no matter if you compose poems on Islamic, revolutionary and national teachings, on moral values or about such events. When you compose poems on these issues, your poetry turns into a flag of identity. And my dear ones, identity is very important to every nation. A nation that loses its identity is easily squeezed and crushed in the fists of foreigners. This was about poetry.

As for the language, the truth is that I am worried. I am really worried. In the area of poetry, the poems that you compose are fortunately good poems and they enjoy a solid language. However generally speaking, language is wearing down. One can witness this. Tonight, one of the brothers from the radio was present here and he spoke with me about a very good development. However, I have a complaint about the IRIB because instead of promoting proper, standard and refined and completely correct language, it is promoting a kind of language that is devoid of any identity, that is sometimes wrong, that uses wrong terminology and that worse than all, uses a language stuffed with foreign and western terminology.

When a writer and translator uses a foreign word in his writing - during translating an English or French article - and when your presenter uses the same words once, twice on TV or on the radio, this will be used by everyone. We are polluting our language with detrimental elements without any good reason and without any supervision and control.

Sometimes, a language does not have a specific term and therefore, it borrows it from another language. Of course here too, we should exercise supervision. Once, in a meeting with literary experts working on Farsi which was held many years ago, I said that when Arabs borrow a word from westerners, they make it Arabic. This is very good, but we do not do so!

We are even committed to pronouncing them with their foreign accent! In the beginning of the Revolution, when we had meetings with revolutionary and other officials, they sometimes used the word “commission” and “committee”. There were some individuals who had graduated from France who would pronounce them with a French accent like “commité”, and they were not satisfied, they wanted the exact French pronunciation [audience laughs]! What is the necessity of doing this?

I said in those meetings that we could have used the word “televisan” – which sounds like Farsi - instead of “television”. The Arabs too use the word “telefaz” - which is a combination of Arabic words, like “merhaz” - when television was first introduced. In Farsi, we do not have any word similar to “radio.” Very rarely can we find words like “radio.” Would it have been problematic if we had referred to “radio” as “radian” so that it would have sounded like Farsi? There would be nothing wrong with that, but we did not do so.

Intrusive words keep entering into the Farsi language and they are being used repeatedly. They use them in the press, they repeat them on the radio and on television and they use them in books as well. Nowadays, there is cyberspace too. They use them in cyberspace as well. I am worried. One of the tasks that should really be carried out is this.

The organizations in charge of artistic affairs can work on this area. Those officials who can be addressed in our meeting are Mr.. Salehi - the honorable Minister of Islamic Guidance - and Mr.. Mo’meni, the head of the Art Division. You should really think on this matter. You should not let the Farsi language become subject to erosion and destruction. We should preserve it as much as we can.

When I sometimes look at the taghuti regime, which was dependent on foreigners and westerners in all affairs, I see that there was some tinge of zeal regarding language. They had some principles in this regard. In the beginning of the Revolution too, we were very good in this respect. Later on, we gradually became self-indulgent.

In the world of poetry too, this state of self-indulgence and decadence has appeared, but in the area of composing songs. Some of the songs that are composed are really at a very low level. In terms of the content, they are obviously flawed, but even in the area of linguistic structure, some of these songs have very bad forms. That is while these songs with the same poor structure are performed on television and on radio – let alone through underground outlets and the like. They are repeated in the opening sequence of films and thus they are promoted in society.

In my opinion, you should think about these matters. Songs composed during the early revolutionary era, such as the one recited by the gentleman in the meeting: “This cry of freedom, rising from the east”- very beautiful! May God have mercy on [the late] Hamid Sabzevari. He composed many such poems. Therefore, we should preserve the value of the language.

My dear ones, notice that this language has been continuously preserved by poets - and partly by writers, but mainly by poets - for many centuries. An example is the language that Sa’adi has used. If you want to use the same concepts in the poem that I just recited - “I am happy in this world because of Him who is the cause of such happiness in the whole world” - can you find words better and more eloquent than this? Another example is this:

 “Where are you, Oh Godly martyrs?

You adventurers of the plain of Karbala” [from a poem by Moulavi]

 

Would you have guessed that this is a poem by Moulavi? This is a poem by Moulavi composed 800 years ago, but it looks as it were composed for the present time. Its language has been transferred to us in such a healthy way. It has travelled many centuries until it has reached us. Despite the fact that the Indian style of poetry is complex and abstruse, its language is a refined and strong one. In particular, the outstanding poets composing in the Indian style - poets such as Saeb, Kalim, Hazin and Bidel – have used language which is really perfect.

 “There isn’t anywhere Your song isn’t

The world is full of Your presence, while Your place is empty”

 

 “Although all creatures come begging at Your door

No creature knows where You reside” [from a poem by Saeb Tabrizi].

 

If you were supposed to use the same concept, today after the passage of 400 years from the life of Saeb, can you find words clearer and more eloquent than his? They have preserved the language like this and they have passed it to us. Now, should we give it to such and such untalented - really untalented - song composers so that they would ruin and spoil the words? And after that, should we publish their work with the [public] funds of bayt-ul mal, broadcast it in the IRIB and promote it in other governmental and non-governmental organizations?

I hope that Allah the Exalted will give us the blessing to carry out these tasks correctly, God willing. I am very happy to have met the friends tonight. I hope that God will bestow success on all of you, God willing.

You will witness the end of the U.S. and Zionist regime who are the enemies of humanity

The following is the full text of a speech delivered on May 22, 2019, by Ayatollah Khamenei, the Supreme Leader of the Islamic Revolution, in a meeting with students on the 16th day of the month of Ramadan.


In the Name of Allah, the Beneficent, the Merciful

All praise is due to Allah, the Lord of the Worlds, and peace and greetings be upon our Master and Prophet, Ab-al-Qassem Al-Mustafa Muhammad, and upon his pure, immaculate and chosen household, especially the one remaining with Allah on Earth

Today’s meeting is thankfully a very energetic and lively meeting. The characteristic of youth is primarily, liveliness and enthusiasm and by Allah’s favor, this will be a source of progress and of using opportunities in the country.

Most of the youth who spoke today expressed their concerns and addressed existing problems. This is good and there is nothing wrong with it. I am not opposed to expressing concerns and problems. I am completely alright with stating these things, but one should be careful with one’s words. This is because carelessness in speech and in the words that one chooses may bring about undesirable external impacts as well as divine questioning. Therefore, we should criticize carefully. This spirit of liveliness and making demands - I will expand on this later on - is very good.

Before I begin my statements, I would like to speak about the points that the friends in the meeting raised. I wrote down the main points that they discussed: there were two, three points. One of the friends - an honorable speaker - asked if the problems that we witness in society today - the shortcomings and hurdles some of which you pointed out - are related to the system or to officials. The structure of the Constitution is a good structure. There is nothing wrong with it. Of course, structures are completed in the course of time. Their shortcomings and gaps are eliminated and filled in, in the course of time. This is a natural process. For example, one day we did not have an Expediency Council. It was a shortcoming and a gap. Today, we have this Expediency Council. And there are other such achievements and this is the case in all systems in the world.

For example, regarding a presidential system like the government of the United States - today, 200-plus years have passed since its formation - I was reading a few years ago that they are establishing certain organizations or eliminating certain other ones. In other words, they are completing the system. Therefore, there is nothing wrong with the structure. The structure is good. Of course, it is possible to make amendments to it.

As for the parliamentary system - one of the friends in the meeting discussed this - this issue has already been debated. In the assembly that was held for revising the Constitution, we discussed it at length and we reached the conclusion that we have today.

The problems ensuing from a parliamentary system, at least for us, are more than the problems resulting from a presidential system. In any case, I do not see any problem in the structure. Of course, we officials have certain shortcomings. There is no doubt about this. Officials have certain shortcomings. They have different tastes and they have certain limitations and shortcomings. The result is that we sometimes make a mistake in our moves. And our mistakes are not like the ones made by an ordinary person. When we make mistakes, they can create deep cuts in the fabric society.

Another matter discussed by the friends was that we should put an end to privatization. Of course, grave mistakes have been committed in the area of privatization which was pointed out by our dear brother. I too have issued some warnings and consequently, they have improved certain areas and they have prevented some tasks from being carried out. There are specific problems in privatization, but the essence of privatization is what the economy of our country urgently needs. This is one of those elements which completes the structure and which did not exist on the first day.

We looked at the related article in the Constitution and we announced what we understood from it. And all experts have approved of it in all aspects. They have announced that it is a good measure - and it is really so - and that it should not be stopped. However, in practice there are some problems like in other areas. As a result, some mistakes have been made and some negligence has been shown. Perhaps, there have been errors in this regard which should be made up for. Our responsibility is to prevent errors from being made.

Another issue is that they have associated this humble person with confronting revolutionary youth. You should not believe this. I will never confront revolutionary youth. I have always approved of the youth involved with the revolutionary orientation and I will continue to do that.

Of course, this does not mean that if a number of revolutionary youth commit a wrongdoing and a mistake, I will approve it. This is not the case. One day, I myself was a revolutionary youth in this country. I have spent my whole life on this path. I look at myself and I see that I have made many mistakes. So, revolutionary youth might also make certain mistakes which I will not approve of. However, I definitely approve of revolutionary youth. If something is said in this regard, you should never accept and believe it.

One of the friends said that they have associated the Leadership with ratifying the Bar-Jaam [the JCPOA]. Well, you thankfully have eyes and good intelligence. You understand everything. You should look at the letter that I wrote and see the terms of the ratification. In that letter, certain terms have been mentioned for ratifying the deal. Of course, if those terms are not observed and acted on, the duty of the Leadership is not to jump in, saying that the Bar-Jaam should not be adhered to. Of course, this in itself poses a question about the responsibility of the Leadership in such circumstances.

I believe that the Leadership should not enter the arena in executive areas and that he should not execute something or prevent something from being executed unless that specific course of action is related to the general movement of the Revolution. In these circumstances, I get involved, but in other cases no.

So no, I did not much believe in the Bar-Jaam in the way it was implemented and realized and I have pointed this out many times to the officials of this matter - Mr... President, the honorable Minister of Foreign Affairs and others - I have said this and in many cases, issued warnings to them.

Some of the friends made certain criticisms which are good. Many of them are legitimate, but you should not criticize in a very harsh tone. You should pay attention to two points: one is that when making criticisms, you should not let the other side take advantage. In other words, you should not speak in a way that they can sue you in a court of law. You should pay attention to this. Perhaps, I have issued warnings in this regard two, three times in my meetings with youth. You should pay attention that you should not speak in a way that the other side can take advantage of it by convicting you in a judicial sense. This is one point.

The second point is that you should avoid behaving in an extremist way when it comes to speaking. Notice that in the Qur'an, when God says something about unbelievers and the opponents of the Holy Prophet, He says afterwards, “But most of them ignore the truth” [The Holy Qur'an, 6: 11]. The Qur'an does not say, “All of them ignore the truth.” Rather, it says “most of them.” This means that there are some among them who are not included in this verdict.

It should not be the case that you reject a group of people downright or criticize them in this way. This is because some of them may not be relevant to your criticism. These are warnings that are important. You are my children. You are really like my own children - I would like the direction that you are taking to be a correct direction.

Now, I wish to speak about the points that I have written down. I do not know how much time I will have. [One of the participants asks the Supreme Leader to continue his speech even after the iftar meal and His Eminence responds, “Speaking after iftar will be very difficult.”]

The first point that I have written down in the beginning of my statements is benefiting from the opportunity of the month of Ramadan by making the most of your youth. My dear ones, the month of Ramadan is a very good opportunity for cleansing one’s heart and soul and for strengthening one’s relationship with God. And you need to strengthen this relationship- all of us do. The month of Ramadan is a very good opportunity to that end. Getting close to the Qur'an, to daily prayers, to various duas and to the fasting obligation are the blessings of God for you. These are the ingredients of this divine feast which has been refereed to as “the divine banquet” in narrations.

The fasting obligation is one of the divine benefits that Allah the Exalted bestows on you in this feast and banquet. Praying is another benefit. The same is true of daily prayers. And this will empower and influence you - you, who are young - tens of times more than it will influence us who are at an advanced age and at the end of the line. This is how it is. You should appreciate its value.

The opportunity of being young which is available to you is non-renewable. You should grasp this opportunity to turn your relationship with God, with daily prayers and with the Qur'an into a habit: a good and decent habit. Then, this habit will be with you until the end of your lives. If you do not do so, it will be either impossible at an old age or it will be difficult for some individuals. It will be possible, but it will be difficult. However, if you do this now, this will accompany you like a permanent inner characteristic and it will be a provision for your youth. Therefore, you should appreciate the value of these fasting commitments, these acts of worship and these daily prayers. You should strengthen your relationship with God and you should continue it even after the month of Ramadan, God willing. This is our first word of advice.

According to the reports that I have received, in the past one, two years, student associations and groups have carried out good tasks on different issues - including on domestic and international issues.  For example, regarding privatization, one of our brothers said that students have entered this arena. Students got involved with the issue of the Haft Tappeh Sugarcane Company and the Tabriz Machinery Manufacturing Company and they really solved a problem. Despite the fact that they neither have money nor legal power, their presence can accomplish a great task and resolve a big problem.

Another area where they can exert influence is their support for laborers or their demands from different organizations. These demands have been influential. If student groups make certain demands from the judiciary and legislative branches and the Expediency Council, this will be influential, as has already been influential. This is what you have already done and it is very good. These moves have been made in the past one, two years and we can see these activities in student groups.

Other examples are participation in the area of international and regional matters, on the issue of Yemen, on the issue of the recent incident in New Zealand and on the issue of Nigeria - where students showed their presence, and in various other areas. It is good to announce one’s presence.

Sometimes, it is good to organize a gathering in front of such and such an embassy. Of course, this should be done in a tranquil, careful and reasonable way and by showing one’s rational and spiritual power. It is not the case that climbing the walls of an embassy is always good. In certain cases, it is good like on the issue of capturing the Den of Espionage [audience laughs]. That was good, but it is not always like that. But your presence, your demands, your reasonable ideas, your display of power and your gatherings will be influential. You may not see the impact immediately, but you should know that such moves have been influential. So, your participation is one of the areas that I stress and approve of and that I wish to continue.

According to the report that I have received, the issue or the movement of book reading has not been very popular among student groups. This is something that I have always advised. I would like to repeat: you need to read and to know. If there is time, God willing, I will speak about this again. You should launch book-reading movements. You should read books and study. In my previous meetings with students, I frequently spoke about the books of Shahid Motahhari, but I do not want to say that you should merely read his books. You yourselves, your intellectual committees and your seniors should make a list of studies. You should develop, design and define a curriculum for different places and different groups of students and you should do tasks like this. This is a very necessary course of action.

Well, I had some issues in my mind to discuss. I have written them down under the section related to the Second Phase of the Revolution Statement. I do not want to speak about the Statement, but I wish to discuss these points with you now that the statement has been brought up.

Notice that the Second Phase of the Revolution Statement was a general portrayal of the Revolution’s past, present and future. Well, forty years have passed from the Revolution. That Statement was a general portrayal and we did not enter into details. The Statement was a general portrayal of the main issues of the Revolution. Four main points were stressed in that Statement:

The first point is the greatness of the phenomenon of the Revolution. Many people do not pay attention to this. I wanted to draw attention to this point. I wanted to call attention to the phenomenon of the Revolution. Both the emergence of the Revolution in this specific geographical area and at this important historic juncture and after that, the survival of the Revolution are important. Therefore, this is one point: the greatness of the Revolution both in terms of its occurrence and in terms of its survival.

The second point is the greatness of the path trodden and the performance of the Revolution until today. This is in stark contrast with those who insist that the Revolution has not had a positive performance. In that Statement, I briefly stated that this is not the case and that the Revolution has had a completely outstanding and brilliant performance in various areas including in political, social and scientific areas and in the area of justice and freedom. The Revolution has had an outstanding performance in the area of all important human, national and international demands. So, the second point is the greatness of the performance of the Revolution.

The third point specified in the Statement is the greatness of the outlook that we wish to reach. This is about where we want to go, what we want to do and where our goal lies.

And the fourth point is the greatness of the role that young committed forces play: not every youth, rather those youth who have a sense of commitment and responsibility. The greatness of the role that this group of people play means what part committed youth play on the path that we have ahead of us and in reaching that specific outlook.

These were the four points that we wanted to stress in that Statement. Of course, as I said, they were discussed briefly. Many things cannot be explained in a statement. One should write one, two books in this regard. However, there is room for explaining, examining and deliberating on these ideas.

Well, we need a public movement to reach that outlook. A public movement should be launched in the country. Of course, the movement already exists, but it should have more discipline, it should get accelerated and its movement towards that outlook should be tangible. This movement naturally pivots around committed youth. It is committed youth who are the pivot of this movement.

When I say “youth”, I do not necessarily mean 22, 25-year-old youth. Of course, 22, 25-year-old youth can accomplish many things. What our dear sister said is really true. She said that those in their twenties should be compared with those in their sixties. And all of you clapped for her. So, twenty, twenty-five-year olds are also included, but when I speak about youth, I do not only mean youth in their twenties. No, thirty, thirty-five, and forty-year old individuals are also young. They too can play their part in this arena. They can work as well. If these individuals are committed, they can bring about a deep transformation in the managerial system of the country.

Now a question might be posed here which is about the process of the entrance of youth into this public movement. You are committed youth and you want to be present in this public movement. How is your presence supposed to take place? This is what I have written down to discuss with you. I wish to explain this.

Please pay careful attention. If a reasonable, disciplined - by “disciplined” I mean that the movement should not be chaotic, tumultuous and the like: sometimes public movements are accompanied by commotion, uproar and the like, such movements are of no value - correct, orderly and logical movement is supposed to be launched, it needs a few things:

First of all, it needs knowledge about the scene. In other words, those who launch this movement or are its pivot or at least propel it forward should have a correct understanding about the scene. They should know the elements involved on the scene. Today, you want to launch a movement in your country and in the Islamic Republic. Therefore, you must know in what condition the Islamic Republic is today, who it is faced with, whom it confronts, what its opportunities are, what threats it faces and who its enemies and friends are. This should be known and understood.

Another element necessary for this movement is that it should have a specific direction: a reasonable and acceptable one. In the public movement of the Iranian nation which has been proposed and put forward by us, this direction is a movement towards the creation of an Islamic society and an Islamic civilization. We want to move towards the formation of an Islamic society. This public movement should help us reach that point and ultimately, it should help us create an advanced Islamic civilization. This was the second element.

The third element that the movement needs is that there should be a hope-generating parameter and a bright spot. In every movement, if this bright and hope-generating spot does not exist, it will not move forward. Fortunately, this is completely accessible in our country, in our society and for our people. That bright spot is the national capacities that we have identified. Today, even you youth have identified your national capacities. The Iranian nation has shown that it is perfectly capable of accomplishing great feats. The Iranian nation launched the Revolution and launched the formation of the Islamic Republic. These courses of action are like a miracle. The formation of the Islamic Republic in that day’s bipolar world of capitalism and communism was like a miracle. It is really like the miracle of passing through the sea which happened to Bani Israel or the cane of Moses. It is like a miracle.

Well, the Iranian nation accomplished this. This is a very important capacity. And later on, they managed to maintain it. Others too carried out such tasks a few years ago, as you witnessed. Some North African and other such countries adopted such courses of action [referring to revolutionary attempts in African and Arab countries known as Arabian Springs], but they could not hold onto them. However, the Iranian nation managed to do so. The Iranian nation managed to stand up to great superpowers and force them into retreat. So, this in itself is a hope-generating spot. We have this hope-generating spot. Of course, there are many sources of hope, one of which is this.

Another hope-generating spot is that the opposite front to us is worn down. I say without any doubt - of course as soon as I say this, some people embark on justifying, interpreting, denying and the like, but I say this with certainty and I can prove it, but there is not enough time now - that today western civilization is declining. It is really declining: “Or he that lays his foundation on an undermined sand-cliff ready to crumble to pieces? And it does crumble to pieces with him, into the fire of hell” [The Holy Qur'an, 9: 109].

It is at the edge of the abyss. It is like that. Of course, social incidents and developments occur gradually and they are not felt at once. Even western thinkers have felt and acknowledged this. This is another hope-generating spot for us. 

The western materialistic civilization is opposed to us and it is being worn down. This is another hope-generating spot. And after that there is God’s inviolable promise: “If you help the cause of Allah, He will help you” [The Holy Qur'an, 47: 7] and “And whose word can be truer than Allah’s?” [The Holy Qur'an, 4: 122]. Who is more truthful than God? Whose promise is more genuine than that of God? God says, “If you help the cause of Allah, He will help you.” If you help God - that is if you move towards an Islamic civilization and society and towards implementing God’s religion - He will help you. This is another hope-generating spot. Therefore, the third element - the existence of hope - is there as well.

The fourth element is that at every point in time, there is a need for some practical procedures. At every point in time, certain practical procedures are needed. Well, this is our point of discussion. What you are asking - the young generation might have this question which is a hidden question - is what the practical procedures are for you to enter the arena as youth. Well, in order to clarify the four elements that we mentioned - all of which are needed for a public movement - we need active minds and eloquent tongues. However, the last element - practical procedures - requires guidance, concentration, follow-up and continuous and consecutive diligence so that it can help the great caravan of society and more importantly, all the youth of society move forward.

Whose job is this? Whose responsibility is it to bring about this concentration, to formulate this plan and to find and present these procedures? This falls on medium-level links. This does not fall on the Leadership, the administration nor other organizations. This falls on groups from among the people themselves.

Fortunately, today, we are not short of these groups. We have outstanding intellectuals in various areas which are needed among our youth and our officials. They can engage in planning and guiding. Student associations are an example of these groups. Experienced and active groups in cultural, intellectual and other such areas are another example. Whoever is more active in these areas will be more influential. Affairs will be in the hands of those who are active. Laziness, apathy, dispiritedness and the like will be of no use.

I have written down examples of the tasks and duties that can help the young generation in their pivotal role in the public movement of society, and that give them the necessary capacities. I have written down some examples. One is the formation of cultural committees. Establishing cultural committees throughout the country and in mosques - as it happens, this was touched on by one of the friends in the meeting - is an example of these tasks.

When I spoke about “fire at will”, it is related to these groups: to active groups in cultural areas which can exert deep influence. This has been the case from the beginning of the Revolution and in the present time, it is no different. In the present time, whenever you find a group of young individuals - disciplined and intelligent youth with active minds - which engage in cultural work, for example at a mosque and at a mourning hey’at, as the friends in the meeting mentioned, you know that they can influence other youth, the neighborhood where they are working, their relatives and other student groups. They can bring about a movement, engender determination and create a worldview in a group of people.

Another task would be to form groups working on political activities. Of course, I do not mean partisan work. Doing partisan work is something that I do not find beneficial, but political work is not confined to partisan activities. Making political analyses, understanding political events and conveying them to others is a fundamental task that facilitates, shapes and helps the general movement of society. This is one of the tasks.

Holding round-table discussions and free debates in universities is another activity. I have frequently stressed and advised this. Well, there has not been much progress in this area. Who should do so? If you are waiting for the head of the faculty or the cultural deputy and other such officials to do it, it will be of no avail. It is you who should do it. You should hold free debates in universities. However, as I said all these moves should be made in a disciplined way. These tasks should be carried out in a disciplined and well-informed manner and by conducting detailed studies with the help of individuals who have active minds and eloquent tongues. These measures will definitely be helpful and influential.

In the present time, those students who are members of student groups do not make a high percentage of the overall students of the country. If you adopt these measures, this percentage will definitely go up. Well, a student who is not committed and who is busy doing irrelevant things will not exert a positive - if not a negative - impact on the progress of the country. You can exert influence with this procedure. This is another chapter. One of the solutions and procedures is this.

Another procedure is to form movement-based groups working on international issues. As I mentioned, a number of groups have proceeded with these measures. For example, they invited active students from Resistance countries to Tehran and other cities. They gathered together and held good meetings. We received the news in this regard. Such courses of action can be adopted. This means being active with the issues of the world of Islam. Certain groups should be formed and pursue these tasks: the issues of Gaza, the issues of Palestine, the issue of Yemen, the issue of Bahrain, the issues related to the Muslims of Myanmar and the issues related to European Muslims.

One of our points of debate in active student environments is related to European Muslims, which requires a long discussion. Another area of study is the issues arisen in some countries such as the events in Paris. These events can be examined, studied and activated. In other words, certain student groups can work on such incidents and on regional incidents. This is another procedure.

Another procedure is to form scientific groups and to cooperate with scientific centers. Another procedure is to cooperate with knowledge-based companies and to engage in economic work. Another very important procedure is doing work related to public service such as the jihadi groups which go to various areas. This is one of the best pieces of student work. The more these tasks develop and the stronger and more purposeful they become, the better it will be. They will strengthen the body and the soul and lead to the creation of that public movement.

Engagement in popular information activities: many tasks cannot be accomplished by our intelligence organizations and or they remain idle for different reasons. And we receive a lot of information in this regard through vigilant and well-informed elements and this has been helpful. They have sometimes given information to me. This has been effective as they have pursued it and consequently, positive courses of action have been adopted. For example, they give information on abuse of responsibility as related to smuggling and various imports, examples of which were mentioned by the friends in the meeting - for example, instances related to dog food and the like. Certain groups can be active in this respect.

Another procedure is doing social work. In the list that I presented, seven, eight, ten, twelve procedures have been enumerated. However, one can find 50 procedures like this. An example of social activities is the tasks that I mentioned regarding Haft Tappeh. Students did a good job in this area. They are done by groups whose work may not be related to one another, but they should be guided. There should be planning on this. All these courses of action should be planned by youth.

Of course, all these measures should be adopted by getting inspiration from the general direction that I spoke about: creating an Islamic society and an Islamic civilization. In all these tasks, planners and decision-making centers - as I said, they should be undertaken by medium-level links - should pay attention to the general direction.

What will be the result of all these procedures? I have written down in my notes that the result will be drawing the committed young generation to the management arena of the country. One of the friends in the meeting was complaining that they do not let youth enter the arena of management. Well, how should they enter the arena of management? Entrance into this arena for the young generation takes place with these ways.

Naturally, if the young generation enters the arena of management and if the high-ranking managers of the system are from among committed youth - as I said, they should be committed hezbollahi youth: they should really be hezbollahi in the true sense of the word - then the public movement of the country will naturally thrive and it will be accelerated and realized. So, in my opinion the question ‘how are youth are supposed to enter the arena of such public movement’ has clear answers some of which I explained. 

Of course, these activities should not harm the academic work of young students. They do not contradict each other. When you say, “the long-term policy of the system is scientific progress and breaking the current borders of science and moving forward”, this is correct. We should undoubtedly conquer the peaks of science. However, these tasks should not be a barrier in the way of this. They are not contradictory. You can both engage in these activities and make scientific endeavors. You can be outstanding students and achieve high ranks at different fields and at the same time, you can participate in jihadi groups, in student committees, in public service associations and in journalistic work.

One of the friends in the meeting said something about periodicals and publications. I believe that those who write and work in student publications should form groups for continuing their work after their graduation. What he mentioned is correct. Those who write in different publications were students one day, but not all those who dabbed at this while they were students entered the arena of writing in publications and in the press and the like. In my opinion, they can work on this as well. I have written down: creating a network of active student-writers in student periodicals for continuing activities in the area of publication.

I would like to raise two additional points about students. What I expect young students and you dear youth - whom I really like - to do is that you should assume a pioneering and voluntary role. You should not wait for others to push you forward, in particular those youth who are members of student associations. You should make voluntary moves. Each one of the youth who have intellectual dispositions - there are some youth who take a leading role in intellectual areas and there are some who take a leading role in executive areas - and who have capabilities in different areas should be self-sufficient and autonomous, just like revolutionary activities pursued by revolutionary fighters during the time of taghut.

Well, if you believe it we too were once your age [Supreme Leader and audience laugh]. We were once at the same stage. As it happens, that era coincided with revolutionary activities. In those days, we really moved in a voluntary way. I do not want to speak about myself, but this is really the case. In those days - in those years of fighting - we did not have anyone to guide us. There was no party, no organization and no crowd. Our magnanimous Imam was there, of course, but he was in Najaf or in Turkey. Sometimes, we would receive a message and an announcement from him and this would re-circulate the blood in our veins and would guide us. Well, there were many obstacles. We were subject to beatings and to prison and sometimes, there were monetary hurdles, accompanied by hunger and other such problems, but we would move forward nonetheless.

Youth should move like this today, just like the revolutionary activities of fighters during the time of taghut. If these measures are adopted and these lists are acted on, the plots of the enemies will be foiled. Everyone is speaking about the soft plots of the enemies, the most important of which is crippling the young generation. One of the most important plots hatched against our country and our revolution today is crippling the young generation and busying it with various forms of lust and different diversions such as computer games and other things including making them addicted to drugs and the like. This is done with the purpose of crippling the young generation.

However, with the method that I explained, this plot will be foiled. The plot of disappointing the young generation will be foiled with these moves which generate liveliness and hope. Therefore, if you youth move forward with these moves, God willing, and if you prepare the ground for the establishment of a young and hezbollahi administration, I believe that many of your concerns, worries and anxieties will come to an end. Of course, these anxieties are not particular to you only.

The last point which is very important is that you might witness certain things which displease you. For example, the political orientation of such and such a personality or the flaws of such and such an official in a certain branch might be displeasing to you. Even if you are witness to a hundred of such cases, you should not get disappointed. This is my definite and main word of advice. You should not be disappointed!

Everything is promising for us. Everything is a source of hope for us. As I mentioned, we are a nation that find ourselves in a position where promising elements surrounding us are much more than disappointing and discouraging elements. You should see and find these promising elements and you should be encouraged by them. You should rely on Allah the Exalted and you should purify your intentions.

And you should know that Allah the Exalted will help you. By Allah’s favor, all of you will see the termination of the enemies of humanity - in other words, the current decadent American civilization - and the termination of Israel.

The following is the full text of a speech delivered on June 4, 2019, by Ayatollah Khamenei, the Supreme Leader of the Islamic Revolution, on the 30th anniversary of the passing of Imam Khomeini ((رضي الله عنه).). The speech was delivered at Imam Khomeini's shrine.


In the Name of Allah, the Beneficent, the Merciful

All praise is due to Allah, the Lord of the Worlds, and peace and greetings be upon our Master and Prophet, Ab-al-Qassem Al-Mustafa Muhammad, and upon his pure, immaculate, chosen and infallible household – those who guide the guided - especially the one remaining with Allah on Earth

Today, exactly thirty years have passed from that bitter historic day: thirty years from the departure of our beloved magnanimous Imam, thirty years from that historic farewell and from that glorious and unique goodbye that our people said to their dear and peerless Imam. In these thirty years, there have been many efforts to fade the remembrance and name of Imam. Many malign measures have been adopted to ignore the principles, thoughts and path of Imam in the macro-management of the Islamic Republic.

There have been some endeavors to undermine and decrease the unique magnetism of our magnanimous Imam. It is thirty years now that various enemies and some ignorant individuals have been making these efforts, but reality has formed the exact opposite of the desires of opponents and enemies. The reality is that not only has the magnetism of Imam not decreased but it has also achieved more continuity.

One sign of this reality is today’s great gathering. Thirty years after the demise of our magnanimous Imam, this enthusiastic and great gathering is commemorating his demise anniversary in this day of the month of Ramadhan – in this hot afternoon – in such an enthusiastic and warm manner. Where in the world can one see such a thing?

You were witness – the whole world was witness – to the attraction of Imam a few days ago, in the Quds Day rallies. Forty years ago, our magnanimous Imam established Quds Day in order to defend the important issue of Palestine. Forty years have passed, yet Quds Day has not become outdated. This year there were Quds Day rallies in more than 100 countries in remembrance of our magnanimous Imam. That is while the arrogant policies of the US, its cohorts and followers are focused on consigning the issue of Palestine to oblivion and on erasing the matter completely. You have heard the news about the malevolence of the Americans and the treason of some of Arab leaders on this matter.

In such circumstances, the influence of our magnanimous Imam has caused the matter of Quds to be highlighted in more than 100 countries. And this has not been organized by politicians and official political spokespeople, rather it has been organized by the masses of people and by Muslims themselves. This is a sign of the magnetism of Imam which continues to thrive even thirty years after his demise.

No magnetism equals his in the world. I would like to use this opportunity to thank our dear people from the bottom of my heart because of that glorious and magnificent presence on the last Friday of the auspicious month of Ramadhan during which time large gatherings of the people entered the arena. The people showed no negligence in acting on Imam’s advice and nor will they do so in the future.

What is the secret to this magnetism? Where does the unique magnetism of our magnanimous Imam come from? I will only explain certain parts of the matter because this requires a more extensive discussion. Imam enjoyed certain personality traits and God-given blessings which are seen in very few individuals to such an extent.

Imam had these characteristics: he was a brave, wise and intelligent individual. He was a pious and devoted person who was attached to God Almighty. He was devoted to divine dhikr. He was a man who would fight against oppression and who would not get along with it. He would fight against oppression. He was a supporter of the oppressed. He combated arrogance. He was a man who would pursue justice and who would advocate and support the oppressed.

He was sincere. He was honest with the people. He would say to the people what he held in his heart and he would share with them his heartfelt feelings. He would behave towards them in a sincere way. He was a man of jihad in the way of God and he would not sit idle. He was constantly engaged in jihad.

He was a manifestation of this ayah: “Therefore, when you are free from your immediate task, still labor hard, and to your Lord turn all your attention.” [The Holy Qur'an, 94: 7-8] When he finished doing a great task, he would turn to another great one and he would pursue it. He was a man of fighting in the way of God. These are the elements in the magnetism of Imam. All these characteristics existed in Imam.

Anyone who has these characteristics can attract hearts. These are the same good deeds about which Allah the Exalted says, “On those who believe and work deeds of righteousness will Allah the Most Gracious bestow love.” [The Holy Qur'an, 19: 96] This is the divine promise. And these affections are divine affections. They are not propagandist affections and they are not imposed and suggested. They are the work of God and are in His hands.

Imam had a certain characteristic which I would like to explain more today. That characteristic is resistance: resistance and firmness. What introduced Imam as a man with a school of thought and philosophy in his own time and in history had more to do with this characteristic: the characteristic of steadfastness, resistance and refusal to give in to problems and obstacles. Imam showed his resistance in the face of all forms of taghut: whether the domestic taghut during revolutionary activities or the taghuts that existed after the victory of the Revolution.

During revolutionary activities, many individuals became exhausted and they were on the verge of despair, but Imam stood firm. He stood firm on the path of fighting without the slightest retreat. This was related to pre-revolutionary era. After the victory of the Revolution too, other comprehensive pressures loomed large before him, but he did not lose the essence of resistance and steadfastness. He resisted.

When I look at this characteristic of Imam’s and when I refer to Quranic ayahs, I see that he truly defined many Quranic ayahs with his steadfastness and resistance. For example, the Qur'an has said, “Now then for that reason, call them to the faith, and stand steadfast as you are commanded, nor follow you their vain desires.” [The Holy Qur'an, 42: 15] Threats, temptations and deceptions would not influence him. This does not mean that they did not try to threaten, tempt and deceive him. They did so, but it would not influence Imam in any way and it would not undermine his resistance.

The important point is that the efforts and threats of the enemy could not disrupt his calculation system. This is one of the important measures that the enemies adopt: when he faces you and when he knows your intentions and decisions, he tries to do something to change your calculations and to disrupt your calculation system. This is one of the important measures that the enemy adopts in various arenas. However, the enemy could not disrupt the calculation system of our magnanimous Imam which was based on the truths of the enlightening religion of Islam.

What does resistance mean? Resistance means that you choose a path that you deem legitimate and true. It means moving on this path and not allowing obstacles to prevent you from taking that path. This is what resistance means. Imagine that you face an obstacle or a deep hole when you are taking a road or imagine that you face a rock when you want to reach the peak of a mountain. When some people confront this rock, this obstacle or this thief or wolf, they return and they change their minds about continuing the path. However, some people do not do so. They look around and see how they can get around the rock and maneuver the obstacle. They find the way, remove the obstacle or pass through it in an intelligent way. Resistance means this.

And Imam was like that. He had chosen a path and he was treading it. What was the path? What was his claim that made him insist on it? His claim was about the authority of God’s religion: the authority of God’s religion and divine school over the Muslim community and over the public life of peoples. This was his claim. After having managed to overcome the obstacles and establish the Islamic Republic, he announced that we would neither oppress nor give in to oppression. He said that we would not oppress nor give in to it, that we would not get along with oppressors and that we would support the oppressed. This was his claim.

This claim originates from the essence of religion. It originates from the Qur'an. This is stressed and approved not only by the Qur'an but also by common sense. Confronting oppression, defending the oppressed and refusing to cooperate and get along with oppressors is something which is approved by all wise personalities in the world. Imam would persist with this.

Well, it is evident that this claim and this outlook has staunch enemies in the world. The arrogant apparatuses of the world are into oppression. When Imam launched that great movement, it was already more than 200 years that western governments had placed certain nations in different corners of the world – in Asia, in Africa and in many different countries – under their increasing oppression. The English in India and the surrounding regions, the French in Africa – in Algeria and other countries – and some other European countries in various countries were busy displaying transparent and naked oppression.

Well, it is evident that they become upset at this slogan. When a government is established in the center of Asia – in this sensitive region, in Iran – which chants the slogan of not getting along with oppression, not accepting oppression, not compromising with oppressors and supporting the oppressed, it is evident that this is unbearable and intolerable for them. That is why enmities began from the first day.

Enmity began by those who were interested in showing oppression and transgression and in extorting others. Naturally, they could not get along with the nature of our magnanimous Imam’s message – that is to say, the Islamic Republic. That is why enmities began from the first day. In the first decade after the Revolution, during the time of the auspicious life of our magnanimous Imam, they showed enmity in one way, after the demise of Imam they showed enmity in another way and in the past two, three decades too, they showed enmity in a different way. From the beginning, in the face of this cowardly and malicious aggression, Imam laid the foundation for the idea of resistance, steadfastness and not losing the path and the goal. He showed this path to us, to the Iranian nation, to fighters and to the officials of the country as a lesson and as a roadmap to follow.

This resistance gradually exceeded the borders of the Islamic Republic. This does not mean that we wish to export this title and idea of resistance. Some people – including politicians and others – complain here and there why we want to export the Revolution. We are not exporting the Revolution. The Revolution is a thought, a philosophy, a roadmap. If it is accepted and cherished by a nation, it will welcome it on its own. Did we say to other countries to rally on Quds Day? They themselves did so. They themselves wished to do so. Resistance was accepted by other nations on its own.

Today in our region – West Asia – the common word among nations is resistance. Everyone agrees with resistance. Of course, some people dare enter the arena of resistance and some people do not dare do so, but those who dare do this are not few in number. The recent defeats that the Americans suffered in Iraq, Syria, Lebanon, Palestine and other such countries were an outcome of the resistance of Resistance groups. The Resistance camp is a strong camp today.

Of course, we do not deny that because we people of Iran firmly resisted, moved forward and made achievements, others were encouraged to pursue resistance. This has been acknowledged by non-Iranian analysts and political experts in the world as well. A well-known international analyst – all of you have heard his name – says that one of the most important reasons behind the enmity of the US towards the Islamic Republic is that the Islamic Republic took the path of resistance, succeeded in it and managed to overcome the obstacles. This is one of the reasons behind its enmity. They want us to be defeated. They wish that we become discouraged. They want us to hold up our hands as a sign of surrender. Because we are not doing so, they are showing enmity.

Please pay attention because I want to raise a necessary and important point. Well, Imam chose the path of resistance. The important point is that he did not choose it out of excitement and transient feelings. The choice of resistance by Imam has a solid logical source of support. It is a reasonable, scientific and of course, religious source of support. Behind the steadfastness and resistance of Imam, there stands logic. Now, I wish to discuss a few constituents of this logic:

One constituent of this logic is that resistance is a natural reaction that every liberated and honorable nation produces in the face of imposition and bullying. No other reason is required. Every nation that attaches value to its honor, identity and human nature shows resistance and steadfastness when they want to impose something on it. This is a plausible and convincing reason in its own right. This is one constituent.

The second constituent is that resistance, unlike surrender, leads to the retreat of the enemy. When the enemy bullies you, if you take a step back, he will undoubtedly advance. The way to stop him from advancing is to resist. Showing steadfastness and resistance in the face of the enemy’s greed, extortion and blackmail is the way to prevent him from advancing. So resistance is a wise course of action.

We ourselves are like this. Our experience in the Islamic Republic shows the same thing. I have many examples in my mind, but I do not want to get into details and to cite the examples. Generally speaking, whenever we showed steadfastness and resistance, we managed to move forward and whenever we surrendered and moved according to the whims of the other side, we received a blow. There are clear examples in this regard. Intelligent and well-informed individuals can easily find the examples in the forty-year life of the Islamic Republic. This was another part of that logic.

The third constituent of the logic of resistance is what I said in the same gathering one or two years ago: there is a price for resistance and it will not come cheap, however the price of surrendering to the enemy is higher than that of resistance! When you surrender to the enemy, you have to pay a price for that. The Pahlavi regime had surrendered to the US. It occurred many times that they were unhappy and dissatisfied, but they were subservient to them because they were intimidated by the US. The regime used to give them money and it used to be blackmailed and humiliated by them.

Today, the Saudi government is like this. They give them money, they give them their dollars, they adopt positions according to the wishes of the US and they are insulted at the same time. They are described as a “dairy cow.” So, the price that one pays for compromising, surrendering and not resisting is much more than the price that one pays for resisting! It has both a worldly and otherworldly price [audience chant, “no compromise, no surrender, battle against America”]. Please pay attention. I am not speaking about a battle, rather I am speaking about resistance. The discussion about “battle” is a separate discussion. I am speaking about showing steadfastness, resisting and refusing to retreat. Pay careful attention.

The forth element and constituent of the logic of resistance founded by our magnanimous Imam is related to the Quranic part of the divine promise. Allah the Exalted has promised in numerous ayahs of the Qur'an that the advocates of the truth will be the ultimate victors. There are numerous ayahs which confirm this. They might have to make some sacrifice, but they will not suffer defeat at the end. They will be victors on this scene. They will make some sacrifice but they will not be frustrated.

I wish to cite two, three examples from the Qur'an in this regard. The dear youth who are interested in the Qur'an should refer to and deliberate on them: “Or do they intend a plot? But those who defy Allah are themselves involved in a plot.” [52: 42] They think that they are preparing the ground for plotting against the front of the truth and resistance, but they do not know that there is a plot being hatched against them on the basis of divine nature and tradition. Another ayah says, “And We wished to be Gracious to those who were being oppressed in the land.” [28: 5] Another ayah says, “If you aid the cause of Allah, He will aid you, and plant your feet firmly.” [47: 7] There is another ayah, “Allah will certainly aid those who aid his cause.” [22: 40]

Numerous ayahs in the Qur'an all give this promise to those who are on the path of resistance. This is another part of the logic. One part of the strong argument and logic of Imam stems from these ayahs. There are tens of ayahs in the Holy Qur'an, but I cited only three, four ayahs in this regard.

The fifth point that should be considered for the logic of resistance, as Imam did so – we too know, understand and consider it – is that resistance is a feasible course of action. This is the exact opposite of the wrong notion that some people have. Such individuals say, “It is of no use. How do you want to resist? The other side is a thug and bully. He is strong.”

This is a grave mistake. The grave mistake is thinking that it is not possible to resist and to stand up against global bullies. I wish to explain this a little more because it is an important matter which is related to our affairs. In the present time, we have some people wearing the clothes of intellectuality and the like who suggest in the press, in their books, in their speeches here and there that it is no use challenging them, that it is not possible to stand up against them and that we should accept their terms. The gist of their statements is that we should let them ride us, thus relieving ourselves of all the problems. I will tell you that the outlook of “we cannot” results from the same error in calculation which I have mentioned before. This is an error of calculation.

Such errors of calculation in every matter result from failing to correctly see the different dimensions of a matter. When the issue is about a confrontation – an encounter between two fronts – the error of calculation stems from failing to gain a correct understanding about our own front and that of the other side. When we fail to gain a correct understanding, we will make a mistake in our calculations. However, if we understand it correctly, our calculations will be different. I will tell you that in our calculations on the issue of resistance against global bullies, we should correctly understand the facts about these bullies and the facts about ourselves. One of these facts is our power of resistance.

Notice that in political literature in the world, the phrase “resistance in the fashion of Imam Khomeini” is a well-known phrase. Westerners used a phrase which became very common after the liberation of Khorramshahr. This phrase is, “The doctrine of Imam Khomeini.” They brought up this phrase and wrote articles about it. I have written down a quotation by a well-known political personality in the world. If I say his name, all of you know him. He wrote it in an article: “The time for the extraordinary role of military and economic power – which is in the hands of global powers – is coming to an end. That a country which has a great military and economic capability wishes to continue its dominance, the time for these things is coming to an end because the world has changed.”

He continues to say, “In a not-too-distant future, we will be witness to trans-border powers which are not very strong in terms of military machinery – such as atomic bombs – and which may not have a great share in global industrial productions, but which will have the power to influence millions of individuals and which will challenge the west’s military and economic domination.”

This has been said by a western and American politician and analyst. Then he adds, “The Khomeini resistance doctrine has targeted the lifeline of western and American dominance.” These are the secrets to the survival of the Islamic Republic. This is the line that that great personality and that righteous servant of God left us: the line of resistance, steadfastness and appreciation of what we have.

I should add that today, the Resistance front is in its most solid condition in the past 40 years. This is the case in the region and even in centers beyond the region. This is a reality. The opposite front is an arrogant power: the arrogant power of the US and the seditious and malicious power of the Zionist regime. However, from 40 years ago onwards, this power has increasingly declined. We should consider this in our calculations. The political, social and economic condition of the US in the past and in the present time should be considered in our calculations.

Again, this has been acknowledged by some Americans. Some have referred to it as “a termite-like decline.” This has been coined by an American writer. He compares the decline of America decline to what occurs with termite. That is to say, it is becoming hollow from the inside like what termites do. American themselves have said this. This is the case in economic, social and political areas. There are clear statistics about the condition of US economy and its effect on global economy, which has declined astonishingly in recent decades. There are statistics in this regard. I have written them down, but it is not necessary to get into details. American power has declined in the area of politics as well.

Dear brothers and sisters, I will tell you that if there is only one reason to evidence the political decline of the US, which I will mention – this would be enough: the election of someone of the caliber of Mr.. Donald Trump! This election in itself is a sign of the political decline of the US. The fate of three hundred-plus million individuals is in the hands of someone with these qualities: this is a sign of the political decline of the US! When someone becomes the president of a country about whose psychological, mental and moral stability there are many questions, this is a sign of the decline of that country - a political and moral decline. They constantly supported and defended the crimes and slaughter conducted by the Zionist regime. They advocated the crimes of several governments in Yemen and the slaughter of the innocent people of Yemen. They advocate crimes. Is there ever a moral decline worse than this?

There are numerous problems inside the US itself. On that day, in the beginning of the month of Ramadhan, I said [Supreme Leader’s speech in meeting with government officials delivered on May 14, 2019] that the US Department of Agriculture has officially announced that 41 million people in the US wrestle with hunger! This is the condition of the US. This is the economic condition of the US. The US government’s deficit amounts to 2.2 trillion dollars. This is a mythical sum. These sums of money are unbelievable. These are their maladies.

That is while that person expresses his sympathy with the Iranian nation saying that they want the Iranian nation to be happy and to have job opportunities. You should go correct your own affairs! If you can, you should go correct your own conditions. The US is the first in the world in terms of violent crimes. It is the first in the world in terms of drug consumption. It is the first in the world in terms of killing its own people. It is the first in the world in terms of police killings of the people. The statistics that they themselves have released show that in the past eight months, 830 Americans have been killed on the streets by the police. This is the social condition of a government that challenges the Iranian nation.  

And we are the other side of the equation. Of course, we have problems. We have economic problems and we have said this many times. Officials are after resolving these problems within the scope of their power. We have problems, but we do not have any dead-ends! The important point is that we do not have any dead-ends in the country: neither on economic and social matters nor on political matters. We have problems for which there are different reasons, but we have no dead-end in the country.

On the contrary, we have made progress. At the top of the achievements of our country, there stand the dear people of Iran- these enthusiastic and insightful people. If our people did not have insight, their presence would not be seen where it matters. So, there is popular presence.

Notice what a large crowd of people marched on the streets on the 22nd of Bahman of the year 1397 – just, four, five months ago. This requires insight, determination, preparedness and willpower. The people of Iran have these: wisdom, insight, the power to stand firm and firm determination. This is the greatest strong point of the country. There are other strong points as well. So, this is the logic of resistance which I spoke about. It was with this logical source of support that Imam entered the arena of resistance.

I have written down a few points that I want to raise quickly because little time is left. My dear ones, one point is that the goal of resistance is to reach the point of deterrence. We should reach a point which has a deterrent effect in the area of economic, political, social and military matters. This point of deterrence should show itself in a way that it discourages the enemy from transgressing against the Iranian nation in all areas.

The enemy should see that his actions are of no avail and that he cannot do anything to the Iranian nation. We have reached this deterrence point to a large extent in the area of the military. When you see that they insist on the issue of missiles and the like, this is why. They know that we have achieved a point of deterrence and stability. Therefore, they want to deprive the country of this. Of course, they will never succeed.

Our confrontation with our issues and our enemies should first of all be courageous, not cowardly. Second, it should be based on hope, not despair. Third, it should be conducted in a wise and intelligent manner, not in a superficially emotional and sentimental way. Fourth, it should be innovative, not passive. We should be innovative in our confrontation. If we move in this fashion, you should know that the Iranian nation will succeed and move forward in confronting all big powers.

Another condition for success is that we should pay attention to the plots of the enemy to undermine the philosophy of resistance. My dear ones, notice that the philosophy of resistance is the most powerful weapon for a nation. So, it is natural for the enemy to want to take it away from the Iranian nation. That is why they try to tempt us and make us doubt this philosophy saying, “What is the use of it? It will not work.” The philosophy of resistance should be immunized against the enemy’s plots and it should not be undermined as a result of those plots.

The enemy’s plots are of different types. They sometimes threaten, and they sometimes tempt. An example is the recent sly move by the “honorable” US president who said, “Iran can make great achievements with their current leaders.” This means, “You current leaders of Iran, we do not want to overthrow you and you should not be worried. We do not want to topple you and we are ready to accept you.” This is a so-called sly policy addressed to the leaders of Iran. Of course, what he says is true. If the current officials of Iran show determination, roll up their sleeves, do not differentiate between day and night to work hard, show diligence, work in harmony and cooperation with one another and use popular resources correctly, more achievements will surely be made. There is no doubt about this, but the condition is that the Americans stay away!

The condition for progress is that the Americans stay away! Whenever the Americans set foot somewhere, either a war is waged, a fratricidal move is made, a sedition breaks out or some exploitation, colonialism and humiliation are brought about. The steps of the Americans are sinister steps. If they stay away, we ourselves know what to do. We know our jobs and Allah the Exalted will bestow His blessings and we will move forward, God willing.

The people are present on the scene and this presence should continue. Dear brothers, dear sisters, I will tell you that when you show such presence on the last Friday of the month of Ramadhan, the enemy’s calculations will be completely disrupted [Audience shout, “Oh liberated leader, we are prepared, prepared.”] I hope that God will bestow His blessings and mercy on you. Yes, the Iranian nation is really prepared!

I have one word of advice for the honorable officials of the country: they should focus on the main issue. In every era, there is a main issue in the country which should be focused on. Before the victory of the Revolution, the main issue was the taghuti regime which Imam focused on and succeeded in overthrowing. After the victory of the Revolution the main issue, at some point, was the firm establishment of the system. At another point in time, the main issue was Saddam’s imposed war against the country during which time the whole country focused on war and thankfully success ensued.

Today, the main and immediate issue is the issue of the economy. Of course, cultural matters are important as well. The same is true of security issues, but among all these issues, what is of more urgency is the issue of the economy because it is related to the people’s livelihood problems and it influences cultural and security matters as well.

Regarding the economy, there are important issues and topics some of which I will mention: one is boosting production. Another is the value of the national currency. Another is improving the environment of business and finance. Another issue is separating the economy of the country from selling crude oil – we should cut the umbilical cord of the budget and the economy from selling crude oil and from crude oil trade! This is one of our main issues. Another issue is turning governmental intervention into governmental guidance and supervision. This is one of the main issues as well. Another is cutting off the hands of individuals engaged in economic corruption: embezzlers, economic terrorists and merciless smugglers whose hands should be cut off from the economy.

Notice that these are the main issues of the economy of the country. The officials of the country – primarily executive officials alongside legislative officials and on certain matters, judiciary officials – should work on these matters in a unanimous manner. They should resolve them because they are the main issues. We should focus on these issues and we should avoid attending to peripheral and trivial matters. We should not create uproar. National solidarity is very important. Putting aside our political and partisan disagreements is very important. And one of the most important matters is preserving our heartfelt relationship with Allah the Exalted.

This year’s month of Ramadhan was a good month. According to the information that I have – they have delivered reports to me – in this year’s month of Ramadhan, dua, dhikr and supplication gatherings, during which some people delivered speeches and clarified Islamic teachings, were very warm. In the different neighborhoods of Tehran, large crowds of people – mostly young – gathered together to pray, to shed tears and to supplicate before God. This is very valuable! These phenomena prepare the ground for divine mercy and guidance. You should appreciate their value and you should continue them.

Dear youth, your pure and enlightened hearts can act like the key to solving great problems and they can attract divine mercy. I hope that God will make blessed the great and important month of Ramadhan that our people went through for our nation.

Today is the last day of the month of Ramadhan and we are in the final hours of this month. It will be good to say a few prayers:

God I ask and call You by the blessedness of Your Name – Allah the Great, the Grand, the Almighty, the Magnificent and the Generous – and by the blessedness of Muhammad and his household - Oh You Beneficent, Merciful and Conqueror of Hearts, make our hearts steadfast towards Your religion.

Dear God, make us steadfast on your path

Dear God, associate the immaculate soul of Imam, who taught us resistance, with his saints

Dear God, make the shade of the remembrance of Imam and our martyrs an ever-present shade on this nation

Dear God, shower Your assistance on the Iranian nation

Dear God, shower Your assistance on the Muslim Ummah

Dear God, make the seditionists in the world of Islam humiliated, humbled, notorious and contemptible.

Dear God, by the blessedness of Muhammad and his household, with Your generosity and kindness, grant these people the requests which they verbalized in dhikr and dua meetings and gatherings or which they harbored in their hearts

Dear God, answer their prayers

Dear God, by the blessedness of Muhammad and his household, make this month of Ramadhan a blessed month for the Iranian nation and the Islamic Ummah

Dear God, do not deprive us of Your generosity, Your grace, Your pardon and Your forgiveness. Forgive our sins. Forgive the sins that we and our predecessors committed. Forgive our ancestors and our parents

Dear God, by the blessedness of Muhammad and his household, make us benefit from the prayers of Your Wali and Your Hujjat. Help us be among his soldiers. Help us die martyred on this path

Dear God, by the blessedness of Muhammad and his household, make what we said, what we heard and what we will do serve You and Your cause and accept it from us with Your generosity

I don't consider Trump worth sending a message to, we won't negotiate with U.S.

Mr.. Shinzō Abe, the Prime Minister of Japan, met with Ayatollah Khamenei-- the Leader of the Islamic Revolution-- this morning June 13, 2019.

In this meeting, Ayatollah Khamenei stressed that Iran will not negotiate with the United States of America and asserted: I do not consider Trump, as a person, deserving to exchange messages with. We will not negotiate with the United States.

The Japanese Prime Minister told the Leader of the Revolution In this meeting: "I would like to give you a message from the President of the United States." Ayatollah Khamenei responded by pointing out the ingenuity and untrustworthiness of the United States and argued: We do not doubt your sincerity and goodwill. However, regarding what you mentioned about the President of the U.S., I do not consider Trump as a person worth exchanging any message with and I have no answer for him, nor will I respond to him in the future.

Ayatollah Khamenei added: "What I am going to say is part of our talks with the Japanese Prime Minister. Because we consider Japan a friend of ours. Although, there are some complaints."

Quoting the Japanese Prime Minister that Trump told him: "The United States is not after regime change in Iran," the Supreme Leader insisted: "Our problem with the United States is not about regime change. Because even if they intend to do pursue that, they won’t be able to achieve it; just as previous U.S. presidents tried to destroy the Islamic Republic of Iran during the past 40 years, and failed. What Trump says, that he is not after regime change, is a lie. For, if he could do so, he would. However, he is not capable of doing it.

Pointing out the Japanese Prime Minister's remarks regarding the United States’ request to negotiate with Iran about the nuclear issue, Ayatollah Khamenei held: "The Islamic Republic of Iran negotiated for 5, 6 years with the United States and the Europeans—the P 5+1—which led to an agreement. But the United States disregarded and breached this definite agreement. So, what common sense would once again allow negotiations with a state that has thrown away everything that was agreed upon?"

The Leader of the Revolution quoted the Japanese Prime Minister again regarding the US determination to prevent Iran from building nuclear weapons and added: "We oppose nuclear weapons, and we have issued a religious fatwa (verdicts) prohibiting building nuclear weapons. But rest assured that if we wanted to build nuclear weapons, the U.S. would not be able to do anything about it, and the United States’ prohibition would not be an obstacle."

Insisting that stockpiling nuclear weapons is unreasonable, Ayatollah Khamenei remarked: "The United States has no competency, by any means, to speak out about what country should or shouldn't have nuclear weapons. Because the United States possess arsenals of thousands of nuclear warheads."

Pointing out to the Japanese Prime Minister's remarks that the U.S. is ready to hold genuine talks with Iran, Ayatollah Khamenei told Mr.. Abe: "We do not believe that at all. Because genuine talks would not come from someone like Trump."

The Leader of the Revolution stressed: "Honesty and genuineness are very rare among U.S. officials." His Eminence then added: "The President of the US met and held talks with you a few days ago, including about Iran. But after returning from Japan, he immediately imposed new sanctions against Iran’s petrochemical industries. Is this a message of honesty? Does this show that he wants to hold honest talks?

The Leader of the Islamic Revolution pointed to the process of negotiations with the U.S. that led to the formation of the JCPOA and held: "After the nuclear agreement, the first person to immediately breach the JCPOA was Mr.. Obama himself; the same person who had asked for direct talks with Iran and had also sent a mediator."

Ayatollah Khamenei added: "This is our experience, and rest assured Mr.. Abe that we will not repeat it."

Referring to the remarks made by the Japanese Prime Minister reporting Trump who said “negotiating with the U.S. will help Iran progress”, His Eminence emphasized: By God’s Grace, we will progress without negotiating with the U.S. and despite the sanctions.

The Leader of the Revolution welcomed the Japanese Prime Minister’s suggestion of expanding relations between Japan and the Islamic Republic of Iran, and reminded his audience: Japan is an important country in Asia, and if they are willing to expand relations with Iran, they should prove their sincere willingness-- just as some important countries have shown their interest.

Referring to the forty years of hostility that the U.S. has shown to the Iranian nation and the continuation of the hostility, the Supreme Leader maintained: We believe that our problems will not be solved by negotiating with the U.S., and no free nation would ever accept negotiations under pressure.

Ayatollah Khamenei then responded to remarks by the Japanese Prime Minister on how the Americans have always wanted to impose their own beliefs and views on other nations and stated: It is good that you acknowledge this fact, and you should also know that the Americans will observe no limits in imposing their views.

Ayatollah Khamenei:

There is a narration which says when people commit a sin, a dark spot appears in their hearts and when they commit another sin, the dark spot grows bigger. Of course, the language is figurative. The more sins you commit, the more dark spots will appear in your heart and after a while your heart will grow completely dark. In ordinary language, this is exactly what I explained earlier. That is to say, currently your heart and soul are pure, but over time sins and the numerous problems that people are faced with throughout their life - in politics, in economic areas, in earning a living - make the heart completely dark if one has no practice in confronting these problems. This is my first point. I consider you as my own children. If I wanted to give my own children the best pieces of advice, I would tell them exactly what I told you.

Pay attention to the fact that most of the slips - if not all of them - that happen in different areas are due to failing to take into consideration the essential point that I mentioned, which is even true of jihad. 

In the Battle of Uhud, a number of people neglected their duties and brought about the tragedy of the martyrdom of Hamza ibn Abd al-Muttalib (عليه السلام). There is no need to recount the events that took place in the Battle of Uhud because you are familiar with the events, but if you have not studied the events, you can read the history books that have been written in this regard. 

Speaking about the people who neglected their duties, the Holy Qur'an says: "Those of you who turned back on the day when the two armies met, only Satan sought to cause them to make a slip on account of some deeds they had done." [The Holy Qur'an, 3: 155] Satan had prepared the ground for their slip by encouraging them to commit sins long before the battle. We have many such ayahs in the Holy Qur'an. If we fail to avoid committing sins, the consequences will reveal themselves in the management of our national affairs, in the management of a particular sector that we are in charge of, in the battle that we are fighting, in the financial and economic test that we are involved in.

 In short, this is the main point that I would like to make in this meeting: do not take your youth for granted. This means that you should appreciate the value of your pure hearts and develop a closer relationship with God the Exalted. The trick is to stop committing sins and to pay attention to prayers. Besides the obligatory prayers and the attentiveness that I spoke about, do whatever else you can, including dua (supplications) and the non-obligatory deeds that have been recommended. And hopefully God the Exalted will open up the paths.

Imam Khamenei lauds racial diversity in Iran

 

Supreme Leader of the Islamic Revolution Ayatollah Seyyed Ali Khamenei on Thursday lauded the racial diversity in the country and peaceful co-existence of various ethnic groups. 

Ayatollah Khamenei made the remarks in a meeting with the staff of the Congress of Martyrs of Kordestan province in Tehran. 

The Supreme Leader said that the enemies have always tried to manipulate racial diversity and religious differences to undermine the Islamic Republic. 

He also hailed the role of Kurdish people in protecting the country and Iran's 1979 Islamic Revolution. 

The sacrifices of Kurdish martyrs are different from other martyrs because they were fighting the anti-revolution forces inside their cities, towns and villages, the Supreme Leader noted.

Commemorating the martyrs is a source of honor for the nation and an indicator for the road towards victory. It is their courageous sacrifice that proves the glory of the nations and the depth of their cultural and civilizational foundations. We all have a duty to venerate the luminous names of the martyrs and make eternal in memories the brilliance of their status. It is a pride for the alleys and streets to carry the name and titles of the martyrs as a sparkling emblem. This blessing exists across the country and should be continued.

God’s peace and greetings be upon His friends and the dear martyrs
