For anyone unable to open the link basically a Saudi minister holds around the elder lady's shoulder and kisses her on the top of the head to console her.
I remember a discussion on here about kissing non-mahrams on the hand, in that instance it was Sistani I believe? So depending on opinion, had this minister not gone in to embrace the lady, was what he did wrong?
I also don't buy this idea that Saudi Arabia is trying to modernise and reform either. Certainly not with the intent of benefitting its own citizens.
