Knowledge isn't power. Applied knowledge is power. You can read many books, listen to expert advice, even spend time learning useful information about how to develop skills, but unless you apply it, grind, have the discipline to be consistent and sometimes do the things you don't want to do day in day out, you aren't going to go anywhere. Don't assume because you're busy, that you're productive. Don't assume because there's movement, that there's progress.
The will to act is everything.

Nope, all knowledge is power. Applied knowledge is the same knowledge (power) with a V-8 engine. Can't have application without knowledge first; The V-8 engine can't run without power from the gas pedal.
The will to act is also dependent on having knowledge, because before you can apply and act on knowledge, you have to study and understand the information before you can act on and apply it.
Otherwise, how can you act on or apply information without comprehension? This is the foot on the gas pedal. Understanding is critical for knowledge and the application of it but before you understand; you have to know something before you go on to the steps of understanding and application.

^ This is Bloom's taxonomy. Knowledge comes before everything else.
