I would expect Ahlul bayt a.s to be generous and to not deny assistance to followers who don't have the opportunity to go to Iraq or other holy lands. If I were you I would try it where I am with the niyya of throwing it into that river in Iraq. InshaAllah your wishes will come true!

Yes, I did this in Karbala in May earlier this year. There is a small river there where imam Mahdi a.a.f appeared or disappeared. My aunt told me that when she came to Iraq our relatives took her there. She had one "impossible" wish that she wrote down and threw in the river. That wish came true in an unbelievable fashion SubhanAllah. So she took me there and I threw my letter in the river before leaving for the airport. SubhanAllah several of my "impossible" wishes have come true alhamdolillah weshokorr.
Definitely worth a try for anyone who has a need.
