(a) Statistically a higher percentage of women may study for certain degrees and not use it whereas a man will use the degree: We all have met people like this. It's not a sin, but a government has the right to take that into account; A government may seek to maximize the number of people that will use a specific degree and such a goal is for a non-discrimanatory purpose. (b ) With pregnancy and motherhood comes time off of work; a government might have a reasonable non-discriminatory reason for wanting men to do a certain job because they take less time off from work and the nation gets more service providers. (c ) Motherhood is a valuable contribution to society - it's a real job. A woman doesn't have to be a nuclear scientist to be a valuable member of society. (d) This is issue is exactly the kind of issue America uses to throw mud at Iran; It's actually none of America's business what labor laws Iran has; Iran is a sovereign country and doesn't need to answer to Daddy-America. (e) Certain jobs have a genuine occupational qualification that many women may not be able to meet: For example, if your house is on fire and someone has to pick you up and carry you out the chances are that it would be harder for most women fire-fighters to do this than a male fire fighter.

  13. It could be that based on statistics it was found that women don't actually seek employment in certain fields that they obtain degrees in. This is very common. It could also be that because of family responsibilities (pregnancy / childbirth) men have more time to devote to those professions (i.e. the goal being to raise the number of hours contributed to the field of work).
