Concise answer: What is intended by the welayat of a just faqih being the welayat of the prophets is the aspect of politicalwelayat (meaning the government and management of the affairs of the people) which is part of welayat tashri’i (legal leadership). But welayat takwini (authority over creation and the natural world, also known as the ‘great’ wilayah) is confined to the infallible imams that carry divinely inspired knowledge and infallibility. The primary criteria for political welayat are justice and fiqahat (jurisdiction). Therefore, not only is allotting political welayat to a just faqih by the imams not irrational, it is the most reasonable choice the Imams could have made. Detailed Answer: There are two different welayats: A. welayat takwini, B. welayat tashri’i. According to arguments of towhead both welayats belong to Allah Almighty. A. Takwini Welayat: Based on Quranic teachings Allah is capable of interfering in and arranging anything as He wishes. This is what is referred to as the ‘creation’ and ‘takwini guidance’ of His creations, which is also conducted by the complete man (God’s proof) whether alive or not. This is the welayat acknowledged for Imam Asr (aj) and furthermore his absence in the time of occultation doesn’t change this situation; thus welayat takwini isn’t something the wali faqih possesses. B. Welayat Tashri’i: This type of welayat is understood from the set of ayahs that associates Allah with the authority of tashri’ (legislating), guidance, tawfiq and the like. This welayat includes the management of worldly matters in the manifestation of government; that is that the wali accepts to manage and oversee the religious and material affairs of the people (whether this task ends with the people coming on board and establishing the Islamic government or not). In the time of occultation of the infallible Imam (as) this duty has been put on the shoulders of a just faqih and in reality, welayatfaqih is the continuance of a the welayat of the Imams. The relation between these two has legitimized the leadership and actions of a competent and qualified faqih, because every legitimate government must be divinely assigned directly or indirectly and this is an essential point to be noted.[1] Thus, in the time of the occultation of an infallible Imam, the welayat tashri’i of God must be given to a just faqih – meaning the closest and most similar person to the infallible Imam – the wali faqih must bear the highest level of justice and although he isn’t infallible, it is the best replacement and on top of that the Islamic hakem (ruler) must be a faqih (that is he must be an expert in Islamic matters and amujtahid) to be the proper replacement for divine knowledge. This is why it has been said that: In the time of occultation, when the Imam is absent part of his duties are delegated to his general representative and the welayat of the faqih is the continuance of the welayat of the Imams and prophets and is equal to their political welayat.[2] From all of the above, it can be deduced that what actually bears welayat and authority, is fiqahah(jurisprudence) and Idalah (justice), not the faqih himself; specifically speaking the faqih doesn’t have any welayat at all, it is the characteristic of fiqahat and justice that give him this authority and thiswelayat has been handed over to him as the Imam’s general representative.[3] If any of the vital circumstances stated do not exist, he will not have any welayat.[4] Therefore just like you stated, Allah’s pledge will not be given to the wrong doers. Based on this, the most prominent condition for the Islamic ruler in the time of occultation – when infallibility isn’t an option - is idalah (justice). However the wrongdoing and mistake or even crime of another person within the Islamic government has nothing to do with the just wali faqih. The moment the wali faqihwas informed of the inconvenient situation at the Kahrizak prison, he demanded it be shut down. This scenario - where some of their executives would make mistakes or commit crimes - took place in the time of the great Prophet and Imam Ali (as) as well! Although, it is noteworthy that accusing the Islamic government of untrue claims, claims that are most probably untrue and accusing them of harassment for political interests is completely wrong and inappropriate. Abstaining from mentioning these things, especially since there isn’t any particular evidence about it, is the best choice. The Islamic Unity Week is marked between 12-17th Rabiul Awwal on the occasion of the Birth Anniversary of Prophet Mohammad SAW. This period in which Muslims ponder on the fundamental call of unity according to the Holy Quran was initiated by the founder of the Islamic Revolution, Imam Khomeini (SA), following the establishment of the Islamic Republic of Iran in 1979. (Holy Qur'an 3:103) The late Imam Khomeini's foresight helped bridge the gap of five days between the two dates believed to be the birth anniversary of Prophet Muhammad (SAW). According to Sunni Islamic narrations, the 12th of Rabi al-Awwal is recognized as the birth date of Prophet Muhammad (SAW). On the other hand Islamic sources relied upon by Shia Muslims and based on the narrations from the Ahlul Bayt (The Prophet's pure progeny); the auspicious birthday of the Holy Prophet (SAW) was on 17th of Rabi-al-Awwal. In order to bridge this difference and use it as an opportunity to unite the ranks of Muslims, the founder of the Islamic Revolution of Iran, Imam Khomeini (SA) designated the period of Milad-un-Nabi celebrations from 12th to the 17th of Rabi al-Awwal as the Islamic Unity Week. اور ہٹلر جيسے افراد كي طرح پيش كرتے ہيں۔ ليڈر كا لفظ ہمارے فائدے ميں اور "امام" كا لفظ آقائے خميني كے فائدے ميں ہے۔ اور دوسري جانب چونكہ وہ ايك مذہبي ليڈر ہيں اور ديني شان و منزلت كے حامل ہيں اس لئے ہم انہيں "آيۃ اللہ" كہتے ہيں ليكن "امام" ايك روحاني اور معنوي پہلو كا حامل ہے۔اگر ہم ان كے لئے"امام " كا لفظ استعمال كريں گے تو وہ امت اسلامي كے امام بن جائيں گے اور پوري امت مسلمہ كو اپنا گرويدہ بنا ليں گے۔ اس استاد نے بالكل صداقت اور صراحت كے ساتھ ان باتوں كا اعتراف كيا۔ آپ كو مغربي ميڈيا ميں ايك بھی ايسا ذريعہ ابلاغ نہيں ملے گا جس نے آج تك كبھی امام خميني كے لئے "امام" كا لفظ استعمال كيا ہو۔ اس وقت ہم نے مغربي ممالك كے بہت سے ذرائع ابلاغ كے ساتھ يہ معاہدہ كرنے كي كوشش كي كہ وہ "امام خميني" كے نام پر ايك پوسٹر يا نوٹس شائع كريں اور بدلہ ميں 60 ہزار مارك ليں ليكن كسي نے ہماري اس درخوست كو قبول نہيں كيا۔ اگست 1979 ميں "مجلس خبرگان قانون اساسي" كے سربراہ آيۃ اللہ منتظري تھے ۔امام خميني نے انہيں اس منصب سے ہٹايا اور شہيد بہشتي كو اس كا سربراہ بنايا۔جب شہيد بہشتي نے وہاں اسلامي جمہوريہ كے آئين كے مادہ ۵ كو بيان كيا اور فرمايا كہ ولي فقيہ "نائب امام زمانہ" اور "امت اسلامي كا امام" ہے تو پورے ملك ميں ايك انتشار پهيل گيا۔بازرگان نے پوري كابينہ كے استعفيٰ كا اعلان كرديا۔امير انتظام نے يہ شوشہ چھوڑا كہ "مجلس خبرگان قانون اساسي " كو تحلیل كرديا جائے۔يعني ايك لفظ"امام" كي وجہ سے پورا ملك افرا تفري كا شكار ہوگيا۔ "امامت محوري" "امت دوستي" "قيام عدالت"مستضعفين" بمقابلہ"مسكتبرين" يہ وہ تھیوري تھی جو امام خميني نے پيش كي۔ امام خميني ملكوت اعليٰ كي جانب پرواز كرگئے تو آقائے رفسنجاني نے ان كے انتقال كے پانچ دن بعد نماز جمعہ كے خطبہ ميں ولايت فقيہ سے متعلق دو باتيں كہيں۔ ايك يہ كہ "امام خميني كي رحلت كے بعد ہم ان كے جانشين كو "امام" نہيں كہيں گے" ہم نے مشرق و مغرب سے اس ايك لفظ كے لئے اتنا مقابلہ كيا شہيد بہشتي جيسے عظيم انسان كو اسي ايك لفظ كے لئے قربان ہونا پڑا۔امام خميني نے انقلاب سے ۹ سال پہلے اس منصب كے لئے "امام" كا لفظ استعمال كيا اور آپ يہ كہتے ہيں كہ ہم ان كے جانشين كو "امام " نہيں كہيں گے۔اس كا مطلب يہي ہوا كہ آپ امام خميني كے لئے يہ لفظ صرف اعزازي طور پر استعمال كرتے تھے اور اب ان كے جانشين كے لئے استعمال كرنا گناہ سمجھتے ہيں۔يہ بالكل ايسے ہي ہے جيسے كوئي آپ سے يہ كہے :مجھے آپ سے بہت محبت ہے ليكن آپ كے افكار كو آپ كے ساتھ ہي دفن كرنا چاہتا ہوں۔اور ان كا دوسرے جملہ يہ تھا: "مجلس خبرگان "نے كسي مرجع كا تعين نہيں كيا ہے يعني امام خميني كا جانشين نہ مرجع ہے نہ امام ہے۔ جب آقائے رفسنجاني نے "امام" كي جگہ "رہبر " كا لفظ استعمال كيا تو "امت" بھی اپنے آپ "ملت"بن گئي۔يعني ہم نے عملي طور پر برطانيہ كے رہبر و ملت والے نظام كو قبول كرليا اور امام خميني كے نظام امامت و امت كو پس پشت ڈال ديا۔ جب "امت" "ملت "بن گئي تو "امت" كے افراد يعني"قرآني بھا ئي بہن" كہ جن كے كاندھوں پر امر بالمعروف اور نہي عن المنكر جيسي اہم ذمہ دارياں تھیں، وہ "ہم شہر" اور "ہم وطن" ميں تبديل ہوگئے۔ اور امام خميني كا تيسرا لفظ يعني "عدالت" جو ايك خاص معنوي اور مقدس معني كا حامل ہے اسے بھی آقائے رفسنجاني نے اپني صدارت كے دور ميں "توسعہ" ميں تبديل كرديا ۔عدالت اور توسعہ كا فرق يہ تھا كہ "عدالت" كا نظام خدا،پيغمبر اعظم صلي اللہ عليہ و آلہ اور حضرت علي عليہ السلام كے بتائے ہوئے اصولوں كے مطابق قائم ہوتا ہے ليكن "توسعہ" كا معيار پيسہ كا بين الاقوامي باكس،عالمي بينك اور صہيوني عناصر ہيں۔ امام خميني كي جانب سے بين الاقوامي سطح پر استعمال كئے جانے والے دو الفاظ "مستكبرين" اور "مستضعفين" كي اصلاح كي كوشش اس طرح فرمائي كہ "مستكبرين" ايك طرح كي گالي ہے اور اس سے ان كي توہين ہوتي ہے۔اس لئے مستكبرين كے بجائے لفظ"عالمي طاقتيں" استعمال كيا جائے۔كيونكہ جب "مستكبرين" كہا جائے گا تو اس كا مطلب يہ ہوگا كہ ان سے مقابلہ كيا جائے ليكن جب "عالمي طاقتيں"استعمال ہوگا تو اس كا مطلب يہ ہوگا كہ ان كي ہاں ميں ہاں ملائي جائے۔ "مستضعفين" كي جگہ"ستمديدہ طبقہ" كي اصطلاح استعمال كي گئي يعني وہ طبقہ ہے جو اسي لائق تھا كہ ان كو دباياجائے اور وہ دب گيا۔ وہ پانچ قرآني كلمات جو امام خميني كي تحريك ميں اسلامي آئیڈیالوجی كا محور تھے انہيں بدل ديا گيا اور ان كي جگہ وہ كلمات استعمال كئے گئے جو دشمن چاہتا تھا۔ جب تك ہم امام خميني كے بتائے اور سکھائے ہوئے ان پانچ كليدي قرآني الفاظ كو-جن ميں سر فہرست "امام" ہے- زندہ نہيں كريں گے تب تك ہمارا كوئي بھی كام ايسے ہي ہوگا جيسےكسي قيمتي قالين پر بوسيدہ بوري كا پيوند لگانا۔ آيۃ اللہ A selection of statements by Ayatollah Sayyid Ali Khamenei on the personality and be’that of the Holy Prophet of Islam About the Book The present work is a collection of excerpts from Ayatollah Sayyid Ali Khamenei’s statements about the personality, characteristics and be’that of the Holy Prophet of Islam (s.w.a.). The excerpts have been selected from among the speeches delivered from Khordad 1368 to Shahrivar 1391. The following are the main features of the book: 1. The lessons contained in the life and be’that of the Holy Prophet (s.w.a.) – which are needed by all human beings and human communities throughout history, particularly in the contemporary era – have been selected from among the statements relating to the life and personality of the Holy Prophet (s.w.a.). 2. They should not describe America as a friendly and philanthropic government to our people. Even if these people make an effort to do this, their effort will be vain. Notice what America has done throughout the world over the last 70, 80 years - of course, there are many things in the history of America before this era which I do not want to discuss now. Take a look at the wars which America has waged, the innocent and civilian people whom it has viciously killed in these wars and in other events and the dictators which have been supported by America in the East and in the West. The people only remember the recent sanctions, but they started imposing sanctions from the beginning of the Revolution. In the beginning of the Revolution, the Americans supported anyone who wanted to do something against the Revolution. The Americans did not care if these people were leftist, rightist, military or non-military figures. They did their best to help anyone who had certain motives against the Islamic Revolution. These people took the form of ethnic groups and many other different forms. The last plot which the people of Iran saw with their own eyes was the fitna of the year 1388. The President of America shamelessly supported the provokers of fitna in Tehran. At the present time too, they are supporting them. This is the list of the malevolent acts that they have committed. Today, many of their evil intentions over which they used to draw a veil are gradually becoming clear. This year, I said in Mashhad - in Samen al-Hujaj's holy shrine - on the first day of the year 1392, that I am alright with negotiations. I said that a number of officials and executives of both the previous administrations and the current administration think that we should negotiate with the Americans on the nuclear issue so that it can be resolved. I said, "Well now that you insist, you can go and negotiate with them particularly on this issue". But during the same speech in the beginning of the year, I said, "I am not optimistic. I do not oppose you, but I am not optimistic". On the 22nd of Bahman, the people of Iran wanted to say to all of us - including this humble person, different officials and those diligent individuals who are really making great efforts in areas related to managing the country, whether those who are involved in foreign policy or those who are involved in domestic affairs - that we should feel comfortable because the people of Iran are standing firm, and they are present on the scene. They said to us that we should not feel weak in the face of the enemy. This was one of the great messages of the people of Iran. This is the same thing that I said in the beginning of the year. I said this both before and after my meeting in Mashhad. After that meeting, I repeatedly said that the nuclear issue is just an excuse for enmity. Even if one day the nuclear issue is resolved the way America wishes - although this is completely unlikely - then, another issue will follow it. At the present time, the spokesmen of the American government bring up the issue of human rights, missiles, weapons and other such issues. I wonder why the Americans do not feel ashamed of speaking about human rights. If anyone in the world claims to support human rights, American officials should not make this claim considering all the shameful acts which exist in their performance sheet on the issue of human rights. Perhaps, people throughout the world do not know about 80, 90 acts out of the 100 acts that the Americans have committed on the issue of human rights. Nonetheless, the 10, 20 acts that they are aware of can form a voluminous and gloomy book. Everyone knows about the Guantanamo prison. Everyone saw the Abu Ghraib prison in Iraq. Everyone saw the Blackwater organization. Everyone knows about their attack on wedding caravans in Afghanistan. Everyone saw their support of those well-known terrorists who are proud of being terrorists. Everyone saw that the Americans broke their promises and that they lied. The entire world saw these things. Nevertheless, they continue to speak about human rights and they do not feel ashamed. Such extent of shamelessness in their behavior is really a strange phenomenon. What our Ministry of Foreign Affairs and our executive officials started to do will continue in the future. Iran will not go back on what it has promised to do. Of course, the officials can make their efforts and carry out their responsibilities, but the Americans are the enemies of the Islamic Revolution and the Islamic Republic. They are the enemies of the flag that you people have raised and this enmity will not end with such negotiations. The cure for confronting this enmity is only one thing which is relying on national power and national capability and strengthening the country from the inside as much as possible. No matter how hard we work on this area, it is always too little. By Allah's favor, the policies on economy of resistance will be announced soon. I said this previously as well. The cure for solving the problems of the country lies in taking the path of economy of resistance which means reliance on the inside. We should not have our eye on other people's hands. We ourselves are capable and rich. We have both human sources of wealth - our human resources have few equals, if not no equal at all, in the world - and natural sources of wealth. Our sources of wealth are extraordinary. The world needs us and we do not need the world as much as it needs us.

The more I learn about this man, the more I respect him... he wasn't afraid to speak the truth.

Leader of the Islamic Revolution Ayatollah Seyyed Ali Khamenei says uprisings in the Middle East region are part of the battle against Zionist autocracy in the world. Ayatollah Khamenei said the Zionists, US, and Western powers feel weak in the face of Islamic Awakening and “this feeling of weakness and defeat will grow by the day.” The Leader said humanity is standing at a critical juncture and is on the verge of a “grand development.” “Humanity has passed all material and ideological schools such as Marxism, Liberal Democracy and Secular Nationalism and is at the beginning of a new era,” the Leader said. Ayatollah Khamenei further urged the revolutionary youths to vigilantly guard the fruit of their efforts and not allow arrogant powers to “hijack” and “derail” their revolutions. The Leader stressed that despite social, historical and geographical differences, Muslim nations are “everyone is against the satanic US and Israeli dominance and cannot tolerate the cancerous tumor of Israel.” Ayatollah Khamenei made the remarks in a meeting with foreign guests participating in the "Islamic Awakening and Youth Conference" in Tehran. The two-day event kicked off on Sunday with some 15-hundred participants from 73 countries. The conference mainly focuses on the pivotal role of the youth in the wave of Islamic Awakening that is sweeping through the Middle East and North Africa.

In a meeting with thousands of students on Wednesday, the Supreme Leader of the Islamic Revolution referred to the plots of the arrogant powers against the Iranian nation and stressed that the enemies are worried about the spread of the political ideas of the Islamic Republic in the world. Ayatollah Khamenei added that the US government tried to accuse the Islamic Republic of a ridiculous and baseless act of terror in the thick of its increasing domestic problems. He added that all reasonable people in the world rejected this ridiculous scenario. His Eminence said that the goal of the US government is to divert attention away from the Wall Street movement and to pressure the Islamic Republic. "They want to accuse the most honorable elements of the Islamic Republic of terrorism. This is while America is the biggest terrorist of the world today." The Supreme Leader of the Islamic Revolution stressed: "We have a hundred indisputable documents regarding the role of America in leading terrorists and terror attacks in Iran and the region. And by presenting these documents to global public opinion, we will disgrace America and the claimants of supporting human rights and combating terrorism." Ayatollah Khamenei said that America has been disgraced and defeated, further adding: "Today America has been defeated in Afghanistan and Iraq and it has no choice but leave these two countries. And it has also been defeated in North Africa." His Eminence added: "The Americans did not manage to keep Hosni Mubarak and Ben Ali in power in Egypt and Tunisia because the people overwhelmed them. The same thing happened in Libya. In spite of their secret relations with Gaddafi before his humiliating death, they did not manage to keep him in power." Ayatollah Khamenei said that the uprising of the people of America and many other countries against liberal democracy is a sign of the defeat of western capitalism. He added: "The Americans and westerners might manage to suppress these uprisings, but these flames cannot be extinguished." Ayatollah Khamenei said that the regional and global movement originates from the Islamic Republic of Iran and reiterated: "This is why the enemies are trying to thwart the progressive movement of this origin by disappointing the people, particularly the youth and government officials. But the youth and officials of the country are standing firm with a lot of hope and power while relying on God. And fighting the insightful, patient, aware and resistant Iranian people who rely on God will not get them anywhere."

Iran inaugurated Saturday the first conference on the Islamic Awakening, which over 700 intellects and scholars from 80 countries took part in. The conference that was held in Tehran will continue for two days and will include the discussion of five main topics that are, the basics and concepts of the Islamic awakening, the roles that influential people played in it, an introduction to the movements that had roles in this awakening, a study on the threats that face the Islamic awakening, and closing its ranks. Leader of the Islamic Republic of Iran Grand Ayatollah Sayyed Ali Khamenei was the first to deliver a speech in the conference, in which he assured that this Islamic development cannot be separated from its historical roots, and that it was not a wave that suddenly erupted. Imam Khamenei said that “what united us is the Islamic awakening… the uprising and awareness that is spreading in the Islamic nation, which led to revolts in the region.” His Eminence talked about three main points that are the revolutions themselves, the dangers standing in their way, and steps to deal with them, and indicated that all the attempts by the West to make the revolutions just temporal movements are useless, reassuring that the acts against Iraq and Afghanistan where an introduction to the Islamic uprising against arrogance. Imam Khamenei further assured that the major element in these revolutions was its popularity and the permanent effective presence in the field of work and jihad, indicating that determination that was present in the Egyptian, Tunisian and Yemeni people will follow the same track in Bahrain, and that the legitimacy of these revolutions was the major element in forming their identity. Imam Khamenei reminded that what Iran witnessed in the 70s was a great revolution that was similar to the victory of the blood over the sword, and formed a firm establishment of the Islamic system, and pointed out that "we have always expected that Egypt will be the first to revolt, due to our knowledge about Egypt's wide jihadi and cultural history, and the great and historic characters that it had produced." In parallel, his Eminence said that the Eastern camp has collapsed, the Western one was trying stay firm, and the Islamic awakening is the one that will triumph. He considered that any fear from the United States and the West is a danger that must be treated and confronted , and should not be present in the hearts of the youth in the Islamic world… “This generation in the Islamic countries has the capability to rise and confront, something that we should be proud of.” “It is possible to overpower all these obstacles, by relying on Allah and having determination and courage,” Imam Khamenei added, emphasizing that “the slogans of the Islamic revolutions should stress on independence, dignity, and rejection to the Zionist entity… the goals of the Islamic awakening do not suit the Western, and the Zionist entity’s interests.” As for the situation in Libya, Imam Khamenei said that the American and Western intervention in Libya had caused the death of many and the destruction of infrastructures. He stressed that the Libyan people are the only ones who have the right to draw victory for themselves, and that those who supported Mouammar Gaddafi in the past sould not interfere in the future of Libya. Various speakers also delivered speeches during the first day of the conference including head of the Sudanese Popular Conference Party Hasan Turabi, Hezbollah Deputy Secretary General Sheikh Naim Qassem, Leader of the Islamic Jihad movement in Palestine Ramadan Abdullah Shallah, and Former Afghan President Burhanuddin Rabbani.

Ayatollah Khamenei said on Sunday that the Islamic Awakening in the region has been unprecedented since the Islamic Revolution. The Leader of the Islamic Revolution made the remarks addressing the Heads of the three Branches of Government, Chairman of Iran's Assembly of Leadership Experts, a number of Iranian parliament members and military commanders, and many other senior officials of the Islamic Republic. Ayatollah Khamenei stated that the Islamic Republic has proved that it can thwart all the plots hatched by the enemies of the country, noting: “We faced many threats during the past 32 years; political threats, security threats, military threats, and economic threats.” The Leader of the Islamic Revolution also mentioned the people's trust in the Islamic Republic as another point of strength for the country, saying that there are not many countries in the world whose people have such a great deal of confidence in the government. The Leader also hailed Iran's steady progress despite the sanctions against Iran as another point of strength for the country, stating that the country's advancements have frustrated the pressures imposed by the West on the Islamic Republic. “Today, the Islamic Republic of Iran is known as a respected, influential, and credible country in the arena of international politics,” the Leader said. Ayatollah Khamenei also spoke about the deteriorating image of the United States in the Middle East, noting that Washington is also facing serious challenges at home, including a deepening economic crisis.
