I personally would not consider shia to be Kufar. I do disagree with some shia practices but I don't think it puts them outside the fold of islam. I feel the same about some sunni. As a salafy there are many shia who I would be ok with marrying over some who say they are sunni even. I don't like innovation or bidah. I think alot of that comes from the fact that as someone who grew up Christian, I have seen innovation creep into Christianity and make it such a strange religion that has gone way beyond the bible. At worst I personally feel you could call some shia ahlul bidah but not Kufar. I am sure there are maybe some extreme sects of shia could be Kufar but I think many mainline shia would consider those extreme sects to be Kumar too.
